1 North Wiltshire Local Development Framework Core Strategy Planning Services Business Area Consultation Forum 1. Introduction A consultation forum was run for the Planning Services Business Area meeting. Andrew Lane (Spatial Planning Officer) and Lachlan Robertson (Spatial Planning Team Leader) facilitated the forum. The format of the session was similar to that of the Youth forum, taking the form of a game. The Planning Services Business Area is made up of four Teams: 1. Spatial Planning Team 2. Development Control Team (including Enforcement and Conservation) 3. Building Control Team 4. Customer Focus Team Information/feedback was gathered on the three Themes. Then the Options Matrix Trading Game was run. 2. Feedback on the Three Themes HISTORIC & NATURAL ENVIRONMENT Sentiment right but need to consistently put into action I.E. SPG/Advice Sheet/Design Guides Training (including Members) Development Control Decisions Townscapes Redevelopment Protection of Flora & Fauna Enhancement of existing features Riversides etc. Brownfield sites Protect listed buildings Review Preserve & enhance the landscape Renewable energy Pollution & waste control Resolving conflict between protection of listed buildings and energy efficiency Protection of the countryside

2 Council Tax incentives to enhance and maintain listed buildings Sustainability Protect North Wilts rural nature Promote and encourage tourism Increase awareness of listed buildings Pedestrianise town centres Education around AONB s and SSSI s Water flooding/shortage Climate change Sustainability renewable energy/materials Preserving and enhancing natural & built environment Recycling SOCIAL & CULTURAL WELLBEING Support the issues but: Include Key Worker Needs/Elderly Social Infrastructure to include more facilities for youth ie meeting points (sheltered play/skate/bike areas Diverse/multi-function Affordable village properties Encourage recycling and green initiatives Protection of green spaces Brainwashing change in perception Bird Flu More entertainment (variety eg cinema, bowling alley) Utilise the river Links roads (discourage visitors) Renewable energy Preserve & enhance the landscape Pollution and waste control Energy efficient homes Address the issue of funding for services Improve/provide/maintain leisure facilities /car parking Encourage investment Encourage positive youth involvement Conservation Good cinema facilities required Future of Lyneham and MOD sites Gypsies & travellers Improve public transport

Council Tax relief for car-sharers Encourage grey water Rainwater storage for each new dwelling Affordable housing/range of housing mix Corsham Station Loss of local services Post Office, village halls, public houses Providing a choice of sustainable modes of transport Access to education facilities/sports Childcare Poverty/Social mix creating opportunities ECONOMIC DEVELOPMENT Support the issues but: Must try harder to retain existing employment and proposed employment Encourage all sorts including start-up/cottage industries etc Try to reduce the need to out-commute Retention of services Brownfield sites Encourage sustainability More control over the design of new-builds Green travel plans Renewable energy Prevent outward migration Encourage sustainable communities Transport issues Encourage investment Encourage positive youth involvement Too much emphasis on economic development Keeps us in a job Contain rather than promote Enough affordable housing? Enough car parking spaces? 4 Maintain economic growth in Wiltshire Promoting employment land 3. Options Matrix Game The Options Matrix and the instructions for playing the game were explained. People needed to consider the issues that they identified in the previous session when making their decision where to place their 9 tokens on the 9 Options presented in the Matrix: Each group can only have 9 tokens (3 per theme will initially be given) As a group your have to decide how you wish to distribute these tokens to show where you think development should focus on Tokens can only be placed within the theme written on the token You can trade tokens in at the bank if you want more of a particular token- you trade 1:1 Write your group s name on each token you use On the back write why you are placing this token where you are.

5 Where should development go? What type of development is important? Historic and Natural Environment Social and Cultural Well Being Economic Development On a few places in the district Several main towns Across the whole district Total: Total: 13 Tokens 18 Tokens 32 Tokens From the results above it is clear that the groups traded their Economic Development (Options 7, 8, and 9) theme tokens mainly for the Social and Cultural Well Being theme. The consideration of the themes was very much away from the single location, to the consideration of the each of the themes on a district wide basis (Options 3, 6 and 9).
