They will comprise a layered solution. Firstly, there will be a secure perimeter fence to satisfy current IOC requirements. Secondly, there will be a combination of active patrolling, manned guarding and technical surveillance at the access control point, along the perimeter and across the site. Additional bespoke security arrangements can be provided for individual plots within the Free Zone. Customs All companies currently working in Iraq are suffering operationally and financially from very long delays in customs clearance. BIOGH recognises that one of the key requirements of companies coming on to the BIOGH site will be that they will benefit from a customs clearance facility operating to an International Standard rather than a local one. In simple terms this will mean an easy entry and easy exit customs offering at economic prices. 8

12 FACILITIES TO BE PROVIDED IN PHASE 1A This phase comprises a total of 1.86 million square metres as shown on the attached plan. The facilities to be provided will include: 600 RESIDENTIAL UNITS 6,400 SQUARE METRES OF SERVICED OFFICE ACCOMMODATION 1,437,600 SQUARE METRES OF LAND AVAILABLE FOR LEASING 5,000 SQUARE METRES OF WAREHOUSES FOR GENERAL STORAGE DEDICATED CUSTOMS AND IMMIGRATION SERVICES WORLD CLASS SECURITY PROVISION FACILITIES MANAGEMENT/ TRANSPORT/SUPPORT/ MEDICAL SERVICES 12

13 ACCOMMODATION RESIDENTIAL It is planned that these units will be of modular construction with two/three storeys, will cater for single and double room occupation and will be fitted out to an equivalent standard to a three-star rated hotel. Dining facilities, laundry, recreation areas, gymnasium/ health club facilities and shopping facilities for essential goods will be included in this phase. SERVICED OFFICES The offices will follow the residential style of construction. They will be fully fitted out to allow for immediate occupation and may be leased furnished or unfurnished and on daily, weekly or longer term leases. WAREHOUSES Warehouse space will be available for general storage (not for specialist racking storage or heavy loading). The warehouse space will be available for rent in units of 1,000 square metres with an eaves height of approximately 7 metres, concrete floors, with utilities connected. LAYDOWN This land will be available to varying specifications depending on tenant requirements. The basic specification will be bare land as is. Where there is a tenant requirement for heavy load baring land the space will be levelled, graded and compacted. There is no minimum or maximum length of lease on which this space may be rented. It is the intention that this space will be available particularly for fast moving container traffic and this facility managed in conjunction with a rigorously supervised customs service to tenant companies will overcome many of the difficulties currently being experienced in the sector in Iraq today. This land is also available for tenants to lease on which to build their own facilities or buildings. As mentioned in the Overview the site is intended for a variety of oil and gas related industrial and logistics uses. UTILITIES For Phase 1A BIOGH will provide temporary power, water and waste management, pending the availability of permanent arrangements and tenants will be obliged to connect into these services. Utilities will be charged for on a cost plus basis depending on costs of supplies. Residential These units will be charged at a standard daily rate of US$330 plus US$65 for service charges per person per night to include full board and lodging, laundry services, linen, cleaning, IT connection and TV. The standard rate may vary depending on the number of units leased by a single company, the length of lease and the terms of payment. Serviced Offices The standard rate for offices let on an unfurnished and long term basis will be US$1,000 per square metre per year plus security and service charges. Short term furnished and serviced office accommodation rent will be by individual negotiation on an ad hoc basis depending on size of unit and length of lease. Warehouses The standard rate for warehouses let on a long term basis will be US$700 per square metre per year plus security and service charges. Laydown The rent for bare land as is will be US$20 per square metre per year plus security and service charges. The rent for graded, levelled and compacted space, suitable for container storage will be US$40 per square metre per year plus security and service charges. BIOGH Free Zone Authority
