2 Adjunct, College of Veterinary Medicine North Carolina State University Raleigh, NC - Teach and participate in field activities with 3 rd year Veterinary students in their VMC 962: Animal Welfare, Ethics, and Social Responsibility September 2002 to June 2005 Emergency Services Director, Person County - Manage Emergency Management programs and response for Person County and the city of Roxboro, total population 36, Manage the County Emergency Medical Services program which runs approximately 4000 calls a year. - Manage the Veteran Services Office for the county. - Manage 1.5 million dollar county budget for Emergency Services. - Managed a 84% billing return on EMS Service. (minus Medicare chargeoffs) - Manage additional 800 thousand dollar budget for Emergency Management Grants including Homeland Security initiatives. - Applied and received 150 thousand dollar Doris Duke Foundation Grant for replacement of EMS Service Cardiac Monitor / Defibrillators. - Chaired and coordinated the counties Homeland Security / Public Safety Committee which consist of chief s of all response agencies. - Updated the counties Emergency operations Plan to include a county Mitigation Plan, county Continuity of Operations Plan and an updated Resource Manual, as well as converting the plan to an eplan format to post on the web for access by county departments. - Completed the UNC School of Public Health s Management Academy with county Health Department and Hospital team members. - Instructed Incident Command Courses to all county Fire, EMS, Rescue, Health Department and 911 responders. - Co-chair of the counties Drug Endangered Child Task Force. - Co-chair of the counties 911 Committee and implemented Emergency Medical Dispatch (EMD) within the county reducing emergency traffic on the highways by 60%. September 2002 to October 2005 Board of Directors, Region K Critical Incident Stress Management (CISM) Team - Provide direction and coordination to the CISM Team for regional deployment as requested. - Participate in CISM training and debriefings as requested. August 1997 to September 2002 Central Branch Manager, N.C. Division of Emergency Management - Manage five Area Coordinators along with a Program Assistant in coordinating State Emergency Management programs and response in thirty four of the central North Carolina counties. - Manage the Forward Deployment initiative within the Branch and function as the Central Branch Area Command Incident Manager post-disaster. - Worked under contract for the Salt Lake Organizing Committee as a venue manager for the 2002 Winter World Olympic Games in Salt Lake City, Utah. - Coordinated State Agencies and State Operations for the 1999 US Open Golf Tournament as well as the 1999 Special Olympic World Games held in North Carolina. - Served as Temporary Housing Chief after Hurricane Floyd managing a 62 million dollar program involving purchase and setup of travel trailers and mobile homes. - Developed and currently instruct a forty hour Emergency Planning Course for Correctional Facilities for the National Institute of Corrections in Longmont, Colorado. JUNE 1993 to AUGUST 1997 Chief of Plans, Response and Operations Branch, N.C. Division of Emergency Management - Managed eight Section Chiefs in coordinating State plans, the twenty-four hour operations center and six regional offices for the Division. - During Emergency Operations served as the Assistant State Emergency Response Team Leader in the State EOC and coordinated State resources statewide. - During Recovery Operations served as Deputy State Coordinating Officer on Federally Declared disasters. - Managed the States Fixed Nuclear Facility Program (four plants) and conducted yearly accreditation exercises, as well as serving as the state s NRC liaison. - Developed and staffed the Division s first twenty-four hour / seven days a week operations facility to act as the State s backup State Warning Point. - Managed the Division s Donated Goods Program. MARCH 1992 to JUNE 1993 Area B Coordinator, N.C. Division of Emergency Management 3

4 - Managed an Area Planner, Area Trainer, Fixed Nuclear Planner and a Program Assistant in coordinating State plans, response, recovery and mitigation programs in eighteen Area B counties. - Responded on scene to coordinate State resources and assist local governments. - Developed Statewide City/County Briefing Program for local coordinators to use. - Developed a twenty-four hour Search and Rescue Overview Course for Emergency Services Agencies. NOVEMBER 1990 to MARCH 1992 Area B Planner, N.C. Division of Emergency Management - Assisted counties in development and maintenance of their multi-hazard Emergency Operations Plan. - Coordinated the Superfund Amendment and Reauthorization Act (SARA) programs in the eighteen Area B counties including liaison with their Local Emergency Planning Committees (LEPCs). - Conducted training courses as requested across the State.
