4 Welcome Welcome to the Kirtland Community College Health Information Technology program. This handbook has been developed with you in mind and is targeted to providing you with important information on our program and the field of Health Information Technology. The Health Information Technology Program at Kirtland Community College is in the process of becoming accredited by the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM) in cooperation with the American Health Information Management Association (AHIMA). Completion of our program will prepare you for the Registered Health Information Technician (RHIT) certification. After the successful completion of your education, the next step is seeking national certification through AHIMA for RHIT, once Kirtland Community College has completed the accreditation process and provides you with their school code. For the coding portion of the Health Information Technology you can also seek certification as a coding professional. There are three coding certifications that our program prepares you for: 1. Certified Coding Associate (CCA) through AHIMA. 2. Certified Coding Specialist (CCS) or Certified Coding Specialist-Physician-Based (CCS-P) through AHIMA. 3. Certified Professional Coder Apprentice (CPC-A) through AAPC. There are several specialty branches of CPC listed on their website that can be completed with an Apprentice level. Apprentice designation reflects that you have successfully passed the certification test but do not have two years of field experience. This designation can be removed upon meeting the set criteria. 6 General Information Definition and Purpose The field of Health Information Technology is a diverse professional field that offers many challenges and opportunities to those who choose it as a career path. Traditionally, the field revolved around the medical record processes and reimbursement issues for acute care medical facilities. Today, the scope of the HIT field extends to outpatient facilities, physician offices, medical insurance companies, the pharmaceutical industry, health departments, state and federal government, and consulting firms. Kirtland Mission To provide innovative educational opportunities to enhance student lives and build stronger communities. Kirtland Vision Kirtland will be the first choice for learner-centered education guiding students and communities toward success. Statement of Compliance It is the policy of Kirtland Community College that no person shall, on the basis of race, color, religion, national origin or ancestry, age, sex, disability, physical proportions, sexual orientation, marital status, or genetic information be excluded from participation in, be denied the benefits of, or be subjected to, discrimination during any program, activity, service, or in employment. Program Mission Statement Health Information Technology program s mission is to prepare graduates for entry-level positions as health information technicians in a variety of health care and non-health care settings. Graduates will meet or exceed the competencies outlined in the domains, subdomains, and tasks of the accreditation agency. Program Philosophy Students who are selected for the program will be given every reasonable opportunity to successfully complete the program providing that proper attendance, behavior, attitude and a willingness to work hard is demonstrated. While a great deal of material must be learned to be successful, we believe that creativity, versatility, attitude, and mechanical inclination are extremely valuable and desirable attributes in a Health Information Technologist. All of these characteristics will be observed and evaluated along with the learning skills and required performance skills. Kirtland Community College Health Information Technology Program Handbook 6
7 Professional Opportunities The field of Health Information Technology offers opportunities with a wide scope of responsibility, flexible hours and an unlimited growth potential. Some local traditional and non-traditional healthcare facilities/organizations where you may seek employment are: Health Departments, hospitals, chiropractic office, specialty clinics (i.e. allergist, podiatrist, etc.), walk-in clinics (i.e. RediMed, Urgent Care), skilled nursing homes, durable medical equipment companies, billing companies, and hospice. All of these places deal with some format of a patient s health record, coding, billing and software for performing these tasks and may hold job opportunities. Potential positions in the field include, but are not limited to: DRG Validator performs quality review of records coded by the coding staff and validates the ICD-9-CM/ICD-10-CM codes and DRG assignment appropriateness to ensure consistency and efficiency of claims processing, reimbursement and data collection. Data Analyst ensures the quality of data collection and documentation. APC Coordinator performs quality review of records coded by the coding staff and validates the CPT/HCPCS codes and APC assignment appropriateness to ensure consistency and efficiency of claims processing, reimbursement and documentation. Coder reviews medical records to determine and assign appropriate diagnostic and procedural codes to be assigned to patient encounters for claims processing and statistical reporting. Chief Privacy Officer responsible for all ongoing activities related to the development, implementation, maintenance, and compliance of, the healthcare organizations policies and procedures on privacy. Registrar responsible for Casefinding, data entry, follow-up, reporting to accrediting agencies, quality assurance, and maintenance of the registry. Registries include: Tumor Registry, Trauma Registry, Cardiovascular Registry, Birth Defects Registry, etc. and job duties will vary from one registry to another. EHR Specialist responsible for various roles related to the implementation of electronic health records in healthcare organizations. Patient Information Coordinator works with patients to assist with managing personal health information and release of information requests. Program Goals The goal of this program is to provide students with the skills and knowledge necessary to become a competent and certified entry level Health Information Technologist. This will be accomplished by meeting or exceeding what is required according the Domains/Subdomains of CAHIIM. Kirtland Community College Health Information Technology Program Handbook 7
8 Upon completion of the program of Health Information Technology, the Graduate Health Information Technologist shall: 1. Demonstrate professional behavior through attendance, timeliness, and ability to assume appropriate responsibility. 2. Demonstrate basic knowledge of health information technology and management principles. (Domain IV.A) 3. Implement, maintain and demonstrate healthcare compliance, confidentiality, ethical, legal, and privacy issues. (Domains: III.B; IV.D) 4. Apply and validate clinical classification systems to support reimbursement methodologies. (Domains: I.C; I.D) 5. Design, maintain, analyze, and utilize health data, storage, security, and retrieval. (Domains: I.A; IV.B; IV.C) 6. Maintain filing, storage and retrieval systems for paper and computer based patient records that protect the integrity and security of patient health information. (Domains: I.A; I.B) 7. Calculate and interpret healthcare statistics. (Domain: II.A) 8. Utilize common software packages. (Domains: I.B; IV.A) 9. Locate and utilize resources to foster commitment to life-long learning. (Domain: II.A) 10. Collect health care data for quality management, utilization management, registries, risk management, accreditation, licensure and financial purposes. (Domains: II.B; III.A; IV.D; V.B) 11. Develop, apply, and participate in human resource management, and financial and physical resources. (Domains: V.A; V.B) Program and Graduation Policies To progress through the program and graduate, the student must: Earn no less than the minimum grade of C+ in each required HIT/OIS course within the curriculum. This includes any courses that are repeated during a reentry program completion. Students must complete the program with an overall G.P.A. of 2.3 or higher. Must abide by the guidelines in this handbook as well as the Kirtland Community College rights and responsibilities of students: student code of conduct. 9 Meet all other graduation requirements for Kirtland Community College. Program Materials As you progress through the HIT Program you will need to maintain the following course materials: Must obtain and maintain AHIMA Student Annual Membership for completion of research for assignments, professional development and networking. Must maintain all coding manuals purchased from HIT and HIT courses to use throughout the remainder of the program. Must obtain all required course materials/software by reviewing the Kirtland Community College Bookstore website and/or contacting the HIT Program Director. Microsoft Office 2013 or higher is required (Word, Excel, Power Point, Publisher) Kirtland students may obtain this for free by contacting Kirtland Community College s Information Technology Service Department. A microphone and/or headset is required for assignments throughout the program. Note: Two textbooks are used throughout your program and are purchased in HIT Introduction to Health Information Management (Case Studies in Health Information Management 2 nd edition) and HIT (Health Information Management Technology: An Applied Approach 4 th edition). Submission of Work and Late Policy HIT courses run Monday (12 a.m.) through Sunday (11:59 p.m.), with the exception of the last week of the semester as courses end on a Saturday (11:59 p.m.). All assignments are due on Sunday s by 11:59 p.m. unless stated otherwise. Discussion boards have an original posting due between Monday 12 a.m. Wednesday 11:59 p.m. and post two meaningful responses (can be one to instructor and one to classmate or two to different classmates) between Thursday 12:01 a.m. Sunday 11:59 p.m. Kirtland Community College Health Information Technology Program Handbook 9
10 APA formatting is required for use on assignments/projects and when quoting or paraphrasing material in discussion boards. No late submissions/postings are accepted. Instructor has the right to grant an extension due to extenuating circumstances and may require documentation be submitted to him or her prior to the extension taking effect. Note: A copy of the entire syllabus is available in each course containing all course policies and procedures. Liability Kirtland Community College, and the college faculty and staff will not be held accountable for the health, safety or behavior of students of the Health Information Technology Program during non-classroom or non-professional practice experience hours or when traveling to and from sites for interviews/job shadowing educational experiences regardless of the time of day. Course Cancellations We encourage you to sign up with our Rave system so you will be notified of cancellations. If you do not have a cell phone, you may still get voice calls on a land line phone. If you have a cell and have an unlimited texting plan, we suggest you sign up for text messaging. Cancellations are also posted in the Urgent Announcements section in mykirtland, on Facebook, Twitter and posted in designated areas in campus buildings. If you are enrolled in courses at Kirtland, you are already automatically enrolled to get alerts through your Kmail. Instructions on how to enroll in getting voice calls or text message alerts can be found by going to this web site: If you need help setting up Rave you can contact ITS by calling (989) extension 499 or via at its@kirtland.edu. Weather does not impact online course schedules. Academic Due Process If a student wishes to appeal a grade or academic decision, he/she must first meet with the instructor. If the student and instructor do not come to a satisfactory agreement, then the student will: Schedule an appointment within one week to meet with the Associate Dean. If the problem is not resolved at this level, the student may appeal to the Dean of Instruction in writing. Kirtland Community College Health Information Technology Program Handbook 10
11 If the problem is not resolved at this level, the Dean of Instruction will appoint a committee of faculty members and students who will review the grievance and make a recommendation to the Dean of Instruction. The Dean of Instruction will inform the student of the decision. If the student remains dissatisfied, he/she may appeal to the President. The President's decision will be final, and will be based on a review of the appeal process, all involved documentation, and the taped committee hearing. Grade Key A % B % D % A % C % D 63-66% B % C 73-76% D % B 83-86% C % E Below 60% Attendance Policy Student's attendance must be regular and punctual in all courses of the program and is critical to their success. Attendance is a mark of dedication and a component of professionalism that future employers consider seriously. For online courses this is defined as participating in course discussion boards, completing assignments and quizzes for each Module. Simply logging into Canvas Learning Management System (LMS) does not count towards attendance or participation in a Module. Cheating/Plagiarism Policy The health information technology profession and its members are expected to demonstrate ethical behavior. Cheating in the health information technology program will not be tolerated and will result in course failure and program dismissal. Plagiarism is one form of cheating. Plagiarism is the act of using someone else s words, sentences, or ideas and passing them off as your own without giving credit by citing the original source. Some examples of plagiarism/ cheating are: Submitting someone else s work as your own. Buying or otherwise obtaining a paper, test, test bank, or any other materials from a paper mill, website, or other source. Copying sentences, phrases, paragraphs, or an idea from someone else s work, published or unpublished, without giving the original author credit. Replacing select words from a passage without giving the original author credit. Kirtland Community College Health Information Technology Program Handbook 11
12 Copying any type of multimedia (graphics, audio, video, internet streams), computer programs, music compositions, graphs, or charts from someone else s work without giving the original author credit. Piecing together phrases, ideas, and sentences from a variety of sources to write an essay. Submitting your own paper in more than one course. Creating or possessing any portion of any course exam or quiz Possession of any materials during an exam, other than those specified by the instructor as necessary to write the exam, could result in immediate dismissal from the course and/or surgical technology program. More information on plagiarism is available at: Accounts and Announcements Kirtland Community College (KCC) uses as one of several means of communication with students. An official KCC address is issued to each student at the time of admission to the College. This is the only address that the College will maintain for sending official communications to students. Students must check on a regular basis (at least three times a week or more) in order to read important messages and notifications. Certain communications may be time-sensitive. Failure to read official College communications sent to the students official KCC address does not absolve the student from knowing and complying with the content of those communications. Each student must manage their own account to ensure that the Inbox file has sufficient space to allow for delivery. Students act at their own risk and should take precautions if they choose to have their forwarded to an address other than their official KCC address. Important updates and messages may be posted in Course Announcements throughout a week. It is imperative that you are checking the Announcements page on a regular basis (at least two times a week) in order to read any updates, helpful hints, or issues. Social Media and Technology Policy The College observes that all forms of communication and behavior that are conducted in an electronic environment demand the same adherence to rules that provide expected levels of civility, safety, privacy, and respect. Students are, therefore, expected to govern their behavior in the electronic landscape (i.e. Twitter, Facebook, MySpace) with the same care and self-control they exhibit when participating in the life Kirtland Community College Health Information Technology Program Handbook 12
13 of the College in person. Colleagues and students must be treated in the same professional manner as in the workplace. Felony Convictions Policy Students may not be able to sit for the national exam if they have been convicted of a felony and a conviction may also preclude them from obtaining employment in the healthcare industry. Students can find more information regarding this at: All students will undergo a background check before they are rotated through any clinical facilities. Academic Guidance and Student Counseling Support services are available to Health Information Technology students. Students have access to these services, which include: financial aid, counselor, student services, and academic help services. Instructors will guide students toward understanding and observing program policies and practices and may provide guidance or referral for personal problems that may interfere with progress of the program. The Health Information Technology Program Director will: Awards Maintain an Open Door policy. There may be times however when visitation is inopportune; therefore, we ask that you request permission before entering the office. Provide disciplinary counseling in accordance with program policies and procedures, when needed (written documentation kept in student files); or Refer to other branches of Kirtland Community College that can better assist the student. The program will give several student awards on the last day of Winter semester. Awards are chosen by the director with input from other instructors. Academic student of the year (highest G.P.A.) HIT Spirit Award of the year Most improved student of the year Association Assembly Meetings Students will be provided with the information to register and attend the AHIMA State Association component Annual Meetings. These meetings are not mandatory, but highly encouraged to help the student engage in the professional network of health information technologists and gain invaluable educational experiences.
