2 Misgovernance Radicalization Nexus in Pakistan Quetta Dissemination Seminar Organized by the Institute of Management Sciences, University of Balochistan, Quetta In Collaboration with the Governance Institutes Network International (GINI) On March 28 th, 2014 Executive Summary of Quetta Seminar Proceedings The Governance Institutes Network International (GINI) has undertaken a research study with the support of the United States Institute of Peace (USIP) to explore the link between misgovernance and radicalization in North Western Pakistan. This study entailed a survey of 2000 households in the Malakand division, FATA, and KP settled districts. The results of the survey were then shared with local service providers in each of these regions through Focus Group Discussions. Though this research was carried out in KPK and Fata, parts of the other Provinces are also experiencing certain issues with mis-governance that could lead to radicalization. Therefore GINI has decided to give a wide dissemination so that participants can learn more about the situation in KPK FATA as well as derive the applications of the recommendations to their respective experiences. In this regard 4 half-day Seminars are envisaged at the provincial level i.e. in Lahore, Karachi, Quetta and Peshawar, followed by a federal Seminar in Islamabad. The Quetta seminar was the first dissemination seminar which has been organized by the Institute of Management Sciences, University of Balochistan, Quetta in collaboration with the Governance Institutes Network International (GINI) on 28 th March, 2014 as per agenda at Annex-I. The workshop was attended by over 75 participants as per details at Annex-II. Selected press clippings of the Seminar are at Annex-III. Inaugural Session: The program started: 10:30 AM with one hour of delay at committee room of University of Balochistan. The two students of IMS played the role of Anchor persons of the program i.e. Ms. Saqiba Student (MBA) 3 rd semester and Mr. Noman Hayat Student (MBA) 5 th semester have initiated seminar. The Seminar was started with recitation from Holly Quran by Mr. Jawad Khan. The students on behalf of the director, institute of management sciences UOB, welcomed the participants in the seminar. The step by step proceeding of the seminar is given below.

Chief guest Prof. Dr. Syed Mohsin Raza, Meritorious Professor and Dean faculty of Basic Sciences, on the behalf of Vice Chancellor University of Balochistan, Quetta, Pakistan gave inaugural speech about the topic of Seminar and thanked the Institute of Management Sciences (IMS), Governance Institutes Network International (GINI), The United Nations Development Program (UNDP) and USIP for conducting this thought provoking and interactive seminar. He specially thanked Prof. Abdul Naeem for the successful conduct and playing the key role of a liaison between above mentioned organizations. Key points highlighted by Dr. Mohsan Raza Radicalization is a great social evil. Pakistan is victim of diverse insurgencies. National foreign and mestic policies must be revised. This region lacked capacity to implement the good and productive policies. Management sciences is the prodigious field of study and IMS is contributing much for the development of Balochistan towards business education Innovations in technology and spread of communication technologies may help to understand and control the radicalization in the society. 2. Mr. Usama Bakhtiar Ahmad, CEO of GINI has explained the research objectives and key findings of the research study conducted by GINI about Misgovernance - radicalization Nexus in Pakistan. Highlighting features of the research and his speech are listed below. Objective of the study The objective of this study is to determine whether miss-governance or institutional failure leads to militancy or support for militancy, and to what extent. Key findings Radicalization is a National issue 35,000 lives have been lost in last 10 years We faced $78billion of economic loss It is affecting all of us, regardless of the background GINI has undertaken several projects related to policy and different national issues For the current research comprehensive strategy was formulated.

4 Detailed literature review followed by data collection from almost 2000 respondents. Different statistical tools (Bivariate Model, Multiple Regression) were applied for the analysis of the collected data. In addition to the structured questionnaire focus group discussions were also conducted for validation purpose and before reaching some conclusions. Objective of Quetta seminar: i. To develop deliberation on cause and effect ii. We have data but n t know what es it mean? iii. We want to pretest it with audience present at seminar iv. Above all we want to create consensus and a way forward. Detailed history of the Pakistan s bordering region with Afghanistan was presented, the policies and strategies of British Raj about the region including settled areas of KPK, FATA and PATA. So far results of the study are mixed showing some inconsistencies about the perceptions of Malakand, Federally Administered Tribal Areas (FATA), and Khyber Pakhtunkhwa (KPK) respondents. Some of the highlighting of so far results are as follows For FATA Higher the land holdings less trend towards the militancy but not true for Malakand Poverty leads toward increase in radicalization FCR-1901 structure needs amendments Regularization of Jirga system Role and scope of Judiciary and executives need to be separated. Constitutional status of the FATA should be given accordingly. Local Bodies governance system should be initiated in FATA System of khasadar and levies needs to the revised For Malakand Division High income level of people but higher level of militancy too. MNAs and MPAs failed to deliver 64% literacy level, but still radicalization prevails.

5 For KPK settled areas High level of corruption According to people most croup institutions are Police and WAPDA Imams peaches develop the opinions of people. Public servants (especially POLICE ) incentive structure should be revised Compensation must be linked with performance Muharam ul haram kind of vigilance and policing set up must continue throughout the year Govt. land record should be updated Govt. land should be distributed among the needy and poor people of the same area Speedy resolution of the land disputes are demanded 3. Mr. Janzeb Khan Bareach was the representative from the office of UNDP. He highlighted some of programs initiated by UNDP specifically for Balochistan Province, which are directly or indirectly linked with the overall socio-economic development of the Province, including agriculture, irrigation (Dams), accommodation (UNDP RAHA). 4. Mr. Mahfooz Ali Khan, Director NIM, Balochistan was the panelist of the seminar was not present on the occasion but his videos massage were recorded and presented in the seminar. In his video message he highlighted the importance of equal importance of Balochistan and stressed about the delivery of equal rights which are at par with the people of other provinces. 5. Dr. Jan Muhammad, Director Institute of Management Sciences (IMS) and panelist in his panel discussion highlighted the main findings of the study. He emphasized the need for more rigorous study on the topic. He stated that this study must also be extended to the other area of Pakistan so that the finding of the study can be more generalized. He further said that mis-governance and radicalization nexus in Pakistan is an important issue and must be thoroughly investigated. He said that the Impact of mis-governance is widespread and leads to radicalization. He said sound and conducive environment can leads to more polite and satisfied society, while rigid environment force people towards radicalization. 6. Ms. Faiza Mir, Lecturer International Relations, UOB was the next panelist. She shared her experiences and people s responses from her visits and stay at USA, Islamabad and different institutions, highlighting about the stereotype mindsets of the people about Balochistan. She insisted on developing harmony among people and to foster a sense of belongingness and ownership with the land from where we live and belong to.

6 7. Ms. Samina Khan a Parliamentarian from Balochisan was the fourth panelist of the seminar. She shared challenges that present provincial government is facing. She said, we are first Pakistani and then Balochi, Pathan, Sindhi or else. Balochistan is not well linked with other parts of the country. Most of the people in education sector are from KPK and from Punjab in Secretariat, but we are trying to capacity building and bring our own people in the institutions. Balochistan lacks investment for which, present government is trying its level best to bring National and International investment in Balochistan. Primary education is free at present but this government is trying to make education free up to Matric level. Youth of Balochistan are very important. Government of Balochistan is trying to provide healthy environment for youth. Providing suitable jobs is the top priority for youth development The main cause of extremism in Balochistan is illiteracy and unemployment. 8. Mr. Abdul Naeem Coordinator of the Seminar has presented the concluding remarks. He stated that the causes of radicalization in the province of Balochistan are not different from other part of Pakistan. He summarized the main causes of mis-governance radicalization, Nexus in Pakistan as highlighted by the panelist as follow. Poverty & low literacy rate. Mis-governance & Corruption. Uneven distribution of resources among various provinces. Un-employment. Lack of justice. Lack of facilities and infrastructure. Lack of Investment from National and International investors. Lack of conducive environment. Political instability. The province of Balochistan has lack of capacity to implement the good and productive policies. 9. In the end Mr. Qaiser Jamali member from UNESCO has thanked the Governance Institutes Network International (GINI), The United Nations Development Program (UNDP) and USIP United State Institute for Peace for conducting this seminar. He thanked all the participants especially the panelist for sharing their valuable views and make this seminar successful.
