2 SUMMARY OF DISCUSSION DISCUSSION POINTS Welcome and Introduction All participants introduced themselves. Warm welcome was extended to Mr. Tareq Talahma, head of UNOCHA and Mr. Waheed Anwar from OCHA sub Office Peshawar. Discussion points of previous meeting Lesson learned, best practices and success stories as cluster approach for cluster improvement and work plans has not been received from cluster members. Cluster members to share requested lesson learned, best practices and success stories as cluster approach for cluster improvement with Update on Humanitarian Strategic Plan 2016 by OCHA Humanitarian Program Cycle 2016 has the three pillars of the transformative agenda which covers leadership, coordination and accountability. Common humanitarian program cycle to achieve collective results will approach under accountability. The humanitarian programme cycle (HPC) is a coordinated series of actions 2
3 DISCUSSION POINTS undertaken to help prepare for, manage and deliver humanitarian response. It consists of five elements coordinated in a seamless manner, with one step logically building on the previous and leading to the next. Successful implementation of the humanitarian programme cycle is dependent on effective emergency preparedness, effective coordination with national/local authorities and humanitarian actors, and information management. The HPC elements are needs assessment & and analysis, strategic response planning, resource mobilization, implementation & monitoring, operational review and evaluation. Joint analysis (HNO), Strategic Planning (SRP) and Response Monitoring (PMR) are the part of Humanitarian Program Cycle The Humanitarian Response Monitoring Guidance intends to clarify what humanitarian response monitoring is and how it can be carried out, whether for a sudden or slow onset disaster or complex emergency. It aims to define the standard components, ensure a common understanding of the key concepts and spell out related responsibilities. HNO template comprises key humanitarian issues, impact of the crisis and information gaps which involve cluster members, information management experts, other subject matter experts, government as appropriate and affected population. Humanitarian Program Cycle 2016 is a live document and can be modified/revised upon occurrence of any major crises. Final version of the HRP will launched globally in mid Jan, 2016 and will share with cluster level in Pakistan afterward. Cluster Coordinator will share UNOCHA s presentation on HRP with cluster members. UNOCHA Peshawar office will organize a workshop on HRP for Clusters. Date/time/venue will be shared shortly. 3
4 DISCUSSION POINTS Under strategic response plan what and where sectors will be focused which seized response management tool, protracted crisis, sudden and onset emergency. SRP consists of three elements HCT, clusters and HQ which covers define strategic objectives and parameters, development of cluster plans, objectives & indicators, monitoring framework, coordinated project planning and review. Update on 4Ws ACTED & ACD organizations has shared their 4Ws information with CoRe cluster. Members were enlightened to share their current project s information funded by any source (UN, INGOs or NGOs) which deal with community restoration cluster s activities in FATA. Final online 4Ws were presented during the meeting. Members to share information of projects funded outside cluster or own internal funding for 4Ws information under Community Restoration activities FATA with asma.ansari@undppartners.org.pk Cluster to organize a one day capacity building workshop for members covering key areas of cluster activities in the mid Jan, Date/time/venue will be shared later on accordingly. Community Restoration Cluster s updated online 4Ws can be reached at 4
5 DISCUSSION POINTS Discussion on CR Cluster s resource mobilization initiatives Asst Cluster coordinator has initiated an idea of resource mobilization of community restoration material/documents to showcase them on enhanced scale and to map out as a resource kit. Resource mobilization process will consist of 1. IEC Material (information, education and communication): - Cluster members to share IEC material under community restoration activities in soft or hard copies with cluster coordinator. - Asst cluster coordinator to compose a detailed mapping sheet of IEC material and to share with cluster members for future reference and information. 2. Community Restoration Cluster s Bulletin - Community Restoration Cluster to develop quarterly bulletin which consist of the success stories, best practices, field pictures, data mapping etc provided by cluster members. - Copy rights will be reserved and cultural norms/traditions will be pursue. - Bulletin will develop under supervision of UNDP s communication & advocacy policy. Cluster members to share IEC material with Assistant Cluster Coordinator on asma.ansari@undppartners.org.pk. Cluster members to share success stories, best practices, field pictures etc with asma.ansari@undppartners.org.pk by 31 st Dec, 2015 for the development of first addition of cluster bulletin. Assistant cluster coordinator to coordinate with UNDP s communication & advocacy section for policy to pursue for resource mobilization (bulletin & facebook). 5
6 DISCUSSION POINTS 3. FACE Book page - Assistant Cluster coordinator to create/mange face book page for Community Restoration for information sharing through social media. - It will allow cluster to have better interaction with each other, an opportunity to share thoughts on various issues related to Community Restoration in emergencies/rehabilitation process and to share updates, articles, photos, videos, links, interest stories and thoughts too on cluster page. AOB Update on OPS process Cluster coordinator has shared current information on OPS Project uploading by cluster members has been completed and project vetting process is going on. Further steps will be shared accordingly. Next Community Restoration Cluster Meeting s date/time/venue will be shared later on. 6
