1 Department of Defense MANUAL NUMBER July 28, 2009 Incorporating Change 1, February 26, 2013 USD(P&R) SUBJECT: Defense Manpower Data Center Domain Values for Military Personnel Data Extracts References: (a) DoD Directive , Under Secretary of Defense for Personnel and Readiness (USD(P&R)), June 23, 2008 (b) DoD Instruction , Automated Extract of Active Duty Military Personnel Records, July 28, 2009 (c) DoD Instruction , DoD Directives Program, September 26, PURPOSE. In accordance with the authority in Reference (a) this Manual implements policy, assigns responsibilities, and provides procedures for reporting of military personnel data elements. 2. APPLICABILITY. This Manual applies to OSD, the Military Departments including the Coast Guard at all times (including when it is a Service in the Department of Homeland Security by agreement with that Department), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense (IG DoD), the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense. 3. RESPONSIBILITIES a. Under Secretary of Defense for Personnel and Readiness (USD(P&R)). The USD(P&R) shall provide overall policy guidance for DoD reporting of active duty military personnel. b. Director, Department of Defense Human Resources Activity (DoDHRA). The Director, DoDHRA, under the authority, direction, and control of the USD(P&R) shall serve as custodian of automated extracts of military personnel records, establishing and maintaining the necessary domain value sets in support thereof through the Director of the Defense Manpower Data Center. c. Secretaries of the Military Departments. The Secretaries of the Military Departments shall ensure that the Military Services implement this Manual.

2 4. PROCEDURES. Standard domain value sets, contained within this Manual as Enclosures 1-13 shall be used where specified in DoD Instruction (Reference (b)). 5. RELEASABILITY. UNLIMITED. This Manual is approved for public release and is available on the Internet from the DoD Issuances Web Site at 6. EFFECTIVE DATE. This Manual: a. Is effective July 28, b. Must be reissued, cancelled, or certified current within 5 years of its publication in accordance with DoD Instruction (Reference (c)). Status of an individual who is currently pursuing completion of a high school diploma, test-based equivalency diploma, occupational program certificate, correspondence school diploma, home study diploma, adult education diploma, or high school certificate of attendance. A diploma or certificate of General Education Development (GED) or other test-based high school equivalency diploma, excluding a GED certificate awarded at the completion of the National Guard Challenge Program. This includes statewide testing programs such as the California High School Proficiency Exam (CHSPE), whereby examinees may earn a certificate of competency or proficiency. A State or locally issued secondary school diploma obtained solely on the basis of such equivalency testing is not to be considered a high school diploma. This is considered an alternate high school credential. A certificate or diploma awarded for attending a noncorrespondence vocational, technical, or proprietary school for at least 6 months. An individual so coded must also have completed 11 years of regular day school. This is considered an alternate high school credential.
