1 Ambassador of Azerbaijan Visits Alberta Celebration of Novruz in Azerbaijan This Azerbaijani tradition is one of the most interesting. Novruz is a feast of spring, coming of New Year. Before Novruz Azerbaijanis celebrate a number of previous days saying good bye to the Old year and welcoming the New year. These days are the four preholiday Wednesdays: Su Chershenbe (Water Wednesday),Odlu Chershenbe (Fire Wednesday), Torpag Chershenbe (Earth Wednesday) and Akhyr Chershenbe (Last Wednesday). According to the traditional beliefs the water is reborn on the first Wednesday: still waters come to motion; The fire does on the second one, the earth - on the third. page: 4 On February 12, Ambassador Shafiyev met with the Mayor of Calgary, Mr. Naheed Nenshi. The development of relations between the capital of Azerbaijan, Baku and the city of Calgary has been discussed during the meeting. During the visit to Calgary, the Ambassador also met with the President of the Canadian Energy Pipeline Association (CEPA), Ms. Brenda Kenny and the Vice President of the Canadian Association of Petroleum Producers (CAPP), Mr. Greg Stringham. The discussions focused on possibilities for collaboration between oil and gas industries of Azerbaijan and Canada. 2 2 Ambassador of Azerbaijan Visits Alberta The Ambassador of Azerbaijan to Canada, Mr. Farid Shafiyev has paid a visit to the province of Alberta from 12 to 14 February The visit aimed to explore opportunities for economic and trade cooperation between Azerbaijan and the province of Alberta, centre of Canada s oil and gas industry. On February 12, Ambassador Azerbaijan Plans $7 Billion Boost in Renewable Energy by 2020 Azerbaijan plans to raise its renewable energy capacity to about 20 percent of its total power demand by 2020 an investment estimated at $7 billion. According to the Ministry of Industry and Energy, the government has drawn up a strategy to build 2,000 megawatts of capacity in the next eight years. Investors will provide most of the funding. In the past four years, the country has spent about $90 million on pilot renewable-energy projects. Shafiyev met with the Mayor of Calgary, Mr. Naheed Nenshi. As part of his trip to Alberta, Ambassador Shafiyev visited the city of Edmonton, where he met with the Honourable Verlyn Olson, Minister of Agriculture and Rural Development and the Honourable Cal Dallas, Minister of International and Intergovernmental Relations. During the meetings, the sides discussed a wide range of issues of cooperation between the Republic of Azerbaijan and the province of Alberta, specifically in the areas of agriculture and energy. In Edmonton, Ambassador Farid Shafiyev has also visited CAN- MET Energy Technology Centre, Canadian leader in clean energy research and technology development, and discussed cooperation Ukraine proposes Azerbaijan to refine oil at its refineries upon a toll manufacturing scheme, Energy Minister Eduard Stavitsky said at a meeting with his Azerbaijani counterpart Natiq Aliyev in Baku on Tuesday. It is planned to refine oil at the refinery in Odessa and Kremenchug. We still have the pipeline, which works for the Kremenchug refinery and we can supply oil through it in case of an agreement, Stavitsky said. He said that at present, Ukraine`s task is to fully restore the refining industry, and, in this opportunities between CANMET and Azerbaijani research institutions. Ambassador Shafiyev also had meetings at the departments of Engineering and Biological Sciences of the University of Alberta. Academic cooperation between Azerbaijani universities and the University of Alberta has been discussed during the meetings. Ukraine offers Azerbaijan to refine oil at its refineries regard, there is a need not only to supply oil, but to diversify it. Stavitsky said that Ukraine was ready to consider its participation in the development of infrastructural projects for energy supplies to Europe, in particular, in such projects as TANAP and AGRI. Stavitsky also stressed that Ukraine was ready to consider the possibility of cooperation with Azerbaijan in the field of reconstruction of hydroelectric power stations, as the country has great experience in this field.

4 TOURISM POLICY The Ministry of Culture and Tourism is implementing regular works to extent cooperation in the sphere of the international tourism. In September 2001 the Republic of Azerbaijan elected competent member of Universal Tourism Organisation (UTO). It gave us opportunity to vote at the Chief Assembly and other measurements of UTO and to integrate world tourism family using the experience in the sphere of tourism of progressive states. Bilateral and multilateral relations establish and develop also with within the frames of the Organisations of Islamic Conference(OIC), the Organisation of Economic Cooperation of the Black Sea(OECBS), GUUAM, the Organisation of Economic Cooperation (OEC), ESCAP, OECD, the Council of Tourism of UIS members, and other regional and global organisations. The delegation of the ministry participated in the 15th session of the Chief Assembly of the UTO held in Peking, China, in the OIC conferences of the ministers of tourism of memberstates held in the Kingdom of Saudi Arabia and Malaysia and the meetings of working group of OECBS on the sphere of Tourism held in Greece, Turkey and Albania. The Ministry of Culture and Tourism held the International Conference on Tourism opportunities in OECBS region with the participation of the deputies of the ministers of tourism of OECBS member-states in Baku. The Republic of Azerbaijan has been also represented in the meetings of the Council of Tourism of UIS members held in Yalta, Moscow, the city Kishinyov in the republic of Moldova. Particular attention in the sphere of tourism is paid to bilateral relations. The Ministry of Culture and Tourism established intensive relations with the state tourism entities of Turkish Republic, the Republic of Australia, the Republic of Greece, Russian Federation, the Republic of Georgia, Ukraine and the Republic of Uzbekistan and constantly held meetings with them. Definite works are carried out in the frames of Intergovernmental Agreements on cooperation in the sphere of tourism signed by the Republic of Azerbaijan and by Turkey, China, Uzbekistan, Kyrgyzstan, Poland, Italy, Georgia, Ukraine and Bulgaria. The government of the Republic of Azerbaijan and the governments of the Republics of Moldova and Greece worked out the projects of Agreements on cooperation in the sphere of tourism. Those projects passed all internal procedures and are ready to be signed. Worked out the projects of cooperation in the sphere of tourism between the governments of the Republic of Azerbaijan and the governments of the Republic of Austria, Russian Federation, Saudi Arabia, Arabic Republic of Egypt, the Republic of Kazakhstan, United Arabian Emirates and Israel. Corresponding negotiations are held now on the matter in related countries. Recent years the specialists on tourism also participated in the meetings of common commission on the economic cooperation between Azerbaijan and Pakistan, Uzbekistan, Turkey, France, Greece, Sweden, Russia and Egypt. Since the day of its establishment the Ministry interested in the problem of cadres training, that occupy particular place in the development of tourism policy. The representatives of private section and the students taking education in the sphere of tourism participated at held courses together with the employees of the Ministry. We should particularly mention the Turkish organisation TIKA that constantly cooperates with the Ministry in this sphere. 66 individuals participated in training courses in the related spheres during The participants were 6 employees of the Ministry, 26 students, 34 representatives from private section (hotels, travelling agencies). Four employees of the Ministry and the head teacher of the Azerbaijan State Academy of Physical Training and Sport attended courses of improvement of professional skills held for the specialists of tourism section in Spain and Italy by the Department of Human Resources Development of the UTO. According to the mutual agreement between the Ministry of Culture and Tourism and the Union of Turkish Travel Agencies (UTTA) 18 students educated in Azerbaijan in the sphere of the tourism had their practise in the hotels and tourist agencies in Antalya, Turkey during June-August of By means of the tourism development programs within the frames of cooperation with the Ministry of Economy and Labour of the Republic of Austria, Sweden Agency of Development and Cooperation (SADC), Egypt Arabic Republic Fund of Technical Cooperation with the countries of UIS, Japan and other countries 20 representatives from Azerbaijan participated at related courses during Seven of those participants were the employees of the Ministry and 13 of them the representatives of tourist companies. Today the Ministry is negotiating with TIKA to hold training courses in Baku by Turkish teachers for those who work in service section of the tourism. Taking into consideration low level of tourism service in our country it considered to be necessary to held courses on hotel and table services. Those courses held in Baku June The aim of the Ministry in extension of the international relations is to popularise tourism potentiality over the world and to formulate its image as a tourist country. The delegation from the ministry took part in unveiling of the model. The events of September 11, war in Iraq, non-typical pneumonia in Far East countries, regional conflicts and other events of the kind directly effect the development of tourism and its geography. The world tourism market is investigated for this purpose and determined potential tourism regions of Azerbaijan. According to carried out recent investigations most active tourists in the world are from the countries of Iran Bay (Saudi Arabia, United Arabian emirates, Qatar, Bahrain and Kuwait), from some European countries and the tourists from China and Japan. The Ministry is carrying out definite work to attract the tourists of those regions into Azerbaijan. Increase of the tourists visiting Azerbaijan will serve to present all over the world rich tourism potentiality, history and culture of our country and to increase incomes from tourism into the state budget. The Ministry of Culture and Tourism signed and adopted the documents necessary to establish legal-normative base in the sphere of tourism. The State Program on Tourism Development in and Plan of actions affirmed according to the Decree # 1029 S of the President of Azerbaijan from August 27, 2002 gave stimulus to the development of tourism. Concerning the implementation of this document 7 main routes over the republic studied and approved by Board of the Ministry: Baku-Khachmaz, Baku-Balaken, Baku- Astara, Baku-Gazakh, Baku-Shusha, Baku-Nakhchivan and about Baku. The establishment of tourism infrastructure in the regions by the related organs is carried out over these 4 routes. In connection with development of tourism in Azerbaijan the Ministry of Culture and Tourism plans to provide the employment of the population establishing new tourism infrastructure in the regions, involving foreign and native investors to the regions and establishing there new tourism enterprises. The employers of the Chief Office of Tourism sent on official journey to 30 perspective regions and towns chosen for development of tourism, completed investigation of the regions on the establishment of different forms of tourism in regions and prepared the necessary schemes in March 15. The next stage of the process is to determine tourism zones over Azerbaijan and to attract there investments. With the purpose of profitable use of tourism zones, to provide maximal use of local potentialities and to protect the environment it is necessary to work out and to confirm the statute on the zones. In the process of exploitation of the zones the main criterion shall be development of the regions and improvement of social-economical situation. Rich natural resources and natural diversity give excellent opportunities for development of different spheres of tourism. The native people use the mentioned priorities; they engage in green-village tourism, and in all the seasons of the year provide local and foreign tourists with dwelling, food and even tourism services. Those who assist the villager in service also get some profit, for neighbouring villages get the opportunity to present foodstuffs and needlework to the tourists. To support this kind of tourism which play important role in improvement of social life the Chief Office of Tourism constantly holds training and courses in the regions for popularisation and development of village tourism. Village tourism is also an important factor in popularisation of our culture, traditions and cuisine. Special courses are held by the international organisations to popularise this kind of tourism and training of the specialists on this sphere. Thus in August 14-15, 2003 the international association on level skill rising and development InWent held in Baku a measurement dedicated to Protection of particular areas and economic development of the region with the help of Ecotourism in the Region of South Caucasus. Another criteria that may positively influence quick social-economic development in the regions is to finance, in accordance with the determined programs, the projects presented by owners in the sphere of tourism on establishment of tourism infrastructure. Support of those projects by related organisations will positively affect the establishment and development of spheres on tourism ser-

5 5 vices and attract the flow of tourists into the regions. With the purpose to popularize tourism potentiality of the country the Ministry held Internal Tourism Exhibition on the eve of the Universal Day of Tourism in September Representatives from tourism section of about 30 regions and towns participated at the measurement with their showcase and had the opportunity to purpose tourist facilities to citizens and tourism companies. With the help of the UNO the Ministry of Culture and Tourism started to establish the tourist information centres in 7 Azerbaijan regions with the purpose to practise and popularise tourism potentialities of the regions. Those centres will train local specialists in the sphere of tourism and play positive role in removal of lack of cadres in the regions. The government of America represented by its of America in Azerbaijan and the government of Azerbaijan represented by the ministry of Culture and Tourism signed Grant Contract on preparation of the Strategic Development plan of Tourism in Azerbaijan at the expense of grant allocated by American Trade and Development Agency. With the purpose to discuss the problems and innovations in the sphere of tourism and to find their solution the Ministry of Culture and Tourism held 3 Republic Conferences on Tourism. As the member of UTO the Ministry celebrates each year the Day of Universal Tourism. The measures taken by the Ministry of Culture and Tourism are based on the development of tourism section in the regions and improvement of social and economic conditions. With the purpose to propagandise tourism opportunities of our country the Ministry of Culture and Tourism carries out series of measurements. More than 20 advertising publications reflecting tourism possibilities of our country have been prepared by the order of the Ministry during resent 2 years, such as a booklet Information for Tourists, an atlas Azerbaijan as is, a catalogue Welcome to Azerbaijan, a book Guide about Azerbaijan, the tourist maps of Azerbaijan and Baku, CD Welcome to Azerbaijan and others. The abovementioned publications issued in Azerbaijani, English and Russian. On demand of the Ministry six times a year published magazine Azerbaijan Review in Russian and English. Information about measures in the sphere of tourism given in the newspaper Tourism news published one in a month. The abovementioned publications delivered to the participants and visitors of tourism exhibitions and to embassies and representations of Azerbaijan in foreign countries. The advertisements of tourism potentiality of our republic placed in tourism magazines published in foreign countries. Videomaterials reflecting the tourism infrastructure of our country benched in exhibitions of the International tourism. Basing on the applications by the citizens of foreign countries the Ministry of Culture and Tourism send them information about tourism opportunities of our country. The International tourism exhibitions held in or republic in recent three years. The quantity of the foreign countries participating in the exhibitions increases each year. More than 70 companies from 18 foreign countries took part in the 3rd International Exhibition AITF 2004 held in April 8-10, The Ministry of Culture and Tourism constantly participates at the exhibitions of the International tourism held in London, Moscow, Berlin, Istanbul, Kiev, Tbilisi, Makhachkala and the island Kish of Islamic Republic of Iran. Some travelling companies and hotel complexes participate in those exhibitions as well. Travelling companies taking part in the exhibitions negotiate and sign contracts on cooperation with foreign travelling companies. Thus each year we may witness the increase of tourists in our country. During recent two years the Ministry viewed applications from 115 companies and licensed in accordance with Rules of license (special permission) presentation to some activities in the Republic of Azerbaijan affirmed by the Decree of the President of the Republic of Azerbaijan from September 2, 2002 and manats due paid to the state budget. 6 Baku to host first International Tourism Film Festival Azerbaijan`s Ministry of Culture and Tourism will organize a first International Tourism Film Festival in Baku this autumn. The festival is aimed at promoting films about tourism and stimulating development of domestic and international tourism. The event will also draw the attention of the world community to Azerbaijan`s tourism potential. A press conference on the occasion of the festival involving director of the International Committee of the Tourism Film Festival Alexander Kammel will be held in Baku Monday. Statement of UNESCO Director- General Irina Bokova on Nizami Ganjavi s 870 years anniversary Outstanding Azerbaijani poet and philosopher Nizami Ganjavi is a nationwide scientist. The celebration of his 870 years anniversary is the call for intercultural dialogue. UNESCO feels honor to take in this ceremony. Nizami Ganjavi s literary activities popularize the richness of humanity, change the stream of history by means of knowledge and intelligence and calls for just and harmonic society. No doubt that literal heritage of Nizami has a great importance for the people of Azerbaijan, Central Asia and in other countries. The humanist call for Fill my soul with love gives us inspiration. This call is reflected in establishment conception of UNESCO. 7 GENERAL INFORMATION ON THE SECTION "AZERBAIJAN IN INTERNATIONAL SCENE" GENERAL INFORMATION ON THE SECTION AZERBAIJAN IN INTERNATIONAL SCENE Azerbaijan has been following an independent foreign policy since gaining independence in This policy aims at the strengthening and development of the state system and the protection of the national interests of Azerbaijan. Azerbaijan builds its foreign policy on the principle of respect to the international legal standards and norms, the state sovereignty and territorial integrity and the principles of nonintervention into the internal affairs. The foreign policy of Azerbaijan, adhering to these principles and speaking on behalf of the national interests targets such urgent issues as the risks and challenges to the national security and territorial integrity, sovereignty and independence of the republic and the prevention of the intervention of the Republic of Armenia. The major priorities of the foreign policy of Azerbaijan are the establishment of the regional peace and stability, the implementation of large transport and cooperation projects. The attraction of the foreign capital to the implementation of different projects on the development of the country s economics for more effective protection of the national interests plays a great role in the foreign policy of Azerbaijan in the present-day world. Thus, Azerbaijan that has chosen the democratic way of life determined its task in the establishment and development of mutually profitable bilateral and multilateral relations with other neighbor and faraway countries in different spheres. Azerbaijan, expanding and developing its regional and global activity and international cooperation, became the member of a number of international organizations such as United Nations, the Organization on Security and Cooperation in Europe, European Council, Organization of Islamic Conference, Commonwealth of Independent States and others. Moreover, Azerbaijan was one of the cofounders of GUAM. The steps undertaken by the government of Azerbaijan in Europe corresponds to the attempts of the foreign policy as its integral part. Europe, which is rather based on the real cooperation and partnership than on the old models of influence, promotes the establishment of a single structure for security and common welfare but at the same time it may lead to the emergence of new challenges. Therefore, Azerbaijan, considering the established objective situation intensifies its activity within the antiterrorist coalitions and cooperation with NATO and European Union. Azerbaijan protects and implements its national interests through participating in the regional initiatives and the aforementioned organizations. 7 The development and implementation of the measures foreign policy of Azerbaijan serving the protection of the national interests is connected with our national leader Heydar Aliyev. His talent of the strong state system establishment, the deep logics and understanding of the importance of issues enabled to form correct approach to the establishment of international relations. The present day foreign policy of the Republic of Azerbaijan, conducted under the leadership of President Ilham Aliyev, demonstrates its adherence to the course of development of mutually profitable relations with all goodwill countries and aims to develop Azerbaijan and to provide for the permanent prosperity and the welfare of the people. The diplomatic activity, carried out in frames of this complicated and many-sided process is composed of a number of major trends that constitute the foreign policy of Azerbaijan.

On the fourth Wednesday the wind opens tree buds and spring begins. Many ceremonies and devotions are dedicated to this day. For example in the evening each family should light the number of torches on their house s roof corresponding to the number of the family members. Everyone should jump over the burning fire saying a kind of a spell. After the fire dies out girls and young men collect the remaining ash and pour it somewhere in the outskirts of the village or a road. It means that the hardships of those who have jumped over the fire are destroyed and thrown out far beyond their homes. In order to find the happy match unmarried girls throw black coins, a sign of bad luck, to a water-filled jug during the daytime and in the evening before sunset they pour this water out together with the coins outside. On Akhyr Cheshenbe before dark there comes the time of fortune telling. Azerbaijani girls and young men sneak to doors of their neighbors and overheard their conversation; then on the basis of the first words they have heard they try to tell their fortune and guess if their wishes will come true. On this day many families also tell fortunes using Khafiz book. Among holiday ceremonies the most important one is the cooking of samani (millet porridge) which is a symbol of nature and human fertility and has a cult value. The ceremony of the cooking of samani is accompanied by ceremonial songs and dances. The last day of the old year is considered a special feast by Azerbaijanis. On the holiday eve entire family gather at home. For the head of the family a special mat is laid. He says prayers; no one is allowed to eat without his permission. As soon as the gun shot sounds signaling the beginning of the meal, the mistress brings in milk pilau. If the gate is open on this day it means that the host is at home. If visitors come to the house they are welcomed by the eldest son or the nephew of the host. The guest is then offered rose water for hand washing and invited into the house. The head of the family gives a sign and the tea is immediately served for the guest. Such visits are paid for three days. Then there comes the women s turn to celebrate Novruz for a week. On the last night of the old year all family members spray each other with water before going to bed to wash off all hardships of the old year. Finally the holiday starts. Everyone puts on new clothes and begins partying. Nobody works on this day. Today in Azerbaijan the official celebration of Novruz comes on March 21st. On the first day of the New year it is a tradition to rise early in the morning. If it is possible people go where water is -to a river or a spring: wash themselves, splash water on each other. Water is a symbol of cleanliness and freshness. Right there they treat each other with sweets. On this morning it is obligatory to eat something sweet for example honey or sugar. Then it is necessary to smell a fragrant smoke that is the way of getting rid of evil spirits. The holiday table on this day is very special. It is essential on this day to have seven dishes whose names begin with the letter s. They are sumakh, skad (milk), sirke (vinegar), samani (aspecial millet porridge), sabzi (greens) etc. Except for the listed dishes there should be a mirror, a candle and a painted egg on the table. All these have a symbolical significance: a candle means light or fire protecting a person from evil spirits. An egg and a mirror are necessary to mark the end of the old year and beginning of the first day of the new. Azerbaijanis put the painted egg on the mirror. As soon as the egg moves the New Year begins. Everyone sitting at the table starts wishing a happy new year to each other. As a rule during holidays the doors are not locked. It means that the family is home and glad to welcome guests. Children visit their friends and relatives with little bags for holiday presents. On the first day of the New Year the houses should be lit all night long. Putting the light off is a bad omen. New Year celebrations are finished on the 13th day of Novruz. On this day in the city outskirts are held mass parties with traditional games and contests like horse or camel races in which both men and women take part. 13 Novruz Bayramı Novruz bayramı özünəməxsus xüsusiyyətləri ilə fərqlənir. Bu bayram xalqımızın tarixi kökü ilə bağlı olduğundan adətənənələrlə zəngindir. Novruzun süfrəsi də fərqlidir. Belə ki, istər süfrədə, çərşənbələrdə, istərsə də Novruz axşamında milli xörəklərimiz, ən başlıcası isə plov olmalıdır. Şəkərbura, paxlava, şəkər çörəyi və digər şirniyyatlar, kişmiş, püstə, badam, boyanmış yumurtalar süfrələrimizi bəzəyir. Adətə görə süfrəyə s hərfi ilə başlayan 7 növ ərzaq qoyulur. Su, süd, səməni, sünbül, sucuq, siyənək balığı, süzmə və sairə də bayram süfrəsinin bəzəyi olur. Çərşənbələrdə olduğu kimi, Novruz axşamında da tonqal qalanır, evlərdə ailə üzvlərinin hər birinin adına şam yandırılır. Bu bayramda kimsəsizlərə, ehtiyacı olanlara, ahıl insanlara başçəkmək, onlara bayram sovqatı vermək savab hesab edilir. Novruz axşamı axır çərşənbədə olduğu kimi niyyət edib qulaq falına çıxırlar. Eşidilən ilk söz niyyətin baş tutub-tutmayacağını aşkar edir. Bu qədim adət illərin sınağından çıxaraq özünü doğruldub. Papaqatma da Novruzun qədim adətlərindədir. Ev yiyəsi papağa bayram şirnilərindən yığaraq onu qapıya qoyur. Papağın yiyəsi öz sovqatını götürüb gedir. Çox erkən yaranan mərasimlər içində Novruz bayramı günlərində göstərilən tamaşa və oyunlar xüsusi yer tutur. Kiçik çillədən başlayaraq bu tamaşalara hazırlaşırlar. Cavanların özlərini göstərdiyi cıdır tamaşaları at çapma ilə başlar, sonra at oynatmaya keçərdi. Tamaşaya yığışanlar cavanlara uğur arzulayıb müxtəlif nəğmələr oxuyardılar. Atoynatmadan sonra ox atanlar meydanda görünürdü. Onların arasında qızlar da olurdu. Amma oğlan paltarı geyindiklərindən qız olduqları bilinmirdi. Qılınc oynatma, Kəmər atma, Kəndirbaz, Qoç döyüşdürmə tamaşaları indi də bəzi bölgələrdə hazırlanar. Novruz günlərində tamaşalardan başqa Qurd oyunu, Aşıq oyunu, Dirə 13 döymə kimi oyunlar da təşkil edilirdi. Novruz bayramını kosasız təsəvvür etmək mümkün deyil. Sevindirici haldır ki, kosa oyunu hər bayram xatırlanır, rəqs etməyi bacaran bir uşağın əyninə tərsinə çevrilmiş kürk geyindirərək, üzünə kağızdan qayrılmış üzlük (maska) taxıb, başına da kəllə qənd kağızından uzun şiş papaq qoyardılar. Belinə zəncirovlu bir kəmər bağlanardı. Boynuna da zınqırovlar asardılar. Bu şəkildə hazırlanan kosanı məhəllə uşaqları araya alıb, həyətləri gəzdirərək bir hava ilə xor halında xüsusi bir nəğmə oxuyar, kosa isə oynayardı. Kosanın xurcununa bayram sovqatı qoyardılar. Kosanı adətən keçəl müşayiət edərdi. Beləcə əsrlərin yaşıdı olan Novruz bayramı adət-ənənələrlə zəngindir. Bu adət-ənənələri xalqımız unutmur və hər il qeyd edir. Ağsaqqallarımız, nənəbabalarımız öz bildiklərini danışdıqca yeni-yeni məlumatlar əldə edirik. Bəzi qədim inanclara görə kainat 4 ünsürdən - su, od, torpaq və küləkdən yaranıb. Buna uyğun olaraq da Novruz bayramı ərəfəsində 4 çərşənbə qeyd olunur. Birinci çərşənbə su çərşənbəsi adlandırılır. Yəni bahara doğru çayların azacıq buz bağlayan yerləri əriyib çaylara tökülür. Torpaq yavaş-yavaş islanmağa başlayır. İkincisi od çərşənbəsi adlanır. Ona görə ki, bahara doğru günəş yavaş-yavaş torpağı qızdırır, isindirir, onu əkin üçün hazırlayır. Od çərşənbəsində tonqallar qalanır. Hər ailə üzvünün adına bir dənə şam yandırılır, Xonçalar hazırlanır. Üçüncüsü yel çərşənbəsidir. Bəzi bölgələrimizdə bu çərşənbə çox əziz tutulur. Yəni yel artıq azacıq oyanmış torpağı, yaza həsrət gülləri tərpədir, tumurcuqlanan ağacları yellədir. Axırıncısı torpaq çərşənbəsidir. Torpağı ana təbiət su ilə islatdı, günəşlə isitdi və onu əkinə hazırladı. Ona görə də ilk yaz əkinini xışla-kotanla məhz torpaq çərşənbəsi günündə başlayırlar. Nənələrimiz Səməni, saxla məni, ildə göyərdərəm səni - deyib buğda isladırlar.

14 Turizm haqqında Azərbaycan Respublikasının yeni qanun layihəsi Dünya Turizm Təşkilatının ekspertinin iştirakı ilə müzakirə edilmişdir Turizm haqqında yeni qanun layihəsi ictimaiyyətin müzakirəsinə verildikdən sonra sənədə təkliflər əlavə edilmiş və ingilis dilinə tərcümə olunaraq Dünya Turizm Təşkilatına (DTT) göndərilmişdir. BMT-nin Dünya Turizm Təşkilatının hüquq məsələləri üzrə müşaviri xanım Jaklin Duqal Avropa standartlarına uyğun, eyni zamanda, Azərbaycan qanunvericiliyinin tələbləri çərçivəsində hazırlanmış layihəni müzakirə etmək üçün ölkəmizdə səfərdə olmuşdur. Jaklin Duqal Mədəniyyət və Turizm Nazirliyi və Dünya Turizm Təşkilatı arasında imzalanmış sazişə Tehranda keçirilən HT&T 2013 Beynəlxalq turizm və otelçilik sərgisində Azərbaycan stendi ziyarətçilər tərəfindən sonsuz maraqla qarşılanmışdır. Altmış kvadratmetrlik sahəni əhatə edən stenddə ölkəmizi İron, Jumeirah, Çinar otelləri və Millennium, Hicaz TRAVEL, Turizm.az, Elvin tur turizm şirkətləri təmsil edirlər. İron mehmanxanasının təmsilçisi Nazim Ağayevin bildirdiyinə görə, ziyarətçilər onlara təklif olunan yüksək keyfiyyətli və sərfəli otel xidmətlərini böyük maraqla əsasən, yeni qanun layihəsinin beynəlxalq standartlara uyğun hazırlanmasında iştirak edir. Nazirliyin turizm şöbəsindən AzərTAc-a bildirmişlər ki, J.Duqal səfər çərçivəsində bir sıra görüşlər keçirmişdir. DTT nümayəndəsi bütün görüşlərdə səslənən rəy və təkliflərin toplanılaraq yeni layihəyə əlavə ediləcəyini bildirmişdir. DTT mütəxəssislərinin yeni əlavələrindən sonra layihə nazirlikdə bir də baxılaraq müvafiq qurumlara göndəriləcəkdir. Bütün ümumiləşdirmələr yekunlaşdıqdan sonra qanun layihəsi Milli Məclisə təqdim ediləcəkdir. Mədəniyyət və Turizm Nazirliyinin təşkilatçılığı ilə bu ilin payızında Bakıda birinci Beynəlxalq turizm filmləri festivalının keçirilməsi nəzərdə tutulmuşdur. Festivalın məqsəd turizmin müxtəlif aspektlərinə həsr olunan, daxili və beynəlxalq turizmin inkişafına təkan verəcək filmləri təbliğ etmək, bu sahədə daha uğurlu ekran əsərlərini aşkara çıxarmaq, onların müəlliflərini həvəsləndirməkdir. Festival, eyni zamanda, dünyada beynəlxalq tarixi və mədəni irsin mərkəzlərindən qarşılayırlar. Fəaliyyət göstərdiyi günlərdə ən azı iyirmi min ziyarətçi müxtəlif suallarla stendə müraciət etmişdir. Millennium turizm şirkətinin nümayəndəsi Yaşar Hüseynovun verdiyi məlumata görə, İranın tanınmış Chomraksarat sangkachort, Saragh trovelinq Agency LTD İran tourism DEVEL və digər şirkətlərinin nümayəndələri əməkdaşlıq əlaqələri qurmaq üçün konkret təkliflərlə müraciət etmişlər. Ziyarətçilərə Azərbaycanda turizm imkanlarını və yüksək keyfiyyətli otel xidmətlərinə aid yüz minlərlə Bakıda birinci Beynəlxalq turizm filmləri festivalı keçiriləcəkdir 14 biri olan Azərbaycanın turizm potensialına diqqət cəlb etməyi qarşısına məqsəd qoymuşdur. Mədəniyyət və Turizm Nazirliyindən AzərTAc-a bildirmişlər ki, festivalla bağlı fevralın 25-də Bakıda Turizm Film Festivalları Beynəlxalq Komitəsinin direktoru Aleksandr Kammelin iştirakı ilə mətbuat konfransı keçiriləcəkdir. Konfransda festivalın rəsmi internet saytının təqdimatı da olacaqdır. Tehranda keçirilən beynəlxalq sərgidə Azərbaycan stendi ziyarətçilər tərəfindən sonsuz maraqla qarşılanmışdır sayda çap və poliqrafiya məhsulları paylanılmışdır. Mədəniyyət və turizm nazirinin müavini Nazim Səmədovun rəhbərlik etdiyi nümayəndə heyəti isə səfər çərçivəsində İran rəsmiləri ilə bir sıra görüşlər keçirmişdir. Azərbaycanın və İranın turizm şirkətlərinin iştirakı ilə təşkil olunmuş dəyirmi masa da iki ölkə arasında turizm əlaqələrinin genişləndirilməsi və inkişaf etdirilməsinə dair müzakirələr aparılmışdır. İranın ümumi informasiya məkanında sərgidə fəaliyyət göstərən Azərbaycan stendi ilə bağlı maraqla məlumatlar yayılmaqdadır.

15 Xocalı Soyqırımı qurbanlarının xatirəsi Rusiyanın Komi, Mordoviya, Qaraçay-Çərkəz Respublikalarında anılıb 15 Xocalı Soyqırımının 21-ci ildönümündə Rusiya Federasiyasının Komi Respublikasında yaşayan azərbaycanlılar və onların dostları faciə qurbanlarının xatirəsini anıblar. Ümumrusiya Azərbaycan Konqresinin (ÜAK) Komi regional bolməsinin təşkilatçılığı ilə Uxta, İnta, Usinsk, Vorkuna, Sıktıvkar şəhərlərində Xocalı şəhidlərinin anım mərasimləri keçirilib. Tədbirlərdə çıxış edən ÜAK-ın Komi regional bölməsinin sədri Fuad Sayadov fevralın 25- dən 26-na keçən gecə Ermənistan silahlı qüvvələrinin 366-cı motoatıcı alayının köməyi ilə Xocalı şəhərini işğal etdiyi günləri yada salıb. Xocalının 2500 sakinindən 613- nün qəddarlıqla qətlə yetirildiyini, onların arasında 63 uşaq, 106 qadın, 70 ahıl olduğunu iştirakçıların diqqətinə çatdırıb. Həmin vaxt əsir götürülən, itkin düşən və əlil qalan insanlar haqqında danışıb. Xocalı qətliamını pisləyən Fuad Sadıqov faciənin bütün dünya ictimaiyyətində tanıdılması və soyqırım kimi qəbul olunması üçün Rusiyada yaşayan azərbaycanlıları birgə fəaliyyət göstərməyə çağırıb. RF-in Mordoviya Respublikasında Ümumrusiya Azərbaycan Konqresinin regional bölməsi üzvləri Xocalı faciəsi qurbanlarını keçirdikləri ümumi toplantıda anıblar. İştirakçılar Xocalıda və ümumən Qarabağda həlak olan bütün şəhidlərin ruhunu bir dəqiqəlik sükutla yad edib. Tədbirdə çıxış edən ÜAK-ın üzvü A.Duvayarov, D.Qədiməliyev 1992-ci il fevralın 25-dən 26-na keçən gecə Xocalıda baş verən hadisələr haqqında məlumat verərək gənclərimizin, xüsusilə də xarici ölkələrdə yaşayan gənc nəslin bu barədə daha çox bilmələrini, onlar arasında geniş təbliğatın aparılmasının zəruriliyini vurğulayıblar. Qaraçay-Çərkəz Respublikasının Qaraçayevsk şəhərində də Xocalı soyqırımı qurbanlarına həsr edilmiş xatirə gecəsi keçirilib. Tədbirə Lexaim Yəhudi Mədəni Mərkəzinin, Osetin Milli-Mədəni Muxtariyyatının rəhbərləri, Qaraçay qeyri-kommersiya fondunun, Alman Yerli Milli-Mədəni Muxtariyyatının, dini qurumların nümayəndələri dəvət olunub. Gecədə ÜAK-ın regional bolməsinin sədri İlham Əhmədov çıxış edərək Xocalı Soyqırımı haqqında tədbir iştirakçılarına geniş məlumat verib. Sonra şəhidlərin ruhu bir dəqiqəlik sükutla yad edilib. Tədbirə dəvət olunmuş ÜAK-ın Pyatiqorsk regional bolməsinin sədri Lidiya Mirzəyeva Azərbaycanın ədliyyə orqanlarında işlədiyi müddətdə dinc əhalinin kütləvi şəkildə öldürülməsi faktları üzrə cinayət işlərinin istintaqında şəxsən iştirak etdiyini xatırlayıb. Yəhudi, osetin, alman təşkilatlarının nümayəndələri də gecədə çıxış edərək 21 əvvəl Xocalıda baş verənləri pisləyib, dünya ictimaiyyətini bu insanlığa zidd olan soyqırım faktına qiymət verməyə çağırıblar. RF-in Voronej vilayət Gənclər Mərkəzində də Xocalı faciəsinə həsr edilmiş tədbir keçirilib. Rusiya Azərbaycanlı Gənclər Təşkilatının (AMOR) Voronej vilayət bölməsinin iştirakı ilə təşkil edilən tədbirdə Voronej vilayəti Azərbaycan diasporunun nümayəndələri, burda təhsil alan azərbaycanlı tələbələr, rus, türk və dağıstanlı gənclər təşkilatlarının təmsilçiləri iştirak ediblər. Tədbirə qonaq qismində qaıtmlış Xocalıya ədalət kampaniyasının Moskva üzrə koordinatoru Kristina Mojayeva Xocalı soyqırımının tarixindən danışıb. Sonda faciəyə həsr edilmiş sənədli film göstərilib. RF-in Murmansk şəhərində də Ümumrusiya Azərbaycan Konqresinin regional bolməsi və Rusiya Azərbaycanlı Gənclər Təşkilatının (AMOR) Murmansk vilayəti üzrə bölməsinin Xocalı faciəsinin 21-ci ildönümünə həsr edilmiş birgə tədbir təşkil edib. Tədbirə Azərbaycan və digər millətlərin icmaları, yerli ictimaiyyətin nümayəndələri, tələbələr qatılıb. Anım tədbirində Xocalı soyqırımına həsr edilmiş fotosərgi, Azərbaycan xalqına qarşı erməni təcavüzünün tarixindən bəhs edən Qarabağ haqqında həqiqətlər silsiləsindən kitablar və başqa nəşrlər nümayiş etdirilib. Ekspozisiyada tanınmış fotojurnalistlərin 100-dən çox işi sərgilənib. Eyni zamanda yerli sakinlərə bu mövzuda disklər, qəzet və jurnal nəşrləri, kitablar paylanıb.

16 Almaniyanın Köln şəhərində Xocalı soyqırımının 21-ci ildönümünə həsr olunmuş konfrans keçirilmişdir ocalı soyqırımının 21-ci ildönümü ilə bağlı Almaniyanın Köln şəhərinin eyni adlı universitetində Azərbaycan Respublikasının Diasporla İş üzrə Dövlət Komitəsi, Köln Türk Universitetləri Dərnəyi və Köln Azərbaycan Kültür və Dayanışma Cəmiyyətinin təşkilatçılığı ilə konfrans keçirilmişdir. Tədbirdə Xocalı şəhidlərinin ruhu bir dəqiqəlik sükutla yad edilmiş, Azərbaycan və Türkiyənin milli himnləri səslənmiş və Xocalı soyqırımı ilə bağlı dəhşətləri əks etdirən film nümayiş olunmuşdur. Konfransda Türkiyənin Köln şəhərindəki Baş konsulu Mustafa Kamal Basa, Köln Türk Universitetləri Dərnəyinin rəhbəri Levent Taşkıran, tanınmış yazıçı-publisist Orxan Aras, Avropa Türk İslam Birliyinin rəhbəri Musa Sərdar Çələbi və digər diaspor rəhbərləri çıxış edərək Xocalı soyqırımını təkcə Azərbaycan-türk dünyasına qarşı deyil, bütövlükdə bəşəriyyətə qarşı müdhiş cinayət kimi qiymətləndirmişlər. Onlar bu cinayətə Almaniya dövlətinin siyasi-hüquqi qiymət verməsi ilə bağlı daha səmərəli və məqsədyönlü fəaliyyətin həyata keçirilməsinin vacibliyini vurğulamışlar. Konfransda çıxış edən Azərbaycan Respublikasının Prezidenti yanında Dövlət İdarəçilik Akademiyasının Siyasi Araşdırmalar İnstitutunun direktoru Elman Nəsirov Xocalı faciəsinin həm soyqırım, həm də beynəlxalq terror cinayəti olduğunu təkzibedilməz faktlar və arqumentlərlə əsaslandırmışdır. Xocalı həqiqətlərini dünya ictimaiyyətinə çatdırmaq məqsədilə dünyanın 50 ölkəsində həyata keçirilən Xocalıya ədalət kampaniyası haqda məlumat verən Elman Nəsirov faciənin artıq Pakistan, Meksika, Kolumbiya, Çexiya, Rumıniya və ABŞın 6 ştatının parlamentləri tərəfindən, eləcə də İslam Əməkdaşlıq Təşkilatının Parlament İttifaqı tərəfindən soyqırımı kimi qəbul olunduğunu qeyd etmişdir. Amma hələ də beynəlxalq birliyin günahkarları cəzalandırmaması Ermənistamı yeni cinayətlərə şirnikləndirir. Ermənistanın Xocalı aeroportunu beynəlxalq uçuşlar üçün istifadəyə vermək planları haqda danışan Elman Nəsirli bildirib ki, Ermənistan bununla Azəbaycanın hava məkanı ilə bağlı suveren hüquqlarını, Beynəlaxalq Mülki Aviasiya Təşkilatının Nizamnaməsini və Beynəlxalq Mülki Aviasiya Konvensiyasının müvafiq müddəalarını kobud şəkildə pozmağa hazır olduqlarını nümayiş etdirirlər. Almaniyanın elmi-akademik dairələrinin nümayəndələri və tələbələr də yaxından iştirak etdiyi konfransda Xocalı soyqırımının dünyada tanıdılması məsələsi ətrafında geniş müzakirələr keçirilmişdir. İştirakçılar yekdil olaraq bildirmişlər ki, Xocalı soyqırımının dünyada tanıdılması istiqamətində səylər daha da artırılmalı, bu istiqamətdə Azərbaycan və türk dispor təşkilatlarının fəaliyyəti maksimum koordinasiya olunmalı, onlar yaşadıqları ölkələrin siyasi həyatında ciddi amilə çevrilməlidirlər. ABŞ-ın Oklahoma ştatının Senatı Xocalı soyqırımını tanımışdır 16 Martın 4-də ABŞ-ın Oklahoma ştatı Senatının birinci sessiyasında Xocalı qətliamının tanıması barədə qətnamə qəbul edilmişdir. Qətnamənin mətnində Ermənistan-Azərbaycan, Dağlıq Qarabağ münaqişəsindən və Azərbaycanın Xocalı şəhərinin keçmiş SSRİ-nin hərbi alayının köməyi ilə erməni silahlı qüvvələri tərəfindən işğal edilməsindən, bu şəhərin 600-dən çox dinc sakininin qətlə yetirilməsindən danışılır. Oklahoma ştatının Senatı faciəli hadisələr faktını nəzərə alaraq və Xocalı qətliamının 21-ci ildönümünü qeyd edərək, bu qətnaməni ABŞ Konqresinə, Dövlət Departamentinə və ABŞın Azərbaycandakı səfirliyinə göndərmək barədə qərar qəbul etmişdir. Qətnamənin müəllifi Oklahoma ştatının 26-cı dairəsini təmsil edən deputat Tom İvesterdir.

17 İstanbulda Xocalı Soyqırımı qurbanlarının xatirəsi anılıb İstanbul Türkiyə Azərbaycan Dərnəyi 21 il bundan öncə ermənilər tərəfindən soyqırıma məruz qalmış Xocalı əhalisinin xatirəsini yad etmək üçün Üsküdar Altunize Kültür Mərkəzində anım mərasimi təşkil etdi. Mərasim qətliamdan bəhs edən filmin nümayişi ilə başladı, ardında isə çıxışlar oldu. İlk söz demək üçün mikrofon qarşısına keçən İstanbul Türkiyə Azərbaycan Dərnəyinin rəhbəri Səfər Qaraqoyunlu uzun bir nitq hazırladığını, lakin Xocalı həqiqətlərindən bəhs edən filimi izlədikdən sonra söyləyəcək bir söz tapa bilmədiyini deyib. Amma ermənilərin rusların dəstəyi ilə həyata keçirdiyi Xocalı faciəsini həqiqi mənada bir soyqırım aktı olduğunu vurğulayıb, bütün dünyaya da soyqırım kimi tanıdılmasının vacibliyini, eləcə də Türkiyə ictimaiyyətinin Xocalı mövzusunda daha çox məlumatlandırılmasını və bu fakta sahib çıxmasının gərəkdiyini diqqətə çatdırıb. Türk və azərbaycanlı millət vəkilləri Metin Külünk, İsmet Uçman Sabir Rüstəmxanlı, Jalə Əliyeva, həmçinin tarix elmləri doktoru, professor Vəli Əliyev, Azərbaycan İstanbuldakı Baş konsulu Həsən Zeynalov, Azərbaycan Türk Qadınlar Birliyi Prezidenti Tənzilə Rüstəmxanlı ilə yanaşı çox sayda alim, siyasətçi, iş dünyasından insanların iştirak etdiyi anım mərasimində çıxış edənlər ermənilər törətdiyi soyqırıma fərqli aspektlərdən münasibət bildiriblər. Lakin tədbirdə səslənən ortaq fikir dünya ictimaiyyətinin bu hadisəyə səssiz qalması oldu: Xocalı günümüzdə - dünyanın gözü qarşısında törədilən soyqırımdır. 17 Bu qətliamın nəticələri video və fotokameraların yaddaşına köçürülüb. Yəni qətliam qeyri-müəyyən bir zamanda deyil, bütün dünyanın gözü qarşısında törədilmiş və canlı-canlı izlənilmişdir. Bir şəhəri xəritədən silən bu qırğından sonra hansı tədbirlər görülmüşdür? Heç nə. Tədbirdə Türkiyə ictimaiyyəti və mediasının da bu faciəyə daha çox diqqət ayırması vurğulanıb. Mərasim çərçivəsində Xocalı soyqırımında yaşananları əks etdirən fotosərgi də nümayiş etdirilib. XORVATİYANIN BAŞ NAZİRİ İLƏ GÖRÜŞ Xorvatiya Respublikasında rəsmi səfərdə olan Azərbaycan Respublikasının Prezidenti İlham Əliyev martın 11-də Baş nazir Zoran Milanoviç ilə görüşmüşdür. Prezident İlham Əliyevi Xorvatiyanın Baş naziri Zoran Milanoviç qarşıladı. Xatirə şəkli çəkdirildi. Azərbaycan Prezidenti İlham Əliyev Fəxri qonaqlar kitabını imzaladı. Görüşdə ölkələrimiz arasında iqtisadi əlaqələrin mövcud səviyyəsindən məmnunluq ifadə olundu, Azərbaycan Prezidentinin səfərinin əməkdaşlığımızın perspektivləri baxımından önəmi vurğulandı. Enerji sahəsində yaxşı perspektivlərin olduğunun bildirildiyi görüşdə qeyri-enerji, nəqliyyat, turizm, qarşılıqlı investisiyaların qoyulması və digər sahələrlə bağlı layihələrin əhəmiyyətindən danışıldı. Bu səfərin həmin layihələrlə əlaqədar səmərəli müzakirələrin aparılması və konkret nəticələrin əldə olunması ilə bağlı əhəmiyyəti diqqətə çatdırıldı. Görüşdə ölkələrimiz arasında iqtisadi əməkdaşlığın bundan sonra da davam etdiriləcəyinə əminlik ifadə olundu. Sonra Azərbaycan Prezidenti İlham Əliyevin və Xorvatiyanın Baş naziri Zoran Milanoviçin işçi naharı oldu.

18 Çexiyanın ardınca Bosniya və Herseqovina da Xocalı qətliamını insanlığa qarşı cinayət kimi tanımışdır Bosniya və Herseqovinanın Parlament Məclisinin Xalqlar Palatasının (yuxarı palata) 26 fevral 2013-cü il tarixli iclasında qəbul olunmuş Azərbaycan Respublikasının suverenliyi və ərazi bütövlüyünün tanınması və dəstəklənməsi adlı qətnamədə aşağıdakı müddəalar əz əksini tapmışdır: BMT Nizamnaməsinin məqsəd və prinsipləri, beynəlxalq hüququn norma və prinsiplərini rəhbər tutaraq, Xalqlar Palatasının deputatları: - Azərbaycan Respublikasının beynəlxalq səviyyədə tanınmış ərazi bütövlüyü və suverenliyini tanıdıqlarını təsdiqləyir və dəstəklərini ifadə edirlər; - Ermənistan-Azərbaycan, Dağlıq Qarabağ münaqişəsi ilə bağlı beynəlxalq təşkilatlar tərəfindən qəbul edilmiş bütün tövsiyə, qətnamə və bəyannamələrin, xüsusilə də BMT Təhlükəsizlik Şurasının qəbul etdiyi 4 qətnamənin (822, 853, 874 və 884 saylı qətnamələr) yerinə yetirilməsinə, eləcə də bütün erməni silahlı qüvvələrinin Azərbaycan Respublikasının işğal olunmuş ərazilərindən dərhal, tamamilə və qeyd-şərtsiz çıxarılmasına çağırırlar; - Ermənistan-Azərbaycan, Dağlıq Qarabağ münaqişəsi zamanı, xüsusilə Xocalı şəhərində dinc əhalinin milli və etnik zəmində kütləvi qırğınını bəşəriyyət əleyhinə cinayət və xalqların dinc birgə yaşamasına təhlükə olaraq pisləyir və münaqişənin qurbanları, onların ailələrinin kədərinə tam şərik çıxırlar; - Azərbaycan Respublikasının regional və beynəlxalq təhlükəsizliyə yönəlmiş təhdidlərin aradan qaldırılmasına zəmin yaradılması məqsədilə özünün bütöv ərazisi üzərində suverenliyinin bərpa olunması istiqamətində səylərini alqışlayırlar; - Regionda möhkəm sülhün və sabitliyin bərqərar olması məqsədilə ATƏT-in Minsk qrupu çərçivəsində aparılan sülh prosesinin sürətləndirilməsinin vacibliyini xatırladırlar; - hökumət və qeyri-hökumət qurumlarının köməkliyi ilə yuxarıda göstərilən münaqişənin sülh yolu ilə həllinə nail olunmasına töhfə verən beynəlxalq təşkilatların səylərini alqışlayır və qanunun aliliyi, demokratiya, insan hüquq və azadlıqlarının universal sisteminə tam dəstəklərini ifadə edirlər. 18 Beləliklə, hazırda Xocalı qətliamı genosid kimi Meksika, Pakistan, Kolumbiya və İslam Konfransı Təşkilatı Sammitinin 12-ci sessiyası, insanlığa qarşı cinayət kimi isə Çexiya Respublikası və Bosniya və Herseqovina tərəfindən tanınmışdır. Bundan başqa, Xocalı qətliamı Almaniya Federativ Respublikasının bundestaqı (petisiyalar üzrə komitə), Arkanzas, Nyu-Meksika, Men, Corciya, Texas (hərbi cinayət kimi tanınmışdır), Massaçusets ştatlarının qanunvericilik orqanları (ilk iki ştatda hər iki palata tərəfindən), Nyu-Cersi ştatının qubernatoru və Kanadanın Kalqari şəhərinin meri tərəfindən rəsmən pislənmişdir. Corciya ştatının Nümayəndələr Palatasının qətnaməsində Ermənistan prezidenti Serj Sarkisyanın cinayətkar rolu xüsusilə qeyd edilir. Ermənistanı bu cinayəti törətməsinə görə qınayan siyasi bəyanatlarla Macarıstanın Daha yaxşı Macarıstan naminə partiyasının fraksiyası (partiya qətliamı genosid aktı kimi tanımışdır) və Rumıniyanın Demokratik Liberal Partiyası (qətliam partiya tərəfindən insanlıq əleyhinə cinayət kimi tanınmışdır) çıxış etmişlər. Xocalıya dair qətnamələrin qəbul edilməsi hazırda daha bir neçə ölkədə nəzərdə tutulmuşdur. Kanadada təhsil alan azərbaycanlı tələbələr iki gənc həmyerlimizin Fransa parlamentində ermənilər tərəfindən döyülməsini pisləyən bəyanat yaymışlar Kanadanın Toronto, Kalqari və Makqil universitetlərində təhsil alan azərbaycanlı tələbələrin assosiasiyaları Fransa Milli Assambleyasının binasında Parisdəki Azərbaycan Evi nin sədri Mirvari Fətəliyevanın və azərbaycanlı tələbə Vüsal Hüseynovun erməni diasporunun üzvləri tərəfindən döyülməsini pisləyən bəyanat yaymışlar. Azərbaycanın Kanadadakı səfirliyindən AzərTAc-a bildirmişlər ki, bəyanatda hadisənin Fransa parlamentinin üzvləri, o cümlədən Fransua Roşebluanın iştirakı ilə baş verməsindən və onun azərbaycanlı tələbələrə qarşı zorakılığı dayandırmaq üçün müdaxilə etməməsindən məyusluq ifadə olunmuşdur. Bildirilmişdir ki, bu təcavüzkar davranış erməni diasporunun üzvlərinin və ermənipərəst siyasətçilərin vacib məsələlərdə öz mövqelərini ortaya qoymağa çalışan azərbaycanlı tələbələrə və diaspor üzvlərinə, o cümlədən qadınlara qarşı fiziki zorakılıq tətbiq etməkdən belə çəkinmədiyini göstərir. Bəyanatda azərbaycanlı gənclərə qarşı törədilən bu qəddarlıq və dözümsüzlük əməli pislənilmiş, Fransa hüquq-mühafizə orqanlarından hadisənin ciddi şəkildə araşdırılması tələb olunmuşdur.

19 Ottavanın Karlton Universitetində (Carleton University) Xəzər hövzəsində enerji siyasəti və əməkdaşlıq potensialı: çıxış etmişlər. 19 Türkiyə, Azərbaycan və Kanada perspektivləri (Energy Politics and Cooperation Potential, Caspian Basin: Turkey, Azerbaijan and Canada Perspectives) adlı seminar keçirilmişdir. Tədbir Karlton Universiti nəzdində fəaliyyət göstərən Müasir Türkiyə Araşdırmaları Mərkəzinin təşəbbüsü ilə təşkil edilmişdir. Seminar çərçivəsində Azərbaycan və Türkiyənin Kanadadakı səfirləri, habelə Kanadanın müxtəlif elmitədqiqat mərkəzlərinin nümayəndələri Tədbirdə Azərbaycanın enerji təhlükəsizliyinə töhfəsi (Azerbaijan s Contribution to Energy Security) mövzusunda təqdimatla çıxış edən Azərbaycanın Kanadadakı səfiri Fərid Şəfiyev ölkəmizin həyata keçirdiyi enerji strategiyası haqqında məlumat vermiş, qeyd olunan sahədə Azərbaycanın təşəbbüsü ilə həyata keçirilən mühüm layihələrdən danışmışdır. Səfir öz çıxışında Avropanın enerji təhlükəsizliyinin təmin edilməsi və Xəzər hövzəsindən Avropa ölkələrinə enerji daşıyıcılarının çatdırılmasında Azərbaycanın vacib rolu, o cümlədən ölkəmizin fəal iştirakı və dəstəyi ilə inşa edilən, enerji daşıyıcılarının nəql edilməsini nəzərdə tutan müvafiq layihələr barədə ətraflı məlumat vermişdir.
