BOARD In 1990 the combined board of the Royal Netherlands Academy of Arts and Sciences Institute IISG and the International Institute of Social History Foundation consisted of the following members: Professor Dr P. de Wolff (chair) Professor Dr D. van Arkel J.B.J. Visser The Board met on 1 March, 15 March, 14 May, 13 June, 17 September, 26 November and 12 December. The meetings were attended by Dr E.J. Fischer, Director, and J. Kloosterman, Deputy Director. During the fïrst part of the year the staff of the Institute was represented by J.H.G. Staphorst and L.C. van der Sluijs. After a new Works Council was elected in October, the Staff was represented by J.J. Seegers. In November an Executive Committee was appointed, which consisted of Dr P. de Wolff (chairman), H.M. van de Kar (secretary) and J.B.J. Bollerman (treasurer). The Executive Committee met for the first time on 6 December. Dr De Wolff announced that he would be stepping down in May 1991 in connection with his eightieth birthday. In 1990 Dr W.H. Roobol and Dr J.S. Cramer were appointed chairman and secretary hoc tempore, respectively, of the Board of the KNAW Institute. De Centrale named A. de Ruijter as its representative on this board. It also announced that he would be appointed on the Board of the Foundation to succeed Dr De Wolff, from the moment the latter stepped down. Dr Fischer, who has not been an ex offïcio member of the Board since the newly determined statutes became applicable, was appointed director of the IISG Foundation

11 2. PERSONNEL In 1990 three ex-members of staff to whom the Institute is greatly indebted passed away: on 23 May, W. Veen, the Institute's administrator from 1961 to 1980; on 20 December, B. van Tijn, head of the French Department from 1953 to 1966, and on 1 January 1991 Dr Ch.B. Timmer, former deputy-director and head of the publishing department. The following people left the Institute: M.M. Bosch (Access Services since 1986), M.H.H. Evers (Head of Internal Services since 1987), J.G. van der Laar (receptionist since 1988), A. Langedijk (Access Services since 1980) and T. Rolak (Reading Room since 1979). All of them moved to other employment. Special mention should also be made of the departure of E.M. Koen, who joined the Institute as archivist in 1973 and performed great services for the Institute in general and the archives section in particular. A.A. de Haan (Access Services) and R.D. 17 3. GENERAL MATTERS Among major improvements in 1990, the Ministry of Education and Sciences increased funding of the IISG's acquisition budget by 65%. Coming at a time when fundamental change in Central and Eastern Europe opens up great opportunities in some of the Institute's main areas of concentration, this is an enormous relief to the staff who hardly knew any longer how to cope with the explosion of documents. The budget had not been adapted to rising prices since Purchase of relevant secondary sources had of necessity been cut down to unacceptable levels. This year the Institute could expand appropriately its collections and was able to add some important national and international material. 1 The 'Library and Archives Technical Department' succeeded in making accessible all current influx, i.e. what material was acquired in The backlog in cataloguing collections received in an earlier period nevertheless remained a major problem. Despite the increased labour productivity made possible by reorganisation and automation the means which have so far been made available have not made it possible to reduce the backlog. This means that a considerable part of the Institute's collections are partially or wholly inaccessible to the public. The brighter side of this is the cataloguing of visual material: thanks to a follow-up subsidy made available by the Ministry of Education and Sciences it was possible to continue with the cataloguing and digital storage of this material without pause. The cooperation we received in this regard from the NBBI and Quadrant Communicatie, represented by Ir J. Diekman and F. Havekes respectively, was excellent. It looks like this part of the collection, including photographs, posters etc. will be available in the online catalogue for the public from the spring of 1991 onwards. Another matter causing grave concern is the physical state of the collections. Although the climate in the storage spaces is properly controlled, a large part of the nineteenth and twentieth century material remains subject to decay. Present policy continues to emphasise the filming of the most sensitive parts of the collection, so that at least the contents of the sources are preserved for posterity. Available financial means do not allow conservation procedures, let alone restoration of the material. As far as public facilities are concerned one can point at the cooperative venture between libraries and documentation centres in Amsterdam: Adamnet. The Public Library, the libraries of the Universty of Amsterdam, the Free University, the Royal Tropical Institute and the Royal Netherlands Academy of Arts and 1 For a summary see Chapter

18 Sciences are all part of this venture. These institutions have developed a system making it possible to search in one another's online systems. It will be possible for public visiting any one of them to determine where in Amsterdam certain information is to be found. It looks like the necessary Communications will be set up at the beginning of Research and Publications Despite the vacancies which had to be maintained in the research department, this section was nevertheless able together with the publications department to prepare a large number of studies for printing. Uncertainty regarding the extent of the means available for the continuation of the Bakunin project meant that less progress than planned could be made there. Talks on this subject with the KNAW at the end of 1990 have given hope that the project may again be accelerated shortly. The research section of the Institute was able to continue its international activities. In the fïrst place it was able to establish a foundation on the basis of Dutch law which aims to continue and complete the MEGA edition. Besides the IISG, the Institut Marksizma-Leninizma in Moscow, the Institut für Geschichte der Arbeiterbewegung in Berlin and the Karl Marx Haus of the Friedrich Ebert Stiftung in Trier are all represented in the foundation. In the second place progress in several research projects initiated by our section should be mentioned, especially those being done together with other institutions and researchers. These include the source publications "De Socialistische Internationale tijdens de Eerste Wereldoorlog" and "Hollandganger: Berichte der Reiseprediger ", the Comintern project, the projects on Chinese and Turkish social history and the preparation of the congress on "Racism and the Labour Market". At the end of the year news came through that the Netherlands Institute for Advanced Studies had agreed to support a research project proposed by Dr CA. Davids (Rijksuniversiteit Leiden) and J. Lucassen (IISG), concerning "The History of the Netherlands from a Comparative Perspective, ca ". The approval of this request will make it possible for a research group, consisting of five Dutch and four foreign specialists, to make an integrated study of social, political, economie, cultural and religious developments during mercantile capitalism, for a period of ten months. This project is in fact a result of a cooperative venture organised by the Institute, which in 1988 resulted in an IISG congress entitled "Unity in the Dutch Past?" The Editorial board of the Institute consisted of Professor Dr D. van Arkel, Dr L. Bots, Professor Dr P. Geschiere, Professor Dr C. Lis, Professor Dr J. Lucassen, J. Rojahn, L. van Rossum, and Dr F. Tichelman, while the following were members of the International Advisory Board, which advised on editorial policy: Professor Dr P.C.W. Gutkind (Warwick), Professor Dr H. The publications department was able to produce a large number of studies in close cooperation with the IISG Foundation. An extensive list of these publications may be found in chapter 5. Education We are very pleased to be able to announce that two members of staff were honoured by being appointed professor. They were Dr J. Lucassen, who got a private chair as Professor for International and Comparative Social History at the Free University as of 1 September. This chair is endowed by the IISG Foundation. Dr T. Saich became Professor of the Politics and Administration of Contemporary China at Leiden University as of 1 May. Besides supervising Ph.D. and postgraduate students the Institute participated in the postgraduate programme on Nineteenth and Twentieth Century History, a cooperative venture of virtually all History sections and courses in Holland. National and International Contacts The Institute's international contacts were developed further. It maintains ties with about two hundred international academie and documentation centres. In this connection the Institute's pivotal function in the International Association of Social History Institutions (IALHI) is worthy of mention. J. Kloosterman is the international secretary of this association of sister institutions. Every year the IALHI Newsletter, in which the members' most important activities are announced, is published by the Institute. This Newsletter is provided on request. The Institute took part in the foundation, in August, of the Section of Business and Labour Archives of the International Council on Archives. J. Kloosterman was elected to its first Steering Committee. Ties with Amsterdam municipality more specifically, with the Amsterdam Historical Museum were strengthened by the appointment of Dr Fischer as director ad interim of the Department of Historical Museums of Amsterdam City. This appointment took place at the request of the mayor and aldermen of Amsterdam and ended on 1 November Another noteworthy relationship was that with the National Historical Trade Union Museum, scheduled to open its gates on 1 May Close cooperation with the museum, especially in the area of acquisition, will be advantageous for the Institute. Towards the end of 1990 it became clear that Her Majesty the Queen would be opening the museum. The appointment of J.W. van der Stokker as director from 1 January 1991 will make it easier to avoid direct involvement in the setting up of the museum and its continuing activities. Relationship with the KNAW Expectations of a succesful conclusion to the talks held at the beginning of

20 with the board of the KNAW about the relationship between the Academy and the Institute proved too optimistic. At the end of 1989 it had seemed possible that KNAW and IISG would come to an associative agreement which could (partially) replace the existing loan agreement and the KNAW-IISG Institute Regulations. This set of regulations and the loan agreement, according to which acquisition, administration and the making available of the collections remain prerogatives of the Board of the Institute, were determined and respectively agreed upon, in This agreement runs to The talks at administrative and official level which took place in 1990 have not led to the desired result. At the end of the year new dates were set for continued consultation between the two boards. Housing By and large, the new housing has satisfied the demands of the Institute. Some architectural and other growing pains were however noted. Talks are taking place between the KNAW and the Institute at the executive level to see whether means can be made available for solving these problems. Since the specifications for the building were drawn up in 1984 and assumptions were made concerning the growth of the collections in the next ten years, it is now necessary to quantify the space requirements of the Institute for the years after 1993 and to start talks about them at the departmental level. Experience has taught us that far-reaching measures like these inevitably take a certain amount of time. In this regard talks between the boards of the KNAW and the Institute are now taking place in order to see what steps can best be taken to adequately meet future space requirements. Finances As was noted in the last annual report, the budget that has been made available is not sufficiënt to carry out the tasks of the Institute in the desired fashion. Although the materials budget has now also come under increasing pressure this problem concerns first and foremost the 'personnel' portion of the budget. Since the Academy has informed us that the fïnancing of institutes will shortly be done through lump sums, it has become all the more urgent to determine the size of the budget according to the 'formation-based financing' method used in the past. Since the board of the Institute considers that agreements about this matter made in the past have been insufficiently adhered to, it would be desirable that these past agreements should be inventoried so as to determine the amount on this basis. This should be done before the lump sum for the Institute is fixed. The total budget made available by the Academy in 1990 amounted to DFL 6,370,125. In the accompanying table a summary is given of the development of the financial means available for personnel over the last nine years. It should be noted that the number of staff posts increased (on paper) from 63.0 to

Source: Financial Reports KNAW No extensive discussion is needed to show that this very real reduction of the number of personnel combined with a simultaneous and considerable growth of the Institute's activities has led to an increase in work loads that cannot be maintained indefinitely. If this problem cannot be solved at least partially in the short term, the Institute will be forced to ignore a number of newly developed possibilities and to stop the provision of a number of existing services

23 4. GENERAL SERVICES The reorganisation of the General Services department carried through in 1989 proved to be successful. The internal service, the technical service, the administration and the secretariat all proved capable of carrying out their tasks satisfactorily. M. Cornelissen, formerly staff secretary, was appointed assistant to the head of general affairs, with the special task of looking after personnel matters. A. Woudstra was appointed staff secretary. Intensive use was again made of the congress hall and the meeting rooms, not only by the IISG but also by the institutions connected with the Institute, like the Netherlands Economie Historical Archive, the National Trade Union Museum, the Dutch Press Museum and the Association for Trade Union History. Altogether 72 meetings were organised. The Technical Service Department produced 293,912 microfilm shots, 4 duplicate films, 467 microfiches, 278 photographs, 551 negatives, 17 slides and 1,612 reader-printer copies. The number of photocopies made by the section increased from 325,067 to 498,327. Altogether 713,262 copies were made at the Institute

RESEARCH AND OTHER ACADEMIC ACTIVITIES Research As in 1989, a number of new projects were set up in These included the following initiatives: Publication of a compilation of sources concerning the Dutch trade union movement since 1891, in cooperation with the Free University of Amsterdam and the Catholic Documentation Centre in Nijmegen, coordinated by Dr M. van der Linden and Dr J. Lucassen; with Dr H. Wiedijk and N. Markus participating as assistents. "The history of the Netherlands from a comparative perspective", coordinated by Dr J. Lucassen (see p. 11) and others. Early in 1990 a fresh start was made at the Institute's Turkish department with the appointment of Dr E. Zürcher (reader of Middle East History at the University of Nijmegen) as head of the department. A new five-year development plan was drawn up and approved. As envisaged in the new plan, the twin tasks of the department will be: the acquisition of materials and the organisation of research. The acquisition of published materials from and on Turkey went ahead much as before. In addition, a new step was taken with the acquisition of primary materials, the most notable collection being that of the private papers of Mr Kemal Suiker, a former Secretary-General of the Revolutionary Trade-Union Federation (DISK) and a leading member of the Turkish Labour Party (TIP). As regards research activities, the first of a series of two year co-operative research projects on Turkey was initiated, dealing with "The Role of Ethnic and Religious Minorities in the Genesis of the Ottoman Socialist Movement". This first project is being led by Dr Mete Tuncay (formerly of Ankara University). "The History of Trade Guilds and Mutual Benefit ("friendly") Societies", in which Dr J. Lucassen, Dr M. van der Linden and J. van Gerwen participate. Research staff DE. Devreese was on sick leave for most of the year. K. Hofmeester completed the manuscript of her book Van Talmoed tot Statuut: Joodse arbeiders en arbeidersbewegingen in Amsterdam, Londen en Parijs, , which was published at the end of the year. She continued with her research of the comparative history of Jewish workers in Amsterdam, London and Paris. Dr U. Langkau-Alex continued her work on the project "Widerstand, Exil und Deutschland nach Hitler: Paul Hertz und die deutsche Sozialdemokratie

26 1949". She initiated the preparation of a collective book on the "Council for a Democratie Germany" in the USA, 1944/1945, to be published in Dr J.Lucassen continued his work on migrant labour. He completed a major article on Dutch migration history ca , and started a new research project on long-term problems of continuity and discontinuity in labour relations. In connection with this a new database of all Dutch guilds and friendly societies was set up. He was also involved in the coordination and research planning of the Institute, the coordination of the Bakunin-edition, as well as the supervision of PhD students and activities of the Netherlands Economie History Archives. J. Rojahn, together with Dr M. van der Linden and assisted by E. Heye, organised an international conference from 31 May to 2 June in Alkmaar to mark the completion of the first stage of the "Determinants" project. Assisted by A. Woudstra he organised an initial workshop on 2 and 3 April for the Comintern project which he coordinated. He was also responsible for the coordination of the activities for the Stockholm project. With the help of J. Gielkens a beginning was made in the course of the year with the collection and copying of the documents. Mr Rojahn was also involved in the preparations for setting up the International Marx-Engels Foundation (IMES), which was meant to guarantee the continuation of the Marx-Engels-Gesamtausgabe (MEGA). In November he was given the responsibility of leading the secretariat of the IMES. He prepared contributions for the conference in Alkmaar and a workshop in Berlin, and finally continued work on his edition of the Dittmann memoirs. Dr A. J. Saich published and worked mainly on the following projects. In cooperation with the Fairbank Center, Harvard University, he coordinated the project a Documentary History of the Rise to Power of the Chinese Communist Party. He started a cooperative research project with Professor D. Apter from Yale University on The Chinese Revolution in Comparative Perspective. In cooperation with Professor J. Manor from the Institute of Development Studies, Sussex, England, he started preparations for a project on The Divergence of State and Society in China and India af ter Dr F. Tichelman completed the manuscript of the sources publication Het proces-sneevliet, november 1917, the second volume on the early history of socialism/communism in Indonesia (ISDV), and started the preparations for volume III in the same series. He did further research on the Chinese and Indonesian emancipation movements as influenced by the Chinese Revolution ca , and wrote a paper on the critical-historical balance of socialism. Dr H. Wiedijk worked on biographical studies about Wim Thomassen (the former social-democratie mayor of Rotterdam) and J.A. Bergmeijer. He also took part in the work on the sources publication on the Dutch labour movement from 1891, mentioned above. Dr EJ. Zürcher made regular visits to Turkey and visited the School of Oriental and African Studies (London), St. Antony's College (Oxford), the Fernand Braudel Center (Binghamton, NY) and the Hoover Institution (Stanford) for - 24-

27 discussions on cooperation. He finished the manuscript of a book called Political Opposition in the Early Turkish Republic (to be published by Brill, Leiden, 1991). Work was started on an academie textbook on modern Turkish history for E.B. Tauris Publishers in London (to be published in 1992). The editorial work for a biographical dictionary of Turkish politics (vol. I: ), to be published early in 1993, continued. Research assistants J. Gielkens, together with Ger Harmsen and Luchien Karsten, completed the book "Een dag is 't van vreugde, een dag is 't van strijd": geïllustreerde geschiedenis van 1 mei in Nederland, and also wrote several short articles and congress contributions on the history of May Day. He completed the editorial work on Zdenëk Solle (ed), Karl und Luise Kautsky: Briefwechsel mit der Tschechoslowakei , and assisted J. Rojahn in his work on the edition of the memoirs of Wilhelm Dittmann and of the documents of the Dutch- Scandinavian peace committee during the First World War. P. 39 Comittee of the CPSU in Moscow from 10 to 12 March for talks on the continuation of the Marx-Engels-Gesamtausgabe (MEGA). With E. Fischer he visited the Archive and Museum for Flemish Culture (AMVC) in Antwerp on 10 October, where talks begun in Amsterdam in June on combining the Camille Huysmans Archive with the "Stockholm" Project were continued. On 9 November he again visited the AMVC for talks in connection with technical aspects of the co-operation. From 4 to 6 December he visited the Institut für Geschichte der Arbeiterbewegung and the MEGA-Stiftung te Berlijn. From 20 to 23 December he was in Moscow again, where the first meeting of the new MEGA editorial board took place on 21 and 22 December. H. Sanders took part in the Annual Conference of the International Association of Labour History Institutions (Helsinki, August). G J. Sierink took part in meetings of the GE AC User Group Europe (Amsterdam, 8-9 March; Zurich, 4-5 October). Congresses, Exhibitions and Workshops Organized by the IISG On 11 and 12 January the IISG, together with the Institute of Sinology of Leiden University and the Centre for Asian Studies in Amsterdam, organised a conference on "New Perspectives on the Chinese Communist Revolution", part of which took place at the Institute. The conference was rounded off with a series of public lectures by Professor Dr R. Macfarquhar (Harvard University), Professor Dr L. Bianco (Paris) and Professor Dr T. Saich. On 7 March the exposition around Erich Kuttner, which ran until 12 April, opened in Amsterdam. Dr U. Langkau-Alex, Dr G. Harmsen, H. Würzner and B. de Cort, who set up the exhibition, all spoke at this well-attended meeting. The brochure 'Wenn nur die Sache siegt', written by Mr De Cort on the life of Kuttner, was published as an adjunct to the exhibition. The exhibition travelled to the Heimatmuseum in Berlin and the Stadtarchiv in Bochum, and was well attended in all 3 cities. On 17 March the Institute organised a symposium on "The Future of Women's History", where Dr G. Bock and Dr N. Zemon Davis spoke. On 2 and 3 April an international workshop on the Comintern, in which 25 scholars from 17 countries participated, was held. On May Day the month-long exhibition on the history of this day of celebration and struggle of the labour movement, was opened. The book, "Een dag is't van vreugde, een dag is't van strijd" by J. Gielkens, G. Harmsen and L. Karsten, was presented during the opening, at which Dr G. Harmsen spoke. M. van der Heijden set up the exhibition.
