Bernardo-Dos Santos Rodrigues Personnel changes No permanent staff appointments were possible in 1986 because of the continued reorganisation of the Institute. As a result the increased number of vacancies (21,1 on a full-time basis) had to be fulfilled by temporary appointments. Temporary members of staff were also involved in conservation projects and in making scientific publications accessible. Altogether 35 staff members were appointed on a temporary basis. Another five persons were employed by the IISG under the Conscientious Objections Scheme (COS). The last staff member employed in this way left on 1 October. At their own request honourable discharges were given to J.A.F, van der Burch, F. Secci and Ms. J.H. de Vries-Wiersum. An honourable discharge on grounds of ill health was also granted to Ms. T. A. Rol-Davids. Jubilees In the course of 1986 Ms. F.G. Hilfman completed her 25th year of work for the Institute

Organisation At the beginning of the year covered by this report the Ministry of Education and Sciences informed the IISG that the departmental social statute, with some modifications, was applicable to reorganisations taking place at the institutes belonging to the KNAW. The Committee for the Execution of the Policy Plan (CUB) consisted of W. Thomassen (chairman), Mr. PJ.G. Kapteijn (on behalf of the board of the KNAW), Prof. dr. Th. van Tijn (on behalf of the board of the KNAW-Institute IISG and of the board of the Foundation IISG). Advisors of the committee were F.E.G. van Haersma Buma and Dr. E.J. Fischer, while Drs. B. Warmelink was committee secretary. In accordance with the guidelines of the social statute a Personnel Appointments Team (PPT) was appointed in March 1986, consisting of the members and advisors of the CUB named above, as well as two staff representatives: Ms. DJ. Mulder and J.G.H. Staphorst. Mr. Warmelink was again appointed committee secretary. The PPT made its final report in October In this report a number of suggestions were made for the position of the permanent staff in the organisational scheme which had already been approved. For some staff members a special position, separate from the normal formation places, was suggested. At the end of the year the KNAW informed the IISG that the new organisation structure was to come into existence on 1 January Almost all the permanent members of staff received official notice from the competent authorities as to the posts they would fulfill from 1 Januarry onwards. The great number of vacancies at the Institute is still a problem (about 28). These vacancies are now being fulfilled with temporary members of staff who are offered a new contract every three or six months. This situation will continue until the reorganisation has been completed. The reader will need little persuasion that such a situation is not an optimal one, neither from the point of view of the organisation, nor from that of personnel. The KNAW has informed the IISG that these vacancies can be fulfilled permanently from 1 March 1987 onwards. This would complete the reorganisation in the summer of that year, f our years after the Policy Note was published by the board of the KNAW-Institute IISG. Consultation The 'policy council'* was no longer thought to be suitable as a consultative and advisory body, so it was decided in the course of the year to dissolve it. Instead a weekly workmeeting between the section heads and the director was held, which turned out to be a satisfactory and productive arrangement. * policy council heette in jv 1985 'management advisory committee' -12-

16 d. Housing There were no important developments in the housing situation except in the outlook for new premises. A tight acquisition policy and the systematic reduction of backlogs limited the growth of the collections. Even so, the depot in the Ceres building had to be maintained for storage of the IISG collections and it looks like this situation will continue for another one and a half years. There are, however, important developments as far as future housing is concerned. Negotiations have been going on between the Ministry of Education and Sciences and Amsterdam municipality on the conditions to be attached to the transfer of the Koning Willem I building in the eastern docks area to the ministry. These talks now appear to have reached a decisive stage and a definite decision is expected by the middle of February If this turns out to be positive, the IISG could move to a permanent home in the second half of 1988, more than fifty years after it was founded. -14-

Finances The Royal Netherlands Academy of Sciences (KNAW) provided a subsidy of ƒ 566,000 for material costs (covering those items costing less than ƒ 1,500) as well as an extra subsidy for the publishing programme. The Institute's own income was budgeted at ƒ 105,000, while the KNAW provided ƒ 900,000 for recurring housing costs, another ƒ 160,000 for investments in items costing more than ƒ 1,500 and ƒ 4,404,300 for salaries. For the work of storing acquisition data from before 1978 in the computer the KNAW provided ƒ 150,000 from its own budget. For the same purpose the Institute provided a similar amount, while the Ministry of Education and Sciences gave ƒ 700,000. For the "Russian Series on Social History" a subsidy was received from the Foundation for Historical Research (Stichting voor Historisch Onderzoek). The IISG Foundation received a subsidy of ƒ 261,000 from the Bibliography and Documentation Commission (COBIDOC) for maintaining and expanding the library and archives collection

19 II. COLLECTIONS a. Library Already existing plans for the automated access to the Institute's couections finally gained firm financial backing thanks to the Ministry of Education and Sciences. The Ministry generously provided funds for from the budget for the "Intentional Apparatus Scheme*. This will make it possible to build a system tailored to the specific demands of the IISG and also to make the existing catalogues retrospectively machine-readable. At the end of 1986 a working plan was made and talks were held with the contractor, Geac Computers, aimed at defining the system specifications. The intention is to develop a unitary access method for all the material kept at the Institute: printed, archival, and audiovisual material. Specific attention will be paid to the possibilities of subject searching. Unfortunately the expansion of the couections of the Institute is now suffering severe limitations because the necessary financial means were reduced in 1981 and have not been increased since. While costs have increased by 75%,35% fewer booksand 15% fewer periodicals than in 1980 are now beingbought. Meanwhile the number of publications supplied free of charge has dropped. The cost of binding, restoring and cardboard covering has increased dreadfully in the same period, while the IISG, by the nature of its couections, has been struck harder than other institutions: notably the never-ending proces of paper deterioration. Unfortunately the money available for conservation happened to be even less than in the precedingyear, while the Bindery as well as the Photographic section had much extra work in connection with an exhibition of the Industrial Workers' Union (Industriebond FNV). As for that part of the periodicals collection known as "folio varia", the South American, Spain and England/USA sections have now been completely transferred to microfilm. An experiment is taking place involving the external handling of reproduction requests of this collection. Another urgent problem for the library is the decreasing amount of storage space. For this reason an extraordinary effort was made to process the inaccessible material (three times as much as the year before). At the same time, larger incoming couections were sorted out as quickly as possible and duplicates carefully removed. A number of periodicals which no longer conformed to the collection profile of the IISG were given to the Koninklijke Bibliotheek. As a result of these activities and by cutting out duplicated work, the amount of material formally made accessible increased one and a half to two times. The description of those books of the Kashnor collection which had not yet been catalogued, was completed in 1986 and a start was made with the processing of a substantial collection of inaccessible Dutch pamphlets. A large number of short title descriptions was also made available to the public

22 Besides those already mentioned a number of projects were embarked on to prepare for automation, reorganisation and/or possible displacement to other premises. Specially worth mentioning are the review of the order administration ("order book") and the continuation of the periodicals' call number project. Af ter f alling off for a number of years, the number of visitors to the Institute has increased again. There was a distinctive increase in the use of all types of material. Acquisition and dequisition In 1986 the Acquisition section bought 2,717 monographs (this was 2,833 in 1985), and the Eastern Europe section 620 (1985: 606): of these 11 (40) and 320 (150) respectively were antique transactions. Another 1,294 (6,108) recently published works were gained by exchange or as a gift. Hence the total increase of books was 4,631 (9,547) units. On the other hand more than 10,000 (3,469) books and pamphlets were removed from the library because they were duplicates or for some other reason. A review of the acquisition lists resulted in about 1,200 longstanding orders being cancelled 70 new subscriptions to periodicals were taken, 59 of them as gifts or on an exchange basis; 89 subscriptions were ended, so the number of current periodicals is 1,826 (1,855 in 1985). Also present in the library were 695 current annual reports (644). Through gifts another 89 (82) metres of periodicals were received, while 156 (54) m of selected duplicated material was removed; another 70 m of Indonesian daily papers were passed on to the Koninklijke Bibliotheek. Access The section Work Catalogue described 3,946 (1985:4,117) monographs, the Catalogue section 5,144 (3,264) and the Eastern Europe section 450 (200). The Periodicals section described 1,712 (1,140) publications. Another 2,437 magazine articles were readied for introduction into the computer by the use of specially designed forms 943 (919) m of periodicals received a call number. The Subject Catalogue section categorised 3,731 monographs, the section England 4,265, the section Eastern Europe 1,028 and the other members of staff 384; making a grand total of 9,407 (5,626) publications. Another 5,781 short titles (some 15,000 entries) were added to the subject catalogue in Conservation 151 (1985: 356) printed works were bound and/or restored at the Institute. Elsewhere another 2,400 (1,194) monographs and 451 (625) periodicals were bound. 2,126 (5,830) pages received separate restoration treatment. As a safety measure and as part of the normal filming process 21(140) microfilms of periodicals were processed at the Institute. Elsewhere 5,101 (4,643) microfiches and jackets were produced. -20-

23 Althogether 2,517 (1,704) periodicalportfolios were composed or re-arranged. Reading room service 6,533 visitors were registered, an average of 32 (1985: 30) a day. Among them were 311 (281) foreign scientific researchers, from the following parts of the world: Europe 242 (202), USA/Canada 29 (31), Latin America 17 (15), Near East 13 (21), Australia 3 (3), Africa 2 (0). The European visitors were regionally distributed as follows: Northern Europe 7 (3), Western Europe 164 (155), Southern Europe 30 (30) and Eastern Europe 41 (14). The following quantities of material were requested: 53,772 (37,049) archive units (documents), 12,504 (12,192) books andpamphlets, (8,535) periodicals, 968 (348) microfiches and 856 (215) microfilms. 918 (951) requests came in by way of the inter-library lending service. Besides this there were many requests for information, 1,739 by telephone and 1,060 (1,165) in writing. Internat consultation A short weekly meeting was introduced, which functioned quickly and fruitfully and clearly enhanced communication inside the Library section. Besides this information was also exchanged in a wider circle once a month. This was also distributed in written form

24 b. Archives Acquisition and services The Institute received about 360 m of archives in A summary of all acquisitions, including archival and library material can be found in chapter III.d. J. Haag and J.R. Hofman were able to continue their accessing and conservation tasks. Ms. M. ter Schegget assisted in the depot work and in the provisional classification of archives. Inventorisation J. Haag put together a list of the pre-war section of the Arbeiders Jeugd Centrale (Workers' Youth Centre) archives. The post-war archives have been described on fiches. The personal collections of ex-ajc members have been separated from the organisation archives. J.R. Hofman continued the description of the archives of the national executive organs of the Pacifistisch Socialistische Partij (Pacifist Socialist Party) and also ordered and described the archives of the Industriebond NW/FNV (Industrial Workers' Union) over the period A. van der Horst described the Revolutionair-Socialistische Partij and Revolutionair- Socialistische Arbeiderspartij (Revolutionary Socialist Party, Revolutionary Socialist Workers' Party) archives. The manuscript of the inventory of the Sozialistische Arbeiter Internationale (Socialist Workers International) archives, on which A. van der Horst, J.R. van der Leeuw and E. Schwidder have been working, has been completed except for the indexes which were to be made after the text had been typed out. E. Schwidder continued the description of the archives of the International Trotskyist Movement and brought the archives of various international organisations up to date. N. Marcus and M. ter Schegget also compiled a list of the contents of the Algemene Nederlandse Metaalbewerkersbond (General Dutch Metalworkers' Union) archives. Ms. Ter Schegget also listed the archives of the Amsterdam South II branch of the Partij van de Arbeid (Dutch Labour Party) and of the Ms. P.E. Polak-Eldering archives. J. Gielkens sorted out the Henry Jacoby collection, while G. Langkau ordered and described the Franz Peter Utzelmann collection acquired in H. van Veen continued the ordering of the Dutch pamphlets ( ). Publications It is intended that inventories and placement lists will in future be published, beginning with the archives of the Nederlandsche Federatieve Bond van Personeel in Openbaren Dienst (Dutch Federal League of Public Service Personnel). Automation Since October 1986 the Archives section has the use of a personal computer, which will make the composition of inventories and the upkeep of archive registration systems a lot more efficiënt in future. -22-

25 Reorganisation In connection with the transfer of the depot services and the lending administration of the section Access and Registration, and in connection with the automation, a start has been made with the revisal of the registration system. This resulted in the design and making of a new depot form as an initial step. Filming The Henk Sneevliet archives were transf erred to microfilm and a start was made with the filming of the Gustav Landauer archives. The microfilming of the Emma Goldman documents as part of the Emma Goldman Papers Project (University of California, Berkeley) was completed. -23-

Iconographic Section Acquired material The Iconographic Section acquired 6,219 (1985:12,900)photographs, 2,456 (1,517) posters, an original collection of political graphic art by Kaf ak (Eddy Greidanus) 1,000 items, 1,120 (2,933) political prints, 366 (318) stickers, 189 (57) buttons, 65 (16) objects, 63(7) banners, flags and other textile objects, and 37 audiovisual units. -24-

40 III. SCIENTIFIC RESEARCH AND PUBLICATIONS a. Scientific Research and Scientific Advisory Work In order to prepare f or the microfilming of the archives of Emma Goldman (part of the Emma Goldman Papers Project of the University of California, Berkeley), Ms. M. ter Schegget was employed on a short-term contract 1 January to 1 April The filming was completed in the year under report (52 films). About 28 films have since been copied and made available to the project. In April Mr. J. Martïnez, ex-director of the Parisian publishing firm Ruedo Ibérico, unexpectedly passed away. At the beginning of May E.J. Fischer and R. de Jong went to Madrid to arrange for the transfer of the Martïnez collection from Spain to Holland. The transport of the collection was, however, held up by Spanish customs in September. After consultation with the Dutch Ministry of Education and Sciences, a meeting was organised between representatives of the Dutch Embassy in Madrid and the Spanish Ministry of Culture. After part of the collection was inspected, it was cleared for export. The first steps for the publication of the " Source Book on Dutch Social Democracy (in particular the SDAP)" have been taken. H. Galesloot selected and ordered the relevant periodicals. M. Campfens was occupied with the composition of Part I of the "Biographical Dictionary of Socialism and the Labour Movement in the Netherlands", and with the writing of biographical notes and summaries of the archive collections. Contributions to the reference work " Apparatus for research into the history of the Dutch Communist Party" (to be published in 1987) were written by M. Campfens, H. Galesloot (who was also editor) and M. Schrevel. One of the subjects covered was the description of the IISG collections on communism. Many of the working hours of M. Eisma, H. Hondius and M. Schrevel were taken up by the preparations for the exhibition "Petje af! Honderd jaar Industriebond FNV" (Hats off! A Hundred Years of the Industrial Workers' Union), and the accompanyingpublications. Dr. M.C. Jansen completed the source publication "Partija Socialistov- Rovoljucionerov posle oktjabr'skogo perevorata 1917 g. Documenta iz archiva P.S.-R." (The Social-Revolutionary Party after the revolution of October Documents of the PSR archives). Drs. G.H.J. Langkau completed the sources study "Wilhelm Liebknecht, Briefwechsel mit deutschen Sozialdemokraten", Bd. 2 (to be published in 1987 by Campus, Frankfurt/Main-New York). In this he was assisted by U. Balzer and J. Gielkens. The book "GeorgWeerth. Briefwechsel", edited byjürgen-wolf gang Goette (to be published in 1987) was also made ready for printing. -38-

41 Ms. U. Balzer guided 7 MEGA-workgroups from Berlin (German Democratie Republic) and Moscow, who stayed 16 weeks at the IISG and consulted about 5,800 documents. Because of an accident Drs. J.E.R.C. Rojahn had to stay at home for five months. Insofar as this was possible he continued his work on the memoirs of the German socialist Wilhelm Dittmann. He also wrote an article "Tableau de 1'édition scientifique récente de Marx" for the periodical ActualMarx (scheduled to be published in the spring of 1987). Working on a short-term contract, Ms. K.M. Rojahn-Dienst continued her work on making German archives accessible by composing a name index. Up to now 22 archives have been made accessible, mostly covering the period up to 1914: the name index now includes about 13,000 cards. In connection with another project, "Widerstand, Exil and Deutschland nach Hitler. Paul Hertz und die deutsche Sozialdemokratie " Ms. Dr. U. Langkau-Alex made three journeys to do research in foreign libraries and archives: from February 1986 tomunich, Bonn, and Cologne; from 13 September to 24 October to the USA (New York, Amherst/ Massachussetts, Jamaica/ Vt., Cambridge/ Massachussets (Havard), Detroit/ Michigan, Chicago/ Illinois, Madison/ Wisconsin, Portland/ Oregon, Eugene/ Oregon, Palo Alto/ California (Hoover Institution, Stanford University), Los Angeles/ California and Washington/ DC; from 4-21 November to West- and East-Berlin.
