3 Why do we need telephone number mapping? a) Mapping PSTN numbers to Unified Resource Identifiers (URIs) in order to support dialling on devices with numerical keypad only i.e. yet another lookup service before placing the call. b) Looking up services/access methods (e.g., SIP URI, GDS Number, Web URL, etc.) assigned to PSTN numbers in various domains i.e. service discovery. c) Directing (primarily long distance) calls over research networks end-toend i.e. bypassing carrier networks and saving PSTN carrier or IP peering costs. d) Substituting direct peering relationships i.e. accepting incoming calls on an open, public interface governed by NRENs. e) Creating a universal VoIP/VC directory for R&E - i.e. global arrangement for registering and publishing enduser reachability in a structured, verifiable way.

7 ENUM: DNS lookup service ENUM Global Directory (DNS) Equates to to enable Voice over IP using SIP 3. DNS returns NAPTR record containing SIP URL 2. Calling party proxy UAC queries DNS for location of end point 1. The caller simply dials the person s normal telephone number 4. Calling party UA connects the call Slide 7

8 Technology/Service agnostic dialing Get back with URI: ENUM with SIP ENUM with H.323 ENUM with Telepresence Principles: ENUM will not affect PSTN application level functions such as call routing and signaling ENUM facilitates the discovery of resources associated with a telephone number, and does not impact how applications operate ENUM will not change the existing right-to-use rules and principles for telephone numbers Slide 8

18 Issue of Virtual Numbers a) Get numbers from domestic PSTN/VoIP operator(s); so no mismatching, overbooking or hijacking. b) Use sandbox within National Dialling Plan (w/o agreement); so no mismatching but potential hijacking or overbooking of future allocations if no blessing from the regulator. c) Get numbers from global VoIP operator(s); so give up the independence of NRENum.net. d) Apply for a specific ITU-T prefix dedicated to Global R&E; it needs clear justification on why any of the national solutions do not work for us. e) Pick an unused global prefix; must be an educated guess but still a guerrilla approach that unlikely will ever be legitimate.
