Round Rock ISD is exploring the possibility of taking similar class ranking requests pending the outcome of this study, and we are also looking at what we might do temporarily for someone who, on their application, does need their class rank, Chávez said. We haven t made the decision [about whether] to continue that throughout this next school year, and when we finish the study, we will know what recommendations to use going forward. Weighing options Texas school districts set their own policies on reporting class ranks, with two key exceptions: State law requires all districts to notify the top 10 percent of students in the junior and senior classes at each high school that they are eligible for automatic admission to public universities. Districts also must inform students in the top 25 percent of 10th and 11th grade classes about the automatic admission rules. N Pflugerville 7.3 % Admissions criteria Class rank is one of many indicators that colleges use when selecting which students to admit from large pools of applicants. In 2009, Highland Park ISD in Dallas the first school district in Texas to remove rankings from official transcripts surveyed 100 colleges and universities to which students most often apply. Fewer than half of the respondents indicated that they consider class rank a very important measurement of student success. Round Rock ISD will conduct its own evaluation this year, but the district cites the Highland Park study as a possible indication that class rank is no longer as essential to the process as it once was. Half of Round Rock office space remains vacant, Pflugerville nearly at capacity By Kathryn Eakens During the first quarter of 2010, the overall vacancy rate for office space in the Austin- Round Rock area dropped for the first time in three years, according to a report released in April by local commercial real estate firm Oxford Commercial. But while the majority of Austin area submarkets fall within 7 percent of the metro s average overall vacancy rate of 22.1 percent among office buildings greater than 10,000 square feet Round Rock sits at 52 percent. However, Charley Ayres, vice president for business retention and expansion for the Round Rock Chamber of Commerce, said that figure can be deceptive. Office space One of Round Rock s largest and most luxurious office buildings, Frontera Vista, is also the city s most prominently vacant. Developer Simmons Vedder & Company began construction on the office complex near the intersection of I-35 and Toll 45 in 2007, prior to the national economic recession. But since Frontera Vista s completion in 2009, the complex s two five-story buildings have remained empty. At nearly 268,000 square feet, that single development makes up about half of Round Rock s vacant office space. It was just pretty bad timing for that particular project because it came online just when the downturn in the economy occurred. Businesses put their expansion plans on hold, and there certainly weren t any new relocations anywhere, Ayres said. The office market is just now starting to come back. We ve had four or five projects look at that building just in the last couple of months. Just down the road, Pflugerville is closer to the other end of the spectrum. When I was in high school, I worked hard to try to increase my class rank and stay involved in extracurricular activities, because I was told that both were important considerations for college admissions. In fact, I tried to join or lead every possible club I could find, and I even started a new one. But even back then, class ranking was just one factor among many considered by college admissions offices. Some local parents are now hoping to eliminate the rankings from being printed on high school transcripts, arguing that class rank alone does not give the full picture of the student. It certainly does not reveal much about a person s leadership capabilities, collaborative ability or adaptability all vital skills in the workplace. Jenney What do you do if you are an aspiring cake baker and decorator and you want to grow your business? You buy a moonwalk. While most people wouldn t make the correlation between the two, LeeAnn Briceno, owner of LeeAnn s Cakes, recognized a winning combination when she spotted an inflatable bounce house and shows like Cake Boss and King of Cakes, Briceno is always honing her craft by attending cake-decorating classes. She also provides classes to local residents interested in learning the art, and she brings a bit of food TV celebrity to Pflugerville. Her classes are taught by Janette Pfertner, one of the first cake decorators to grace the airwaves of the Food Network. Briceno averages about 10 cakes a week, and while referrals and repeat customers keep her busy, she also loves to attend cake shows, where she sells equipment and supplies to other cake vendors. I m like a one-stop shop for many of my retail customers, she said. Briceno works on an appointment-only basis, allowing her to give customers her full attention. Cake decorating is an art that requires patience and concentration, she said. Every customer deserves the best piece I am able to produce. Those interested in sampling Briceno s handiwork will find her at the Pflugerville Farmer s Market, where she sells cake truffles chocolate-dipped balls of cooked cake batter mixed with icing. Even cake makers recycle, she smiles. Who would have known that even the scraps of unused cake can end up as such a tasty treat? By Rob Heidrick Dozens of Italian honeybees bumped against the mesh of Konrad Bouffard s helmet, buzzing in a defensive hum as he approached their hive. Leaning forward, he slowly poured a line of honey across the front perch of the wooden box, causing many of the insects to gather around it for a taste. They re less aggressive on a full stomach, Bouffard said, lifting the cover off of the hive box to reveal a network of honeycombs dripping with honey and covered in bees. Bouffard, owner of Round Rock Honey, has been commercially harvesting the sweet, golden product for eight years. He has set up hives in more than 100 locations throughout Central Texas, each strategically placed to avoid fields with pesticides and other pollutants. The net method, as he calls it, allows the bee populations to consume nectar from a variety of wildflowers and produce honey with a wide range of flavors. Bouffard said the idea came to him after he observed different methods practiced by other beekeepers and noted that while the mainstream commercial technique generates larger volumes of honey, it follows a less natural process. The style of beekeeping that is most frequently used by people in the United States was not a style that I wanted to adopt, he said. The style I wanted was one that de-emphasized pesticides and growth hormones and things like that, and emphasized the natural side just letting things happen. But what really stands out about Bouffard s operation is his relationship with the bees themselves. As he checks the hives, he talks to them occasionally in a gentle, respectful tone almost apologizing for the intrusion into their space. He diagnoses injured bees in a glance, pointing out missing wings and wounds sustained in battles with predators and hive-mates. At the highest philosophical level, what it comes down to is, are you a beekeeper that s in it in order to give and take, or are you just taking from the bees? Bouffard said. We re going to make them work for us, yeah. But we re also going to let them do what they do naturally: let them be in a natural environment, not use any kind of pesticides really take care of them and they reward us with honey. Bouffard attended graduate school and culinary school in Indiana, where he learned to prepare meals using all-natural ingredients. He also discovered his passion for beekeeping. I was famous for going out into the forest and gathering wild squash and wild nuts, and I would frequently come across swarms of honeybees because there were apple orchards there, he said. When he moved back to Texas, Bouffard set up a few hives so he could sell honey with his vegetables at the downtown Austin Farmers Market. He quickly found that customers were much more interested in his honey, so he began to expand his operation by setting up new hives across the region, from Georgetown to Bee Cave and everywhere in between. There s a big difference between backyard beekeeping and commercial beekeeping, he said. You always have to be on top of things. The consequences of inaction as a beekeeper, for not being fastidious, are very severe. The consequences go beyond the occasional stings Bouffard said he has mostly been stung on his ankles and wrists, which are the more vulnerable portions of his bee suit. The business also requires him to be constantly aware of weather patterns and the health of the bees, not just in the current season, but also months ahead of any potential problems. The company used to bottle its honey at the Round Rock warehouse, but the business soon outgrew the space, and in recent years, that process has been handled by an outside packing company. By the end of this year, however, Bouffard hopes to build a bottling room on-site and return the production process to one central location. Round Rock Honey can be purchased at area farmers markets and on the company s website. Round Rock Honey has hives in more than 100 locations in Central Texas, and Bouffard routinely checks on them to make sure the bees are healthy and producing enough honey. Protected by a bee suit, he is relatively safe from stings. Most of the bees that produce Round Rock Honey are Italian honeybees. Nearly all of the bees that venture out of the hive to collect nectar and pollen are female; the male drones remain in the hive with the queen. The lunch items have a reputation as the best selections available at the café. By Suzanne Haberman The kitchen of Round Rock Café smells like fresh peppers, rosemary and baking yeast used to leaven whole-wheat sourdough bread made at the restaurant daily. The fragrance wafts into the dining and reception rooms at the front of the renovated 1902 farmhouse. Selections from the café s lunch menu, especially the gourmet soups and sandwiches, are among the restaurant s most popular items even in the hours when dinner specials are available. Owner Jeff Workman was working in the construction industry before pursuing his dream to work in the field he loves. He enrolled in night classes at the Culinary Academy of Austin and graduated in If I m going to have to work the rest of my life, I might as well do what I want to do and work for myself, he said. Workman s internship at the Austin restaurant Hudson s on the Bend inspired the style of Round Rock Café, which opened in August Light streaming through the many windows, hardwood floors and high ceilings give the restaurant a rustic farmhouse look without being overly country. I liked the farmhouse concept, he said. I didn t want to open a restaurant in a strip mall where it is hard to overcome the casual atmosphere. The food is true to the café s downhome charm, and nearly everything is made from scratch. Pretty much anything we can make in-house, we do, Workman said. Almost daily, Workman and baker Julie Bates, who is also one of the only servers, sit down at a wooden table in one of the house s three dining areas to invent new recipes desserts, savory cookies and the soup de jour, which is not repeated for a month, Bates said. The pulled pork and slaw sandwich ($7.25) is one of the most popular items, Workman said. Before being smoked and shredded, the meat marinates in pineapple, orange juice, guajillo chili and garlic. The pork is then paired with havarti cheese and topped with a moderate scoop of coleslaw, blended with chipotle lime barbecue sauce and mayonnaise. Half-sandwiches are not sliced in half, but simply made on a smaller, homemade bun. Any half-sandwich paired with a cup of the day s soup costs $6.75. The pulled pork sandwich paired well with the tomato soup. As a rustic soup, the broth was chunky, not creamy like bisque. A gourmet touch was the lemon rosemary cream sauce drizzled on top, simultaneously adding tang and creaminess. Most tomato soups are creamy tomato, and this soup doesn t have [that texture] until you add the garnish, Workman explained. Another lunch combination ($6.75) paired the second handcrafted soup of the day, chicken and cheese tortellini with half a jerk chicken sandwich. Broth was flavored with roasted chicken and colorful vegetables including carrots, corn and yellow pepper. Three thick slices of baked chicken breast came on the jerk chicken sandwich and were coated with a mixture of fresh ingredients, including ginger, green onion, cilantro, garlic, Cajun spices, cinnamon and habanero which, despite its fame as the hottest chili, was mild enough for a sensitive palate. When the time comes for dessert, ask about options not on the menu. For one dessert special, a lemon icebox pie ($3.75), Bates created a frozen citrus custard on a thick graham cracker crust, topped with fresh whipped cream. During a week in mid-june, Workman and his staff made 200 cookies for the Allen R. Baca Center for Senior and Community Activities. His grandmother owned Josie s Café in Round Rock in the early 80s, and his parents had a taco business in Austin for 10 years. Sanchez went to culinary school and then tried his hand at real estate, but his love for the restaurant business and his family s encouragement inspired him to open a business of his own. Sanchez, a Round Rock High School graduate, delivered tacos in the community for several years before opening his first storefront location in February. His breakfast tacos ($1.69) are made with generous portions and will make you a hero at the office if you bring some to share. Be sure to visit the salsa bar for your choice of six homemade salsas. The Binks Brisket taco ($2.49) includes tender chopped beef brisket, potato and cheese served on a fresh tortilla and is a must-try. 12 12 July 2010 Community Impact Newspaper Round Rock/Pflugerville Edition News Update Build America Bonds program By Samantha Bryant Williamson County commissioners voted unanimously May 25 to pursue up to $35 million in tax-exempt bonds to continue paying for ongoing transportation projects. In doing so, the commissioners decided not to use the federal Build America Bonds program as a financing option. Part of the American Recovery and Reinvestment Act of 2009, the BAB program was designed to provide economic stimulus by giving incentives for investment in state and local debt. The federally subsidized bonds allow for a direct payment of 35 percent of the interest expense to the municipality issuing the bond. We are getting great prices on our bond sales without the program, Precinct 2 Commissioner Cynthia Long said. County Auditor David Flores said that if the federal program paid 35 percent of the interest on a $35 million principal, Williamson County taxpayers could have saved about $125,000 to $150,000 per year over the life of the bond, or around $3 million total, Flores said. The court chose to pursue the more traditional tax-exempt bonds for passthrough financing, a program in which TxDOT reimburses the county for a portion of the construction costs over time. Long said there are few safeguards preventing Congress from changing the program at some point in a way that would have an adverse impact on the county. Our reluctance to use [the BAB program] is that all of the criteria for the program and all of the rules around it have not been completely fleshed out, Long said. It would not be wise on the county s part to enter into a program where we still didn t know what all the rules were. Precinct 1 Commissioner Lisa Birkman said she also voted not to use the BAB program because of the uncertainty of the regulations surrounding it. She said she has seen complications arise in previous cases in which the federal government has been involved with county projects. [The federal government] also tends to want to have a lot of say in whatever we use the money for when they re paying for it, Birkman said. There s always a lot of red tape and bureaucracy involved. Birkman said the BAB program would also increase the national debt. This borrowing from the federal government will only increase the federal debt. For us to borrow, we are increasing their debt, which means all Americans will have to pay that back, and the federal debt is uncontrollable as it is now, Birkman said. Another reason Long said she declined to use the program was that it expands the reach of the federal government into local matters. We fundamentally disagree with the growth of federal government, and this program is going to grow the federal government, she said. Meanwhile, several county Democrats seeking election this fall are critical of the decision. Jim Stauber, democratic candidate for precinct 2 commissioner, said that since Williamson County residents are already paying federal taxes to support the BAB program, the court rejected an opportunity to offer tax relief to citizens. It s our money; we are paying our taxes, Stauber said. It could save the county a lot of money, so why not take advantage of that? Long said the county has an excellent bond rating and has been getting favorable rates when it goes to the bond market. Our budget has been based on an assumption of a certain interest rate on those bonds, and what s going on in the market right now is actually well below what our assumed interest rate was, Long said. Pass-through financing program The Williamson County Commissioners Court voted May 25 to authorize the bond council to pursue up to $35 million for the pass-through program. The Texas Transportation Commission approved $174 million in road improvements in Williamson County in 2005 through the pass-through financing road program, in which the state reimburses counties for a portion of expenses for state and federal roadway projects. It s a way for the county to provide its residents with improved safety and mobility significantly earlier than the projects would be developed [if they were] 100 percent funded by TxDOT, said Robert Daigh, senior director of infrastructure for Williamson County. 13 Community Impact Newspaper impactnews.com July City Council Notes Recent news By Kathryn Eakens and Rob Heidrick Pflugerville Pflugerville City Council opts not to delay library expansion The planned expansion of the Pflugerville Community Library is expected to move forward on schedule, after the Pflugerville City Council voted June 8 to decline a proposal to delay the financing for the project for another year. Instead, the city plans to proceed with its original plan to fund the project with bonds from the 2011 budget, which could allow construction to begin as early as next summer. Faced with tight budget projections for the next several years, the city considered holding off on issuing the bond debt until fiscal year 2012, which would have delayed the library expansion by four to six months, City Manager Brandon Wade told the council. This would have given Wade who has served in his position since January more time to review anticipated expenses for the next several years. He recommended the one-year delay, but he said it would be possible to adjust the budget in order to allocate funds for the expansion in The city has lowered its property tax rate Round Rock City Manager Jim Nuse to retire in January Round Rock City Manager Jim Nuse announced in June that he will retire Jan. 15, capping a nearly threedecade career with the city. Nuse came to work for the city as an engineer in 1983, and he was promoted to public works director a position he held for 17 years and then chief of operations/ assistant city manager before the City Council appointed him city manager in January There is never a perfect time to leave a place you love, but some times are better than others, Nuse said. Human Resources Director Teresa Bledsoe said the city will need to prepare a candidate profile, a recruitment brochure and other materials before recruiting can begin. Expenses relating to the search process will include fees for travel, reference and background checks, communications and advertising. She estimates the total cost of the search would be about $10,000 if the city handles the search completely in-house and up to $40,000 if the council hires an outside recruitment company for the entire process. The actual cost will likely fall in the lower end of that range about $15,000 because the council plans to create the profile and job description before bringing in recruiters for first-round interviews, Bledsoe said. Growth. District 52 Williamson County is the ninth fastest growing county in the nation, and Round Rock is the No. 2 fastest growing city in the nation. We are definitely tackling growth issues. Overall it is the budget deficit as a state that we will be tackling for this upcoming session. How are you different from your opponent? I already hold an elected position. I moved to the Round Rock area 13 years ago. I have been in office since 2003, so I have a proven track record. We also handled a difficult budget with the school district. We worked really well with our taxpayers, including the families who have children in school versus those who don t have kids in school. The record speaks for itself with regards to being fiscally responsible, having transparency and getting the message out to our citizens. Professionally, I ve worked more than two decades in state government. [In those] 20-plus years at the Texas comptroller s office, I became a budget efficiency expert and managed different areas of the agency in the revenue administration area. What are your major successes? Being able to work with people, bringing people to the table and bringing common-sense solutions to everyday problems when it comes to your pocketbook issues, driving issues and education. Why are you seeking re-election? I just finished my first term. It was very successful in delivering back to the district. We still have a lot of work to do, which I m really excited to come back and represent district 52 in the House. When it comes to being fiscally honest in the upcoming budget deficit that we re facing, reported at $18 billion, we re at the point as leaders we cannot pick and choose what bills to pay. We have to make sure that we work on looking at the areas of investment that will be most profitable to the district and the state. Investing in education is one of the priority issues we need to look at. How have you represented the wishes of your constituents? We filed more than 17 bills. As a freshman you usually pass two to three bills, but I ve successfully passed six bills. One of them had to do with a higher education facility in the Hutto-Taylor area, where you re going to have multiple college offerings housed. I brought home a $10 million road project to the Round Rock area, where you have the biggest explosion of growth. While I don t sit on the appropriations [committee], I was able to secure more than $17 million specifically for this district. More than 70 percent of the legislation we filed came from constituents. It was about reaching out and listening to the people in the district and making sure they had a voice at the Capitol. What are the most important issues facing district 52? Statewide we have a $15 billion to $18 billion shortfall that we are going to have to deal with. In district 52 a lot of what we look at are smart growth issues. Smart growth is the umbrella topic for things like infrastructure that s roads and bridges but it also includes things like our school system, economy, jobs and education. All these topics work together in a smart growth capacity. Going back the 14 years I ve been here, this community has done a wonderful job of making sure those are in place. The Williamson County we have today is because a lot of really great people have had a plan and executed that plan and we re all benefiting from the fruits of their labor. Going forward it s the same idea. Why are you running for office? Because of the importance of what experience means at this time for this district. We re going into a legislative session in 2011 where my experience in state government will be very helpful. I was working in the session when we were able to cut $10 billion in spending to balance our budget in It s going to take that type of experience to get us through the 2011 budget. If you had been in office, what would you have done differently from your opponent, and why? This past session, I would have voted for voter ID to protect the integrity of our elections process, which is the heart and soul of our democracy. I m a yes vote when it comes back in I would have also been much more business friendly. How will your previous experience in the legislature help or hamper you? [It s a] tremendous help. I have been there, seen it, worked in it and understand it and the depth of the issues. I have been part of the discussions for 17 years. Working with the members on legislation there is a certain depth of knowledge I ve obtained. Having been there as long as I have, there is zero learning curve going forward. How could people make their voice heard to you if you were elected? Call. Communicate. That s the most important thing. That s how we know. You see that the offices that are good are very responsive. Bring it to our attention. There are 7,000 bills out there. If there is a piece of legislation in particular that you need to highlight for us, absolutely do that. We d rather hear it here than in there. When did you know you wanted to be in government? In college I got an internship at the state Capitol and fell in love with the policy side of things, having worked part of legislative session and seen how it works. I love to drill down and see how it all works. 19 Class ranking continued from 1 RRISD could decide by the end of the year to stop reporting ranks for students outside of these limits, Chávez said. Alternatively, the committee could recommend keeping the current system in place or adopting a voluntary ranking system in which students and their families would choose whether to include class rank on their transcripts. The change could be implemented by an official vote of the school board or through a less formal administrative regulation, depending on what the committee decides. Academic pressures In RRISD, grade point average is calculated using a four-point scale for all courses that are awarded state credit. However, only so-called core courses English, science, math, social studies and foreign languages factor into the calculation for class rank. Grades in advanced core classes are weighted on a six-point scale. Chávez said several parents, mostly from Westwood High School, have expressed their support for eliminating rankings because they believe the current system puts students in academically rigorous programs at a disadvantage. They argue that some students are shying away from advanced placement and dual-credit courses out of concern that the more challenging courses could put their GPA at risk. Students would still compete to be ranked among the top 10 percent, but RRISD board member Catherine Hanna, who has a daughter entering her senior year at Westwood, said the rankings can be a source of intense anxiety for students at all academic levels. It s just a very stressful experience to be wondering, Am I No. 89 or 125? What is my friend s number?... It really seems to introduce a level of anguish that maybe is not necessary, Hanna said. If it s not something that s going to advance their interest and help them get into good schools or get good scholarships, then I do think it s right to sit down and ask if we really need to do this. She said parents have called in to request lists of classes that could help their children boost their rankings. I tell them we need to look at the big picture I can give them a list of classes, but they should come in and talk about what the goals are for their child and where their passion is, Kelly said. Parents may be thinking, They can follow their goals and passions when they re in college, but right now our goal is to have our child go to A&M or UT. Reliable measure? Highland Park ISD in Dallas became the first Texas school district to stop reporting class ranks for students below the top 10 percent in 2009, soon followed by Carroll ISD and Eanes ISD. Reports prepared by the HPISD study team indicate that many other districts are making the same choice: As of 2007, more than 40 percent of public and private schools nationwide did not assign numeric rankings. Kelly said ranking students by GPA is not always a true reflection of their Admission Test Scores 1995 Essay abilities in the classroom. Sometimes the ranks are separated by less than onetenth of a point, suggesting that students several ranks apart could essentially be academic equals. You have to ask yourself, what s really the difference between No. 1 and No. 50? she said. In reality, that could be the difference between a student getting a 95 versus getting a 97 in one class. It is literally that close. Other outcomes In addition to evaluating the possible benefits of changing the district s current policy, the RRISD class rank committee will predict potential downsides. One question that has emerged in discussions leading up to the evaluation is whether the research conducted by the other three school districts will also apply to RRISD. The districts that have already done away with rankings are more affluent, and each has only one high school. We need to hear from people all over the district, Hanna said. There may very well be people who come forward to give the perspective that [class rank] is beneficial. Some schools require applicants to submit a class rank, which would require RRISD to make calculations on a case-bycase basis. Chávez said there is not yet a clear indication of how that process would be organized, but the committee would develop one if needed in the long term. We envision the creation of several pediatric clinics per year for the foreseeable future. Federal support could also play a large role in the expansion of pediatric care in Texas. Recent healthcare legislation extends federal funding of the Children s Health Insurance Program through 2015 and provides other measures to improve access for uninsured families. Hazelwood said he expects additional funding to be allocated in the near future. It will be interesting to see how federal healthcare reform legislation may impact this. Everything indicates that there will be a continued preference to allocate federal dollars in an attempt to reach those who are not covered or don t have access, he said. The approach for our strategy in Williamson County is to create a seamless medical home network for pediatric patients that takes them from primary care and preventive care settings into inpatient settings and back out again, he said. The intention is to prove this concept in Williamson County and use it as an approach for pediatric medical home expansion in as much of the Dell Children s Hospital area as possible. In the past two years, Seton has awarded grants totaling more than $5 million to Lone Star Circle of Care for the development of clinics in Central Texas. 23 Office space continued from 1 north of the Colorado River for an overall vacancy rate of 22.5 percent. However, Pflugerville s first-quarter office vacancy rate is likely much lower than the rest of the northeast Austin market, according to recent figures by national real estate information services firm Costar Group Inc. The report, which included the city s six office buildings larger than 10,000 square feet, reported a vacancy rate of 7.3 percent. The city s comparatively low vacancy rate could be partially attributed to the smaller amount of existing office space. Charles Simon, executive director of the Pflugerville Community Development Corporation, said it is not that Pflugerville is completely lacking office space, however, as much as it is limited in its variety. Most of the office space is in small suites ranging from 800 square feet to maybe 1,500 square feet, Simon said. So if someone needed 5,000 square feet forget about someone needing 20,000 or 30,000 square feet there is nothing of that size here in town. So that s where we re way behind. Which is better? Garrett Meeker, research director at Oxford Commercial, said that while an optimum vacancy rate can be anywhere from 5 to 15 percent, the Austin-Round Rock metro is still in good shape at 22.1 percent considering the current economy. Ayres said Round Rock was in the same situation as Pflugerville currently is for many years but that he would rather face a surplus of office space over a shortage. More times than not, when a project or a prospect is looking to move the way that business runs in recent history they don t have time to build. They want to be able to move in immediately, he said. So if you don t have something on the ground ready to go, you may miss out on a project. Though the PCDC can provide funding as an incentive to companies to begin doing business in Pflugerville, Simon said it cannot provide incentives for developers to build speculative projects. We can t do a deal with a private developer unless a project will create primary jobs in the city, he said. 24 24 July 2010 Community Impact Newspaper Round Rock/Pflugerville Edition Community Icon Ron Moellenberg Kathryn Eakens Pflugerville Fire Department Chief Ron Moellenberg joined the department in 1977, when it consisted of just 20 volunteers. By Kathryn Eakens Chief Ron Moellenberg never planned on making a career in the fire service. But after 33 years with the Pflugerville Fire Department, Moellenberg is as much an institution in the city as the department itself. After graduating from Pflugerville High School in 1968, Moellenberg went on to earn a degree in biomedical science from Texas A&M University and took a job with the Texas Department of State Health Services, which eventually transferred him back to his hometown. Some of my buddies from high school talked me into joining the volunteer fire department when I transferred back here, and that s how I first became affiliated with the department, Moellenberg said. When he joined the Pflugerville Fire Department in 1977, it was a purely volunteer service with about 20 members. We not only fought the fires but raised money to operate the department through things like bake sales and barbecues, Moellenberg said. After awhile it became difficult for the fundraising efforts to keep up with Pflugerville s growing population, and in 1985 the city voted to create Travis County Rural Fire Prevention District No. 3. At that time, a number of my friends encouraged me to apply for the job of chief. I was the volunteer chief, but I really had no intention of doing that as a fulltime job, he said. I took a significant pay cut to come from the state to work here, but I ve never regretted that. I consider myself one of the fortunate few people who turned an avocation into a vocation. The Pflugerville Fire Department operated as a Rural Fire Prevention District from 1985 to 1992, when it was converted to Travis County Emergency Services District No. 2. Today, four fire stations and 84 employees provide protection to about 100 square miles of northeast Travis County an estimated population of 65,000. Over the years, Moellenberg has been instrumental not only in the evolution of the Pflugerville Fire Department but fire service as a whole. The department is a national leader in the use of compressed air foam systems, which inject an environmentally friendly soap and air into a stream of water as it is aimed at a fire, resulting in a more effective suppression agent than water alone. First introduced in America in the 1970s to combat wildfire in the forested areas of the northwest, CAFS are now gaining momentum in fire departments across the country but Moellenberg was at the forefront of the movement when he purchased the first CAFS-equipped engine for the Pflugerville Fire Department in We use a lot less water. In Texas, that s really important and one of the reasons I got interested in it. The hose lines, because they have air and bubbles in there, are lighter so the firefighters don t fatigue, he said. And there s the mysterious thing that a lot of us are still trying to understand how you can inject a small amount of foam into a fire and it mysteriously goes out very quickly. Moellenberg also headed up a firefighter exchange program with Great Britain in the early and mid- 90s, in which he became one of only two Americans inducted as honorary members of the British Firefighters Association. He has taught at the Texas A&M Municipal Fire School, and he currently serves as vice chairman on the Rural Fire Advisory Council. But Ron isn t the only Moellenberg who has found a passion for the fire service. His two sons Mark, a battalion chief, and Tim, a lieutenant are also firefighters with the Pflugerville Fire Department. My kids grew up in the fire service. Back in the volunteer days, every time I came to the station, I usually had one or more of my kids in the truck with me. Firefighting is kind of a family thing. It s not uncommon to see fathers and sons and daughters all in the same department, he said. You have to depend on the person standing next to you, and that s kind of the way things play out in families, too.

By Kathryn Eakens Noel Grisham helped lay the foundation for Round Rock ISD to become the district it is today. As superintendent from 1957 to 1979, Grisham oversaw the consolidation of RRISD and Pond Springs School District located in the west side of Round Rock and the construction of more than 10 of the district s schools. Pond Springs was large in size, but it just had one school and needed to expand, said Karen Thompson, a local historian and a friend of Grisham s. When the school districts consolidated it almost doubled the size of the RRISD, and he immediately began building schools on the west side of town. At school board meetings, Grisham ruled with an iron fist. They were open to the public, but he didn t want a whole lot of public input, Thompson said. If you wanted to discuss school stuff with him, he d be glad to see you in his office and talk to you anytime. But he wanted the school board meetings to stick to the business that was at hand. But in the day-to-day operations of the district, Grisham who was an English teacher and principal before becoming a superintendent trusted his administrators to run their individual campuses. He was very much a superintendent who wanted to put principals in charge of their campuses. As long as the campus was running smoothly, the less he knew about the specific details, the happier he was, said Gene Stokes, who served as principal of Pond Springs Elementary during Grisham s tenure. Round Rock ISD experienced rapid growth toward the end of Grisham s time as superintendent. Enrollment increased from less than 2,000 students in 1970 to more than 10,000 in He was constantly acquiring land, Thompson said. He had a map in his office showing where the new subdivisions were going in and where the growth was in town so that he could keep up with it. Prior to Grisham s retirement, RRISD built Grisham Middle School in the Anderson Mill area of Northwest Austin and named it after the superintendent in My daughter and son both went to Grisham Middle School, and he would go over there and talk to the students, Thompson said. It was really interesting to them to have the person the school was named after there. Following his exit from public education, Grisham served as representative of Texas House District 52 during the 1983 state legislative session, serving on the House Committee on Public Education. While he was in the Legislature, I had the privilege of serving as the state president of the Texas Elementary Principals and Supervisors Association, Stokes said. That was when the state was considering what became House Bill 72, the major reform of the 1980s, and I had the opportunity to visit with him personally, which was a neat experience. By Rob Heidrick The Round Rock ISD board of trustees gained two new members this summer, and both hope to help the district evolve in a period of growth and transition. In the district s May 8 election, Terri Romere defeated incumbent Linelle Clark-Brown for Place 4 on the board, and Catherine Hanna won the race for the Place 5 seat vacated by Sherry Johnson, who did not seek a second term in office. She said she also believes that teachers should be given a more active role in shaping the district s future. They need a voice, and they need to be heard, Romere said. They need to be able to feel comfortable talking about their grievances and concerns and their celebrations. Hanna, who works as an attorney in Austin, serves on the City of Round Rock/Round Rock ISD Community Task Force and several RRISD PTA boards. She said the district s PTAs have been the strongest agents in boosting parents involvement but there is still room for improvement. One of her goals includes providing additional parent education programs for parents of young children. We need to focus more on the very early grades, she said. Some parents are reluctant and don t quite understand what they need to do to reach out. In the coming year, RRISD will prepare for the 2011 session of the Texas Legislature, in which it faces an uphill battle to secure more funding due to the state s projected $18 billion budget shortfall. Superintendent Jesús Chávez has predicted that the district will not receive any new state funding for at least three years, Gattis School Rd. 45 Meister Ln. N Stone Oak Dr. beyond the required allocations for teacher salary increases. This could put a strain on a district projected to grow by about 1,000 students a year in that time. Hanna said RRISD s growth brings several opportunities, but it will also require careful planning and additional infrastructure. We need to continue to look at whether the facilities we have are adequate for the growth, and it s not just how many seats are in the classroom, Hanna said. I think the district has good, professional folks who understand the demographics, but it might have to be dealt with [by adding] new facilities. Both of the new members said they expect RRISD to move closer to its goal of earning the Texas Education Agency s Exemplary rating and both expressed confidence in the district s plan to graduate college-ready students while also preparing them for realworld careers. Not every child is going to go to college, but we want to be able to give them the tools so that if they choose that route, they can go, Romere said. We also owe our community career-ready graduates so they can go out and be productive members of our society. The district property tax rate remained steady from the previous year at $1.38 per $100 valuation, generating more than $200 million in local tax revenue. State funding provides about $108 million of total revenue, while federal funding accounts for about $900,000. $4.7 million came from other local revenue. The approved budget includes employee salary increases and raises the starting teacher salary to $42,000, up from $41,825. The fiscal year begins July 1, and the board will adopt the tax rate in September. Get Involved Court Appointed Special Advocates is a national volunteer organization that facilitates the placement of abused and neglected children into safe, permanent homes. CASA of Williamson County, established in 2009, is one of 68 Texas programs that have more than 5,000 volunteers serving more than 20,000 foster children. The group assists civil court judges in making decisions that safeguard a child s best interests. It also supports vulnerable children and youth by connecting them with advocates, referred to as CASAs, who remain with the child until he or she is placed in a permanent home. The Exotic Resort s petting zoo allows visitors to play with baby deer, llama, kangaroos and other animals. The zoo is located on 137 wooded acres with several small lakes and creeks, providing a natural habitat for the enjoyment of animals from around the world. More than half of the wild animals in the park have been listed on the endangered animal lists. Five safari-themed cabins can be reserved for overnight stays or for hosting events. Located in the Texas Hill Country, six miles west of Johnson City, lies a 14,000-square-foot studio building featuring 40 years of works by the Italian artist Benini and several of his counterparts. The Sculpture Ranch is on the 140 surrounding acres. All types of contemporary sculptures are displayed, and several of them are enhanced by nature s beauty and moved by the wind. Sculptures are accessible by roadways and paths, and plenty of parking is provided. 33 Environmental Report Water conservation rebate programs Community Impact Newspaper impactnews.com July By Kathryn Eakens Though the summer is off to a wet start, weather patterns are difficult to predict, and a drought can happen at any time. The cities of Round Rock and Pflugerville both offer programs that not only encourage residents to conserve water, but can also save them money in the process. Round Rock The Round Rock City Council approved a resolution May 27 creating two new water conservation pilot programs a toilet rebate program and an efficient irrigation program which began June 1. The toilet rebate program offers City of Round Rock residential water customers a rebate for replacing their existing toilets with a model off the U.S. Environmental Protection Agency s WaterSense list. Similar to the logo associated with the Energy Star Program, the WaterSense logo a blue and green water droplet signifies products that have been thirdparty tested and designated water efficient. The toilet is the No. 1 user of water inside the house. If you re going to do one thing inside your house to save water, it should be to replace your toilet with a WaterSense label model, City Water Conservation Specialist Jessica Woods said. It s the easiest thing to do and the most cost-effective thing to do. A resident can receive a rebate of up to $100 per toilet for replacing up to two toilets in their home, which must have been built prior to Jan. 1, In 1992, a national standard became effective saying all toilets have to use 1.6 gallons per flush or less, but all the manufacturers did was put less water in the tank so those early 90s toilets were just awful, Woods said. By 1995, the industry had reconfigured how the toilets actually worked so anything built since 1996 has those second generation toilets that are better. That s why I chose that as the cutoff date. To qualify for the efficient irrigation program, residents must also be City of Round Rock water customers residential or commercial and have an existing irrigation system. I ll come out to the property and conduct an irrigation evaluation on their system to see how much water it s using now and give my recommendations on what could help that system be more efficient, Woods said. If there s anything I recommend that is on our rebate list, then they could get that work done and apply for a rebate. Residential customers can receive up to $300 in rebates, while the maximum for commercial and multifamily customers is $600. Woods said both programs run through Sept. 30 or until funding which comes from revenue generated by the city s peak usage water rates runs out. Applications are available at Pflugerville The city s Drop by Drop program, which has been in place for several years, offers City of Pflugerville water customers a rebate for landscaping their lawns with approved plants, trees, shrubs and grasses. After filling out an application including a sketch of the current landscape and a list of planned improvements, applicants have until the end of June each year to implement the plan once it is approved by the city. They are about 20 percent more efficient than their average counterparts. Repair all leaks. Bathroom Don t let the water run while shaving or brushing your teeth. Take short showers instead of tub baths. If you take a bath, stopper the drain immediately and adjust the temperature as you fill the tub. Laundry Wash only full loads of laundry or use the appropriate water level or load size selection on the washing machine. Outdoors Water the lawn or garden during the coolest part of the day. Raise your lawnmower cutting height. Longer grass blades help shade each other and reduce evaporation. Use a pool cover to reduce evaporation when the pool is not being used. said. Native plants usually need much less in the way of fertilizer so you d be reducing not only the demand for fertilizer but the potential runoff into storm water. They also provide better habitats for birds and other wildlife. Participants can receive a rebate for half of their expenses, up to $500. As part of the Drop by Drop program, the city also sells rain barrels and composters to residents at cost $40 for a rain barrel and $60 for a composter. A demonstration garden showing some of the plants and grasses that qualify under the program is located at the Pflugerville Recreation Center, and applications are available at Kitchen Keep a pitcher of drinking water in the refrigerator instead of letting the faucet run until the water is cool. 34 34 July 2010 Community Impact Newspaper Round Rock/Pflugerville Edition County News Williamson County s 2010 taxable value By $ Suzanne Haberman Though many home values decreased in Williamson County since last year, the value of new homes and commercial properties built in 2009 are expected to stabilize the county s total 2010 taxable value, according to an analysis of Williamson Central Appraisal District property valuations mailed to citizens in April. The result is much better than we expected, Williamson CAD Chief Appraiser Alvin Lankford said, considering recent housing market woes. A relatively steady overall taxable value means that taxing entities, such as the county, cities and school districts, will have as broad a base this year from which to draw property taxes as last year, which will help fund public operations. It tells you Williamson County is still a desirable place to live, Lankford said. The average value of a home in Williamson County decreased 1.27 percent from The decrease in market value can result from home prices dropping after being on the market for long periods of time, Lankford said. This is the second year in a row that residential properties average market value has decreased. However, more than 2,800 new homes and nearly 150 new commercial properties were built in Williamson County last year. The tax base created by the new improvements compensated for reduced values of existing homes, increasing the net taxable value in Williamson County by 2.9 percent. 35 Inside Information Local men s professional sports teams Texas Stars The Texas Stars hockey team began its inaugural season last fall at the newly constructed Cedar Park Center. The Stars are the American Hockey League affiliate of the National Hockey League s Dallas Stars. The team relocated to Cedar Park from Iowa and is composed of players from all over the world including the U.S., Canada, Russia and Finland. The relocation of the team, having it in the same state and just a few hours from its NHL affiliate, has been a big benefit. It s been huge for both teams. If Dallas needs someone, they can get them there pretty quickly, said Josh Fisher, director of media relations for the Texas Stars. It gives our guys a better chance of getting to the NHL and getting a chance to play than if they were far away. It also is good for us for branding with an in-state NHL team. The Texas Stars inaugural season proved a winning one. The team defeated the Hamilton Bulldogs to win the Western Conference Finals, but fell just short of winning the Calder Cup Finals, losing to the Hershey Bears in the championship series June 14. The Stars finished the season Because of the Stars success and the league s popularity in Central Texas, the team has enjoyed three sell-out crowds this season and had an average home attendance of 5,300 fans. Austin Toros The Austin Toros, an NBA development league team, ended a successful fifth season in April by playing in the conference finals. Two years ago the team, which was owned by private investors, was sold to the San Antonio Spurs. Since that time, the franchise has made it to the playoffs every year and holds the third-best record in the league. The Toros, one of only three teams owned by a parent NBA affiliate, compete against 15 other teams across the nation. Players have the opportunity to be called up to a parent team, and the NBA parent teams are able to assign players to the D-League. The basketball team makes its home at the Austin Convention Center, where it plays all home games. The Toros season spans from November to April with playoffs in mid-april. The City of Cedar Park presented the Texas Stars with a beautiful building and a great partnership, allowing us to play in a growing market. Support from the community has been so promising that the team is already looking forward to next year, Fisher said. I think it was big and it gives us something to work on to increase for next season, he said. In trying to appeal to the community and its fan base, the team has many promotions and special events for those who turn out for games, including giving away everything from Stars fleece blankets to sports water bottles to pennants and hockey pucks. Since then, the team s popularity continues to grow as it provides not just fun for the sports enthusiast but also a place to take the whole family. We have met the need for a fun, safe, affordable environment for families to spend time together, said Laura Fragoso, director of marketing for the Express. One team goal is to provide entertainment for all ages, which the team does by providing a rock climbing wall, bungee trampoline and a swimming area for group rentals all within The Dell Diamond for kids to enjoy throughout the game. There are also betweeninning promotions and games to keep the crowd involved. The Express gets its name from principal owner and Major League Baseball Hall of Famer Nolan Ryan, who was nicknamed the Ryan Express. The Express attracted about 8,700 fans per night during the 2009 season. Austin Aztex Community Impact Newspaper impactnews.com July Round Rock Express The Austin Aztex soccer team began over a year ago when Phil Rawlins, a native of Stokeon-Trent in the U.K., saw a need in his new home. Rawlins found that Central Texas has about 30,000 kids playing soccer and 7,000 to 8,000 adults in leagues, but there was no professional league. So, in 2008 he formed a sister-club with the English Premier League team Stoke City, for which he sits on the board, and the Austin Aztex was formed. Their season runs from March to October. Austin Turfcats Compiled by Jenn Rains and Mary Tuma When the Express debuted and The Dell Diamond opened its gates in 2000, we had a vision of bringing something special to the game and to the fans, said Reid Ryan, CEO and founder of the Round Rock Express. The response of support from the community has been overwhelming. Aside from popularity in the area, fans have seen many players go on to play in the Majors, as 114 players from the Express have done. The Express has also made playoff appearances four times during its first 10 seasons in Central Texas. Fans who come to the ballpark get the chance to enjoy special events and promotions almost every night of the week as the Express has Kids Days, halfprice group nights, special giveaways and Thirsty Thursdays, which offers discounted drinks. Ryan Sanders Baseball is proud of the progress we have made in the Central Texas community, and fan enjoyment at the ballpark will continue to be our top priority, Reid Ryan said. The Express season runs April to September. All home games are played at The Dell Diamond. The Austin Turfcats finished their second season June 19 with a loss to the Arkansas Diamonds and a 2 12 record. The team made it to the Southern Indoor Football League President s Cup championship in 2009 and were then accepted into the 25-team Indoor Football League. At the time they were built, Highland Mall and Northcross were the premier shopping malls in the Austin region and the first wave of suburban mall development, said Charles Heimsath, president of Capitol Market Research, a locally based real estate research firm. Now, a Walmart is under construction at Northcross, and higher education facilities are planned to move into Highland. Bankruptcy, lawsuits and low tenant occupancy plague oncethriving Highland Mall.
