1 2015 Accountability Framework DRC-DDG Horn of Africa & Yemen ETHIOPIA and DJIBOUTI This accountability framework summarizes DRC s commitments to our stakeholders in Ethiopia and Djibouti that are additional to DRC s global accountability framework. The global accountability framework is valid for DRC and DDG everywhere; it is available on DRC Ethiopia and Djibouti herewith acknowledges that most relevant information related to Accountability Framework for Djibouti will be translated into French language in the coming quarter, as that is the official language of the country. DRC in HoAY The Horn of Africa is a major source of complex displacement defined by a mix of interrelated conflict and resourceinduced displacement and migration both within and beyond the region. It contains both protracted displacement as well as recent short-term displacement. The scope for durable solutions is limited and, to a large extent, traditional displacement categorisation (e.g. protracted IDPs and urban poor) is not always very clear and can be hard to assess. DRC in the Horn of Africa and Yemen has an overall objective to support and strengthen a regional protection framework for displacement-affected communities throughout the HoA and Yemen. DRC in HoAY does so in accordance with DRC s global Assistance Framework and the scenarios of acute crisis, displacement and (to a limited degree) durable solutions. In the HoA and Yemen, a pre-conflict scenario is also relevant. Within these four scenarios, DRC HoA and Yemen will operate with the three global strategic objectives presented in the Assistance Framework, defining the fundamental and specific aims of assistance as: 1. Saving of lives and the alleviation of immediate suffering among people affected by conflict; 2. Safeguarding, restoration and development of livelihoods; and 3. Institutional and organisational change that ensures the promotion of values, policies and capacities, which contribute to the protection of peoples rights and the peaceful handling of conflicts. DRC will seek to exit the Horn of Africa and Yemen once the displacement situations in which we operate have found durable solutions. Page 1 of 7

DRC objectives in Ethiopia / Djibouti DRC Ethiopia will operate with the objectives presented in the HoA & Yemen Regional Strategic Programme Document (SPD) ( ) and has developed annexes to the SPD explaining how DRC Ethiopia s strategy will be operationalized at country level. As a response to the displacement situation in the HoA and Yemen, DRC Ethiopia aims to provide country specific and appropriate assistance to refugees and internally displaced persons by providing emergency response, protection, livelihoods and ultimately durable solutions. Moreover, DRC concentrates its activities in the Somali and Gambella regions, mainly addressing the need for humanitarian assistance through i) Integrated Emergency response, ii) Livelihoods, iii) CDD & Resilience, iv) YES (youth empowerment) and v) Mixed migration. As for Djibouti, where DRC became operational only this year, the strategy will be incorporated into the DRC Ethiopia SPD, when the revision takes place in the last quarter of DRC/DDG partners & stakeholders Ethiopia The DRC programme in Ethiopia is built on a number of mandatory as well as desired levels of relationships with key partner organizations. When working in Ethiopia the relationship with the Government is paramount, especially with the Charities and Societies Agency (CHSA), Administration for Refugees and Returnee Affairs (ARRA) and Ministry of Finance and Economic Development (MoFED) who oversee the implementation of all DRC projects in Ethiopia. Together with ARRA, UNHCR coordinates the refugee responses in the camps in Ethiopia, and DRC is an implementing partner to UNHCR in both Ethiopia and Djibouti. DRC Djibouti was officially registered as an international NGO with the Djiboutian Ministry of Foreign Affairs in April DRC works closely with the Office National Assistance aux Refugiés et Sinistrés (ONARS), the Government body responsible for refugees. UNHCR, DANIDA, OCHA, UNICEF and ECHO are the main donors to DRC in Ethiopia, while EC, FAO and UNHCR are the major donors in Djibouti. In every new project design DRC Ethiopia&Djibouti conducts a stakeholder analysis, which includes an assessment of whether using a partner is the most efficient and practical way of implementation. Examples of partners include World Vision in a livelihood and vocational skills training project in Dolo Ado, Somali Region of Ethiopia. However, DRC emphasize the fact that partnerships, alliances, and consortia allow for a more cost-efficient, transparent and accountable project implementation, DRC Ethiopia&Djibouti is always assessing possibilities in entering into such partnerships, alliances and consortia. In Djibouti DRC presence is still relatively new. However, DRC is strategically well positioned to respond to the needs and to support the refugees and displaced in the country; not only the long term Somali refugees who mainly reside in the camps of Hol Hol and Ali-Addeh, but also to the emerging influx of refugees, returnees and secondary migrants from Yemen. Since the conflict in Yemen broke out, 16,611 persons of mixed nationalities arrived in boats to Djibouti ports. The majority are presently in camps near Obock, in Northern Djibouti. Page 2 of 7
3 When working with a partner, DRC Ethiopia&Djibouti uses a Letter of Understanding or MoU to ensure formal commitments and responsibilities for the parties. These MoUs incorporate programme quality commitments to which DRC is committed. In addition, DRC Ethiopia&Djibouti participates in all relevant coordination and cluster meetings at field levels and in Addis Ababa and in Djibouti to preserve an open dialogue with other UN and NGO actors in the humanitarian sector. 4. Interaction with beneficiaries Information to beneficiaries; At the field level DRC staff are the focal points for sharing information with beneficiaries and other stakeholders. A lot of the information is shared through beneficiary or community committees. DRC Ethiopia is developing an Information & Communication Strategy that will include mechanisms and tools for beneficiary awareness and participation in DRC Ethiopia s projects. Participation by beneficiaries; DRC Ethiopia and Djibouti adheres to established standards for community participation in designing its programmatic activities. In doing so, initial assessments always include interaction and interviews with potential beneficiaries to reach a decision on modalities of project components. As a concrete example, DRC CDRD projects are participatory development projects that are implemented only when a participatory process produces a Community Action Plan as well as a monitoring and evaluation plan by the community. In this specific case DRC only facilitates the process with the community, provides only 80% of the budget for implementation and provides specialized technical support, for example by deploying a project engineer or water technician depending on the requirements for the implementation of the project that results from the community action plan. Beneficiary representation; During the design and implementation phase of the project cycle, DRC Ethiopia and Djibouti prioritizes beneficiary representation, this is especially evident in our livelihoods projects. Beneficiary complaints-handling procedures; Considering the rate of which DRC Ethiopia has expanded its activities, formal complaint mechanisms are in the process of being established and it remains a high priority. DRC Ethiopia and Djibouti will carefully assess, plan and implement a country wide complaints mechanism throughout, taking into context specific needs in programmes across Ethiopia as well as Djibouti. Current projects (if many, chose major ones) WASH and Shelter improvement for refugees in Ethiopia Objectives The overall objective of the proposed project by the Danish Refugee Council (DRC) is to provide humanitarian assistance to refugees in Gambella affected by the conflict in South Sudan and services for the population of those target communities is improved. In this project, DRC proposes to meet the humanitarian needs of the growing refugee population through water, sanitation and hygiene (WASH) and through implementation of transitional shelters. As the refugee situation moves into its second year and with no immediate improvement in sight of the situation in South Sudan, the need to look beyond the first phase emergency interventions is necessary. Thus the proposed project will continue to provide lifesaving water supply until permanent structures are in place, but at the same time establishing solutions for the refugees, in term of shelter and WASH, that will enable them to focus on other needs in what may become a protracted displacement situation, such as moving towards becoming self-reliant. 6 Objectives Emergency Response to mass refugee influx to Gambella: Improved access to WASH, Shelter, livelihood and protection services in Gambella The overall objective of the current emergency response project is to provide humanitarian assistance to refugees in Gambella affected by the conflict in South Sudan. DRC proposes a comprehensive strategy to meet the emergency and humanitarian needs of the refugee population through water sanitation and hygiene (WASH), shelter, livelihood and protection programming. Specific activities include: water provision, sanitation solutions, grinding mill construction, shelter construction, establishment and facilitation of child protection committees, vocational and life skill training for refugee youth and capacity building activities. DRC has extensive experience and necessary facilities in the project location to manage these activities and its approach builds on from its long years of experience working in assisting refugees in Ethiopia, across the Horn of Africa and globally. Accountability Improvement plan i) DRC is targeting 500 households of the hosting communities surrounding Bur Amino camp as direct beneficiaries by enabling them irrigate 250 ha of land while the refugees in the camp to benefit indirectly from on-farm labour intensive works. 7 -Raising awareness of the beneficiaries in the camps about their right to a voice through Focus Group Discussions, dissemination of info material and posters in order to secure that beneficiaries have information about their rights Staff competencies -An introduction to HAP and accountability will be part of the standard induction of new staff. -On going training of staff and partners in HAP, e.g. Complaints Mechanisms Information-sharing Complete reports/updates for various projects and share with team, RO, HQ -Ensuring reporting lines to representatives of beneficiaries apart from donor and monitoring agencies -Work on visibility boards and posters that vividly describe the work of DRC -Producing brochures (that will be translated into local languages) that describe the mission, work and values of DRC -Producing relevant information and documents in French language for the Djibouti context Participation -Organizing HAP training sessions -Introducing the complaints and feedback mechanisms to throughout DRC Ethiopia and Djibouti Handling Complaints Continual improvement -Prepare and institute a complaints mechanism in each project site through different channels in order to fit the specific context. (In Gambella DRC will prepare mechanisms that include the aspect of illiteracy. -Include procedures for community consultation in Dolo Ado and in Gambella emergency response. -Conduct baseline and endline surveys on a regular/systematic basis -Conduct staff meetings in order for DRC managers and employees to share knowledge, experience to make sure that all parts of the organization learns from the feedback from that is received Page 7 of 7
