1 National Symposium Individual Care Planning: Enabling the Paradigm Shift to Recovery Focused Care - Lessons from the National Mental Health Services Collaborative Speaker Biographies Dr Ian Daly National Clinical Led in Mental Health, Health Service Executive Ian Daly is Executive Clinical Director of the Dublin South Central Mental Health Service, encompassing the HSE catchment areas served by St James and Tallaght Hospitals, and currently holds the post of National Clinical Lead in Mental Health. He qualified in Trinity College Dublin, has a Masters degree in Health Care Management from Harvard University and is a member of the College of Psychiatry of Ireland. His professional interests include the development of effective models of service delivery and he was part of the team that initiated outreach and home-based care for acute psychiatric conditions in Ireland. Professor Aidan Halligan MA, MD, FRCOG, FFPHM, MRCPI, Director of Education, University College Hospital London A graduate of Trinity College Dublin, Aidan Halligan was appointed Professor of Fetal-Maternal Medicine at the University of Leicester and Head of Obstetric Services at Leicester Royal Infirmary in In 1999, he was invited to become the first Director of Clinical Governance for the UK National Health Service and formed the Leicester-based NHS Clinical Governance Support Team to translate the vision of clinical governance into a nationwide reality. From January 2003 until October 2005, he served in the UK Department of Health as Deputy Chief Medical Officer for England, with responsibility for issues of clinical governance, patient safety and quality of care across the NHS in England. In that role, he was joint Senior Responsible Officer for the National Programme for IT and the senior director sponsor of the Healthcare Commission, National Patient Safety Agency and National Institute for Clinical Excellence. In March 2007, Professor Halligan was appointed as Director of Education at University College London Hospitals, and in May 2008, as Chief of Safety at Brighton and Sussex University Hospitals. 1
2 Professor Steve Onyett Visiting Professor & Director, Senior Development Consultant Steve heads Onyett Entero ( is an associate of Bristol Business School, and holds visiting professor roles at two universities. He has a strong profile in supporting the development of effective teams, leadership capacity in systems, and an ability to thrive in complex changing environments. His reputation is founded on successful local development work, innovative programme design and delivery, national research on teamwork, two successful books, wide ranging publications, and experience as a qualified coach in a variety of settings. His passions have taken him from heading clinical psychology services into a variety of roles concerned with service improvement, well-being and research in a variety of fields. Having trained with international experts in Appreciative Inquiry and Solution Focused approaches to development, he now specialises in effective, strengths-based approaches to development that effectively align head, heart and hand in pursuit of a better future through integration at personal, team and systems levels. Dr Michael Byrne, Principal Psychology Manager, Health Service Executive West In his role as a Principal Psychology Manager in the HSE West, Michael manages services for various care populations across the life span, while his clinical strengths lie in primary and secondary care for adults with mental health presentations. He has a strong profile in conducting mental health-related (including how mental health teams function) and other research (see policy formulation and implementation. He previously coauthored the Mental Health Commission s (2010) Teamwork within Mental Health Services in Ireland resource paper, and he currently is a member of both the national Vision for Change Implementation Group and the National Mental Health Clinical Programme Working Group. Professor Agnes Higgins, RPN; RGN; RNT; BNS; MSc: PhD, Associate Professor/Head of School of Nursing & Midwifery, Trinity College Dublin Agnes is a psychiatric and general nurse who has worked in the area of mental health, palliative care and general nursing mental health for over twenty five years. She is Professor of Mental Health Nursing and Head of the School of Nursing and Midwifery Trinity College, Dublin. Her research interests are in the area of recovery and mental health and sexualities and health. She has completed and published a number of research studies in the area of recovery, including an evaluation of WRAP education programme, which was developed and delivered by the IMHREC. She is the author of A Recovery Approach within the Irish Mental Health Services: A Framework for Development, published by the Mental Health Commission in She is currently involved in a number of funded research projects on behalf of the Health Research Board, and the Gay, Lesbian, Equality Network. She has over one hundred publications including peer reviewed papers, book chapters and conference proceedings 2
3 Mr Mike Watts BA M.Psych Sc. (Psychotherapy) current PhD student, National Programme Co-Ordinator, GROW Mike and his wife Fran became members of GROW in They had both received diagnoses of enduring forms of mental illness including pathological shyness, schizophrenia, schizoaffective disorder and bipolar disorder. Both have recovered. Mike has worked for GROW since 1983, first as a fieldworker then as National Program Co-Ordinator. He was editor of GROWing for 14 years and also editor of two volumes of recovery stories entitled Soul Survivors. He has had articles published in various professional journals and spoken at many mental health conferences. He was a service user representative on the Mental Health Commission from , and has been part of advisory committees for NSEF and Amnesty International. He is currently completing a PhD into Recovery from mental illness which represents recovery as a re-enchantment with life a view which challenges the medical model. Mike conducts recovery workshops for mental health professionals in Trinity, DCU and UL. Ms Tracy Griffiths, Care Co-Ordinator, West Cork Mental Health Services, Health Service Executive South Tracy has been working as a mental health nurse and nurse manager for 20 years, firstly in acute mental health in a London NHS Trust and since 2004 in West Cork Mental Health Services in Bantry, Co. Cork. She has studied at Masters Level in Psychodynamic Practice for Health Workers and currently in Integrative Psychotherapy. In 2006, she started a new job as Team Co-ordinator with WCMHS, a new role within the Community Mental Health Team and one which was recommended by The Vision for Change (2006) document for mental health reform in Ireland. Her role includes coordinating the multidisciplinary team meetings where all referrals are discussed and triaged, coordinating community team activity, liaising with GP s in the West Cork area and carrying a small clinical caseload. This year, she is also part of the team training in Dialectical Behaviour Therapy in West Cork. She works as part of a recovery orientated team whose philosophy is to collaborate with service users, carers and community to create a more meaningful experience for those in mental distress. 3
4 Mr Michael Bambrick, Director of Nursing, West Cork Mental Health Services, HSE South Michael has held senior nurse management positions as Director of Nursing and Assistant Director of Nursing in adult, forensic, child and adolescent mental health services. He is a former member of the Expert Advisory Group, Mental Health HSE, and Expert Advisory Sub Group to Vision for Change, former secretary of Mental Health Nurse Managers Ireland and holds a Masters in Business Administration (MBA) in Health Services Management, UCD Smurfit Graduate Business School. He is a current steering group member on the National Mental Health Services Collaborative and DCU Cooperative Leadership programme Mr Steve Douglas, Nurse Practice Development Co-Ordinator, St Patrick s University Hospital Steve Douglas is the Nurse Practice Development Coordinator for St Patrick s University Hospital, an independent not for profit mental health care provider in Ireland. Since taking up his current post in 2008, Steve has chaired a number of multidisciplinary working groups within St Patrick s to implement improvements to service user centered care planning and the introduction of a key working system in January He was also the National Mental Health Services Collaborative site coordinator for St Patrick s. Steve qualified as a registered general nurse in the north east of England in 1991, before moving into mental health nursing in 1996 and completing his masters in mental health nursing in Sydney University, whilst living in Australia. He became very familiar with a multidisciplinary team approach to care planning in Australia where he worked both in acute units and community crisis teams. Since joining St Patrick s in 2001 initially in a clinical role, Steve has observed service user centered multidisciplinary team working develop and flourish. Dr Fionnuala O Loughlin, Assistant Inspector, Mental Health Commission Fionnuala O Loughlin is a consultant psychiatrist and a graduate of UCD. She trained in the St. Patrick s University Hospital training scheme following which, she held the post of consultant psychiatrist in the Defence Forces. She subsequently worked in St Patrick s University Hospital, and St. James s Hospital, Dublin. 4
5 Ms Orla O Neill, Assistant Inspector, Mental Health Commission Orla O Neill is an occupational therapist who has worked in general adult, adolescent and forensic mental health and has direct experience of MDT ICP process in a variety of settings. She was a lecturer in the Discipline of Occupational Therapy in TCD and also contributed to the mental health component of the post graduate diploma in Disability Studies. She has been involved in educating the public on mental health issues by providing extra mural courses in UCD, through radio and television series and associated publications. Dr Ian Callanan, Group Clinical Audit Facilitator, St Vincent s Healthcare Ian Callanan is the Group Clinical Audit Facilitator for St Vincent s Healthcare (The University Hospital, St Vincent s Private Hospital and St Michaels Hospital) and has completed a secondment to the HSE as National Lead for Clinical Audit. He has worked in a variety of administration roles (Patient Services, Bed Management, Strategy and Medical Manpower) since leaving clinical practice. His experience as a surgeon, as a manager and now as a facilitator allows him the opportunity to see healthcare from all sides. In his spare time, he is an associate editor of the International Journal of Healthcare Quality Assurance and teaches in a number of universities. A member of the board of HIQA since its inception until 2010, and the board of the European Society of Quality in Healthcare, he is a member of the Competence Assurance Committee of the Medical Council and a former member of the National Clinical Effectiveness Committee of the Department of Health. He is passionate about patient safety and patient involvement and looks forward to the day that hospitals resemble hotels more than prisons and extra-hospital care is acknowledged for its pivotal role in healthcare delivery. Mr James Fitton, Director, Mental Health Strategies Prior to joining Mental Health Strategies, James Fitton spent 14 years in the English National Health Service, managing a wide range of mental health and learning disability services in urban and rural areas of the North West of England. For the past 12 years he has led and contributed to research and strategic projects within mental health services throughout England and beyond, working with national and government bodies, statutory and independent providers and the voluntary sector. Throughout, he has taken a particular interest in evidence-based practice, both in clinical services, and in their organisation and management. James has also served as a Director of the National Institute for Mental Health in England and as a trustee of several charities and social enterprises. 5
