1 PAAL Flag Football Rules This is an instructional league where fundamentals, good sportsmanship and team play are taught. Wins and losses are not recorded, nor is there an end of season tournament. Players share equal playing time and should experience a wide variety of positions. 1- Coin toss determines first possession. 2- The offense team takes possession of the ball at its 10yd line and has three (3) plays to cross midfield, once a team crosses midfield, it has three (3) plays to score a touchdown. If the offense fails to score, the ball changes possession and the new offensive team takes over at its 10yd line. 3- All possession changes except interceptions start on the offensive 10 yd line 4- Teams change ends of field at halftime, (first 20 minutes), possession is given to the team who did not get the ball at the start of the game. 5- Teams must field at least 5 five players at all times. 6- Teams will consist of 10 ten players. ( 5 on the field and 5 substitutes) 7- Games are played to 40 minutes running time. Clock does not count during half time. 8- Each team has 30 seconds to snap the ball. 9- The clock is kept by the coaches on the field. Any penalties will be called by the coaches. 10- Each team is allowed one coach on the field during play. 11- Touchdowns 6 points, extra points 1 played from the 5yd line or 2 from the 10 yd line. Safety is 2 points. 12- The quarterback cannot run with the ball. Only direct handoffs behind the line of scrimmage are permitted. Offense may use multiple handoffs. NO RUN ZONES are 3 yards from each end zones 13- The player that takes the handoff is the only player who can throw the ball, and must be behind the line of scrimmage.

2 14- Once the ball has been handed off all defensive players may rush. 15- Spinning is allowed, but players cannot leave their feet to avoid a defensive player. (NO DIVING) 16- The ball is placed where the ball carriers feet are when the flag was pulled, not where the ball is. 17- NO laterals or pitches of any kind are allowed. 18- All players are eligible to receive passes, ( including the quarterback if the ball is handed off behind the line of scrimmage). 19- A player must have one foot inbounds when making a reception. 20- Only one person may be in motion at a time. 21- Shovel passes are allowed. 22- The quarterback has a 7 seven second pass clock If a pass is not thrown in the 7 seconds the play is called dead, loss of down. Once the ball is handed off the 7 second rule is no longer in effect. 23- Interceptions change possession of the ball at the point of interception. 24- The ball must be snapped between the legs, not off to one side, to start play. Subs may enter on any dead ball. 25- Play is ruled dead when: ball carrier s flag is pulled; steps out of bounds; scores; at point of interception; knee hits the ground; or the carrier s flag falls out. 26- There are no fumbles, the ball is spotted where the ball hits the ground. 27- All players who rush the passer must be 7 seven yds from the line of scrimmage.

The Game will consist of four (4) 12 minute quarters (clock running). Five (5) minutes will be given for halftime. 2. Coin toss determines first possession. 3. The coin toss winner will have the offense for the 1 st and 3 rd quarters. They will play defense the entire 2 nd and 4 th quarters 4. Offensive team takes possession on the 40 yd line 5. The offense has three (3) plays to advance 10 yards. The offense must start back at the 40 yd line if they do not make a first down in the three (3) plays. 6. The offense may go for a 4 th down if they are within five (5) yards of the goal line. 7. Fumbles and interceptions recovered by the defense may be run back as in a real game, then the offensive team will take over on the 40 yard line. Participants 1. 8 players on the field for Offense and Defense. 2. All players must play half of each quarter. 3. All players must wear a complete game uniform consisting of helmet, shoulder pads, mouthpiece, 7 pads (2 hip pads, two knee pads, two thigh pads and one tail bone pad). Players will not be allowed to play unless all of the above equipment is worn properly. 4. Football cleats are recommended but not necessary. Cleats must be plastic or rubber. 5. Players weighing 71 pounds or more will be designated with a black stripe down the middle of their helmet and will not be allowed to run with the ball. They may recover a fumble or intercept a pass, but must fall down immediately. More on back of this page

4 Scoring 1. Touchdown: 6 points 2. Extra points: ball on the 10 yard line for a run, 2 points. Ball on the 5 yard line for a pass, 1 point. 3. No defensive scores will count. 4. No official score will be kept. But let the kids know how the scoring system works. Miscellaneous 1. Defense must start one (1) yard off the ball from the line of scrimmage. 2. Blockers may use their hands, but must not hold. 3. No play clock for offense. Quicker to run plays equals more scoring opportunities. 4. Minimum of four (4) offensive linemen required on the line of scrimmage, in the down position in either a 3 or 4 point stance. 5. Minor penalties will be 5 yards. 6. Major penalties will be 10 yards. ( Face masking, tripping, unnecessary roughness, etc) 7. Defensive players must line up head to head. No gaps. 8. The defense will play a (no corners allowed, only one safety). Linebackers must be 5 yards off of the ball.

5 Junior and Senior Rules Defense: The 4-3 defense is the only defense that is allowed in this league. The 4 lineman must line up as follows: Tackles: Must line head up on the offensive guards (they can shoot either gap) Defensive Ends: Must line up on the head OR OUTSIDE shoulder of the last down lineman which will be the offensive tackle or tight end (they can shoot the inside gap or rush the outside shoulder) 3 Linebackers: 3 yards off the line of scrimmage. Middle linebacker (MIKE) is straight across from the center. Weak and Strong linebackers (WILL AND SAM) must line up within the box. Linebackers can blitz on the snap but cannot be closer than 3 yards as of the snap of the ball. 2 Corners: Can play bump and run coverage if there is a wide receiver. Can play man or zone coverage. If there is no wide receiver they can be NO CLOSER than 5 yards from the defensive end and 3 yards from the line of scrimmage. 2 Safety s: 8 yards off the line of scrimmage. Be between the hash marks unless there is a slot receiver. If there is a slot receiver then they can play bump and run or zone coverage. If there is no receiver, the safety can walk down, provided they meet the above guidelines. Offense: You must have 3 backs within the tackles. One of the backs is the quarterback. You can run I, power I, wishbone, stacked, etc., as long as there is a minimum of 1 QB and 2 RB s within the tackles. Shotgun is allowed. Offensive Line: Standard formations with no more than 2 foot splits Formations: We can have a tight end and flanker to one side and a split end or tight end to the other side. Or, we could have a split end and have a flanker move over and become a slot receiver. Keep in mind, the offensive tackle cannot be the last guy on the line of scrimmage and if you have a tight end the flanker must be 1 yard off the line of scrimmage. You could choose to move the flanker to a wing back or power I back as well. The backfield can be power I, wishbone, split backs, stacked, etc. as long as you have 3 backs within the tackles. NOTE: the tight end must be on the line of scrimmage. JUNIORS: NO MOTION OR SHIFTS ALLOWED BY THE WIDE RECEIVERS. HOWEVER, THE BACKS CAN SHIFT. FOR EXAMPLE FROM I FORMATION TO SPLIT BACKS BUT NO MOTION IS ALLOWED OUT OF THE BACKFIELD! SENIORS: ALLOWED TO GO IN MOTION ON OFFENSE BUT MUST REMEMBER TO HAVE 3 BACKS (WHICH INCLUDES QB) WITHIN THE TACKLES AT THE SNAP.
