1 -1- FOOTBALL Last update June 12, OFFICIAL RULE BOOK The rules shall be those published by the CIS. 2. SCHEDULING CISAA Football will be played at the Senior and Junior levels. Athletic Directors will be responsible for scheduling the Senior and Junior team league and exhibition games at the annual meetings. Any changes made to the schedule must be approved by both teams involved. There will be a moratorium on all football functions (fitness testing, classroom work, playbooks and player only workouts) for the period beginning three weeks prior to the Saturday of the Labour Day weekend. Any school playing an exhibition game prior to the scheduled start of official training camps on the Saturday of the Labour Day long weekend, must forego all football related training (on field practices of any kind, film sessions etc) until the Monday following Labour Day Monday. 3. OFFICIALS At least four (4) outside officials will be appointed to referee all games at the Senior Level. Junior teams should have three, but not fewer than two officials. The TIMEKEEPER for playoff games should be an experienced adult. For other games, boys are satisfactory as long as they have been well briefed. It is recommended that for all games, that the host school, hire officials to run the game clock, chains and down box. This is mandatory for all play-off games, depending on the availability of officials. A visible clock must be used for all league and playoff games at the Senior level. The home team must have a qualified therapist dedicated to cover each game. This person is responsible for the care of both teams unless the visiting team has its own person available. 4. LENGTH OF GAME All games will be 15 minute quarters at the first team level. The last 3 minutes of each half will be stop time. Junior games will be 12 minute quarters in all regular and playoff game

2 -2-5. SCORING For the Senior games, a SCOREKEEPER should be appointed for those schools with scoreboards. This person should check with the Home Team Bench to keep the scoreboard accurate. 6. ELIGIBILITY See Constitution Guidelines Article XIII, XIV and XV 7. UNIFORMS If two teams have similar uniform colours, the home team is responsible for making a change. Also, Senior Football teams will follow the eligible numbers system for football uniforms. Junior will try (not mandatory) to follow the eligible numbers system for football players uniforms. 8. EQUIPMENT : For all age groups 1. Mouthguards are mandatory. 2. Moulded sole cleats are recommended and shoes must follow the Ontario Football Rule Book. 3. The CISAA will use the same ball as the OUAA and/or CFL. 4. If a visor is being worn, it must be clear only, no tint or colour is allowed. 9. PLAYOFFS and LEAGUE STANDINGS Playoff formats will be determined by the Athletic Directors at the annual scheduling meeting. Location of playoff games will be determined as follows: -the 4 th place team will play at the home of the 1 st place team -the 3 rd place team will play at the home of the 2 nd place team -the winners of the two semi-final games will then play at the home of the team with the higher regular season standing All semi-final and championship games Senior and Junior leagues will begin at 1:00 pm to allow for adequate daylight. When calculating league standings, the following procedure will be used: a. Format and criteria i. point total from win/loss/tie record in league play: 2 points for a win, 1 point for a tie, 0 points for a loss. ii. if still tied, result of head to head competition between tied teams

3 -3- iii. if still tied, point differential in head to head competition between tied teams iv. if still tied, fewest points against in head to head competition between tied teams v. if still tied, point differential using all league games in that season vi. if still tied, fewest points against in all league games in that season b. Process i. In the event that two or more teams are tied and the process is able to successfully rank the teams and no ties now exist, this ranking will be used to seed the teams. ii. If the process is only able to reduce the number of tied teams by one or more and a tie still exists; * the teams that are no longer tied will assume their new ranking * the process involving only the remaining tied teams shall commence again from the beginning with a. i. c. The maximum point differential in any single game will be 20 points. d. Forfeitures: see Constitution Article XV, section TIE BREAKING FORMATS In the event of a tie at the end of four quarters of play at the Senior and Junior levels for regular season and playoffs, the teams will play the overtime format as prescribed in the Football Ontario Rule Book-Rule 1, Section 2 Article 6: a) Immediately after the conclusion of the fourth quarter, officials will instruct both teams to retire to their respective team areas. The officials will assemble at centre field and review the tie breaking procedure. b) The officials will escort captains to the centre of the field for the coin toss. The winner of the toss shall choose one of the following options: i. Offense or defense, with the offense at the opponents 35 yard line to start the first series. ii. Which end of the field shall be used for both series of that overtime period. c) The loser of the toss shall exercise the remaining option for the first extra period and shall have the first choice of the two options for subsequent even-numbered extra periods. d) Extra periods: An extra period shall consist of two series with Team A and Team B each putting the ball in play by a snap on or between the hash marks of the 35 yard line; which becomes the opponents 35 yard line. The snap shall be from midway between the hash marks on the 35 yard line, unless a different position on or between the hash marks is selected before the ready for play. e) Team Series: Each team retains the ball during a series until it scores or fails to make a first down. The ball remains alive after a change of team possession until

4 -4- it is declared dead. However, Team A may not have a first and 10, if it again possesses the ball after a change of team possession. f) Scoring: The team scoring the greater number of points during the regulation and extra periods shall be declared the winner. There shall be an equal number of series, as defined in (e) above, in each extra period, except if Team B scores during a period other than on the try for extra point(s). Example: On the first possession of a period Team A scores a touchdown. If the score is still tied after three extra series having been played by each team, any subsequent touchdown must be followed by a two-point conversion. g) There shall be no team time-outs during overtime play. 11. ADDITIONAL PLAYING RULES (a) The Senior Football champions are allowed to play in the OFSAA Football Festival when invited. If the team declines, then the runner up of the Senior CISAA Football championship will be the CISAA representative. (b) (c) (d) In all regular season and playoff games for Junior and Senior Football, opening possession will be determined by a coin toss. In Senior and Junior leagues, the following penalty system will be used in the case of a defaulted game: - the defaulted game will be recorded as a 0-20 loss for the defaulting team - the defaulted game will be recorded as a 20-0 win for the opposing team and the opposing team receives 2 points in the calculation of league standings On special teams where applicable the snapper is not to be contacted while in a down and vulnerable position. 12. CONVENOR RESPONSIBILITIES See the CISAA Constitution, Convenor s Responsibilities, Appendix SPORTSMANSHIP & CONDUCT See CISAA Constitution, Article XIX, Discipline 14 COACHES RESPONSIBILITIES & HOST SCHOOL Eligibility Rosters must be sent in for all Senior Div 1 OFSSA bound teams to the convenor before the first C.I.S.A.A. league game. The roster must contain names and numbers of players on the team. The rosters will then be used at each regular season and playoff game by the scorekeeper to record the scoring by players involved. All teams in Senior and Junior will use the CISAA Game sheet in order to record the scoring and players involved so that complete results can be sent to the newspaper. Senior League: Sharing Game Film Home team coach must post all game film including exhibition games, on-line on the game-film share platform (HUDL.COM) no later than 6:00 pm the day following the game. This applies to all home team playoff game postings as well.

5 SAFETY The host school is responsible for providing medical care for all games. This person must be qualified to deal with athletic injuries and be prepared to handle emergency situations. 16. AWARDS CISAA plaques or trophies at all levels of play will be awarded to the champion at each level. Individuals on the championship and finalist teams for Senior and Junior will receive CISAA gold and silver medals. The Senior football trophy is the Hargraft-Griffiths trophy. 17. SAFETY GUIDELINES Higher Risk Activity Equipment A fully stocked first aid kit must be readily accessible. A working communication device (e.g., cell phone) must be accessible. Determine that all equipment is safe for use. Helmets must bear a clearly legible and legal NOCSAE warning sticker, in order to prove that the helmet meets the NOCSAE safety standard. Football helmets and shoulder pads must be inspected annually and reconditioned as determined by an accredited equipment re-conditioner. Football helmets are to be recertified by an accredited equipment re-conditioner after three years of use. For helmets that have air, bladder inflation devices must be accessible on-site. ALL football helmets must be replaced after 10 years from date of manufacture. For students who request to supply their own football helmet, coach is to check that the helmet meets the following NOCSAE reconditioning and recertification standards: a recertification statement and label on the inside of the helmet with the: name of the recertifying company date of recertification within the last three years. Parents must be informed of the importance of an annual equipment inspection by an accredited equipment re-conditioner For all contact situations, the minimum protective equipment that must be worn includes: full fit interior mouth guard properly fitted helmet shoulder pads

6 -6- hip-tailbone pads thigh pads knee protection Full padding in good condition on blocking sled must be free of exposed rips or tears. Use footballs appropriate to the size and ability of group (e.g., smaller football or foam ball). Goalposts must be padded if in field of play. Padding must be 1.8m (6 ) high. All shields (visors) must be clear. Coloured or tinted visors must not be worn unless medical certification by an ophthalmologist is presented. Clothing/Footwear Appropriate clothing and footwear must be worn. Suitable footwear that satisfies football regulations and that is properly maintained. No jewelry. Clothing in practices and games must be suitable for weather conditions. Facilities Playing surface and surrounding area must be free of all obstacles and must provide sufficient traction. Determine that all facilities are safe for use. Playing area must be inspected regularly, free from debris and obstructions and well removed from traffic areas. Holes and severely uneven surfaces must be brought to the attention of the coaches, convenor, students and officials, as well as the principal. Boundary lines must be clearly visible. Lime must not be used to line the field. Spectator stands and player benches must be well removed from playing field. Perimeter of field must be marked (e.g., collapsible flags or soft pylons). Special Rules/Instructions Skills must be taught in proper progression. Games must be based on skills that are taught. Parents/guardians must be made aware of any off-campus activity and the means of transportation used. A student athlete s fitness level must be commensurate with the level of competition. Student athletes must receive instruction on how to adjust and maintain equipment properly, prior to wearing football gear A member of the coaching staff must supervise the issuing and proper fitting of equipment. Down-box personnel must be trained in safe use of equipment.

7 -7- Practice equipment, such as blocking sleds and bags, must be kept at a safe distance from practicing players when not in use. Training must include flexibility, strength and cardiovascular enhancing activities. Each athlete must have actively participated in at least eight days of practices before playing in first game. Coaches need to assess heat, humidity and physical condition of athletes when planning practices. There must be a minimum of 72 hours between athlete participation in any regulation football games (e.g., between club competition and interschool competition, or between interschool competitions). Any player with a playing cast must provide a doctor s note or parent s signed permission, indicating it is safe for him/her to play. Any knee braces or casts must be approved by the official prior to the commencement of the game. Any exposed orthopaedic apparatus must be soft or padded. Safe blocking and tackling techniques (e.g., head-up tackling) must be taught and reinforced throughout the season. No head blocking or spear tackling techniques must be taught. Before involving athletes in outdoor activity, coaches must take into consideration: environmental conditions (temperature, weather, air quality, humidity, UV rays, insects) accessibility to adequate liquid replacement (personal water bottles, water fountains) and athlete hydration before, during and after physical activity previous training and fitness level length of time and intensity of physical activity Athletes must be made aware of ways to protect themselves from environmental conditions (e.g. use of hats, sunscreen, sunglasses, personal water bottles, insect repellent, appropriate clothing) Athletes must receive instruction on safety procedures related to severe weather conditions (e.g., lightning, funnel clouds, severe winds, tornadoes). Be aware of student athletes whose medical condition (e.g., asthma, anaphylaxis, casts, orthopaedic device) may affect participation. Interschool competitions must follow the regulations and rules of the local governing body (CISAA, OFSAA) and/or Provincial Sport Organization for the activity. 8 -8- Supervision Constant visual supervision during initial practice of contact skills. Subsequently, on-site supervision is required. Coaching staff must approve any exchange of equipment among players. Head coach must demonstrate knowledge of game, skills and strategies to principal or designate. Coaching qualifications for any higher risk sport must be derived from at least one of the following: NCCP Competition Introduction Trained/Certified This includes: o Sport specific NCCP multi sport Part A B o Coaches that have completed level 1 or 2 certification in the past. Attendance at a clinic or workshop, provided by an instructor who is knowledgeable of the activity and where safety is addressed, within the last three years. Past experience (within the last 10 years) as a player or coach in that sport. An individual who takes responsibility for providing first aid to injured players must be present during the entire practice/competition. When issuing equipment, all gear must be fitted properly. Individual distributing equipment to athletes must have knowledge of fitting equipment properly.
