2 EU policy on waste Waste Framework Directive (2008/98/EC): has to be implemented in national legislation by December Landfill directive (1999/31/EC): the EU obliges member states to reduce the amount of municipal solid waste in landfill by 65% by 2016 compared to 1995 levels.

4 EU waste policy -targets Waste prevention programmes by the end of 2013; By 2020 re-use and recycling of waste shall be increased % (depends on waste) by weight; Special separate treatment of biowaste. The costs of waste management shall be borne by the original waste producer or by the current or previous waste holders.

6 The major management problems typical to waste sector: Unreliable and imprecise waste accounting; Poor quality of secondary raw material collected; Lack of clear sources and mechanisms for collection of secondary raw materials; Responsibility of producers is not enforced; Poorly informed and uninvolved public.

7 The priority goals: To develop an efficient waste management system that could meet the needs of public, ensure good quality of environmental protection and cause no violations on the market economy; To implement EU requirements in waste sector.

8 Waste generation in Lithuania (2008) 5,7 mln tons of waste; 1,1 mln tons of household waste; (334 kg/person per year); 90% municipal waste are landfilled.

11 National waste legislation Environmental Protection Law, passed by the Parliament in 1992 and amended in Waste Management Law was adopted by the Parliament in National Strategic Waste Management Plan, 2002, Regulation on Landfill Construction, Operation, Closure and Aftercare, 2000 Other legal acts. National legal acts corresponds EU waste legislation.

16 Municipal waste management Waste management service have to accord with these principles: UNIVERSALITY (service has to be provide for all inhabitants) QUALITY ACCESSIBILITY (service have to be affordable) SUCCESSION (service have to be provide permanently, constantly)

17 Municipal waste management system Municipal waste management is conducted by the municipal waste management rules approved by the municipal Council. These rules regulate rights and duties of system actors and set the conditions of municipal waste provision. Waste management is financed under the principle polluter pays. Municipal Councils approve municipal waste management service fee (rate or charge). Supervision and Control of waste management systems.

18 Municipal waste management Municipalities have to create conditions for separate collection of these waste: Secondary raw materials (paper and cardboard, glass, plastic, metal, packaging waste); Electrical and electronic equipment waste; Hazardous waste; Biodegradable waste; Used tires waste; Bulky waste (furniture and etc.); Construction and demolition waste; Waste remaining after sorting.

19 Municipal waste management system Municipalities have: To create biodegradable waste system; To establish capacities of sewage sludge management (2013); To collect and recycle or otherwise use at least 50% of municipal waste; Set the sites for bulky waste; To organize environmental education programmes.

20 Municipal waste management system 95% of Lithuanian municipalities have waste management plans (2009) 87.22% inhabitants received waste management service 85.3% of municipal waste are collected by the containers, 7.4% - mean of circuit, 0.9% - in the bulky waste sites. Over 6% of waste are collected in the supplemented systems.

21 Municipal waste management system At the beginning of the year 2009 were operated 40 bulky waste collection sites in 28 municipalities and 144 waste reception points. At the beginning of the year 2009 municipal waste collection services were provided by 104 companies.
