3 EXECUTIVE SUMMARY The South East Waste Management Region comprises of Carlow, Kilkenny, South Tipperary, Waterford, Wexford County Councils and Waterford City Council. The Joint Waste Management Plan for the South East Region was made in June Under the transposing regulations (S.I. 126 of 2011) of the Waste Framework Directive (WFD) (2008/98/EC) there is a requirement to evaluate existing waste management plans by 31 December 2012 and consequent to such an evaluation, to determine if the plan requires varying, reviewing or replacing. In 2011, the Department of the Environment, Community and Local Government (DECLG) established a National Coordination Committee (NCC) to assist local authorities and the wider waste regions with the evaluation process. Nominees from each Waste Management Region, in addition to representatives from the Environmental Protection Agency (EPA) and the DECLG are represented on the NCC. A technical support working document has been prepared through the work of the NCC to provide guidance in respect of the evaluation process. This evaluation of the Joint Waste Management Plan for the South East Region 2006 has been carried out having regard to the Evaluation of Regional Waste Plans Technical Support Working Document, DECLG, 2012, the WFD and the new national waste policy document published in July 2012 by the DECLG called A Resource Opportunity Waste Management Policy in Ireland. Of all the legislative changes that have occurred since the Plan was made, the implementation of the WFD and its transposition into Irish law has had the most significant impact on waste management plans. The WFD made it mandatory for member states to implement a five step waste hierarchy and obliges Member States to move towards self-sufficiency. A Resource Opportunity Waste Management Policy in Ireland, stated that all waste management plans will ensure compliance with the proximity and self sufficiency principles. The objective of this policy is to increase recycling, promote resource efficiency and eliminate Ireland s over reliance on landfill. The policy document promotes a shared services approach. Changes to the Waste Hierarchy Before the WFD, Ireland had a six step waste hierarchy in its national policy. The WFD has mandated a five step waste hierarchy. Proximity Principle The application of the proximity principle does not entail interpreting administrative waste management planning boundaries in such a manner as to inhibit the development of waste infrastructure which will support the attainment of national waste management policy objectives through the rational development and use of such infrastructure. Shared Services A Resource Opportunity Waste Management Policy in Ireland, 2012, proposed a shared service approach to planning of waste management in order to achieve more efficient outcomes under a new regional waste management planning configuration. It is currently expected that the existing ten waste management planning regions will reduce to no more than three. The evaluation of each of the existing ten waste management plans will be carried out to ensure compliance with the WFD by 31 December These plans will remain applicable until new plans have been put in place at the start of Recommendation Following the examination and evaluation of the changes to the waste hierarchy, the self-sufficiency and proximity principles and the new shared services approach to waste management planning, it is recommended that the Joint Waste Management Plan for the South East Region 2006 be replaced. 7 Section 1 1 INTRODUCTION South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region The South East Waste Management Region comprises of Carlow, Kilkenny, South Tipperary, Waterford, Wexford County Councils and Waterford City Council. The Joint Waste Management Plan for the South East Region was made in June The South East Waste Management Region covers an area of 9,405 km 2. In accordance with the 2011 Census the total population of the Region is 497,578 persons and the total number of occupied houses is 180,196. Across the region the population and occupied houses distribution is given in Table 1.1. The increase in population since the 2006 census is 7.97%. In 2010, 168,802 tonnes of household waste was managed. 431,359 tonnes of commercial and industrial waste was collected. Since the adoption of the Plan, the M9 motorway from Carlow to Waterford has been completed as was the M8 motorway from Culahill to Mitchelstown. A section of the M11 Gorey bypass was completed. Holmestown Landfill at the Integrated Waste Management Facility (IWMF) in County Wexford commenced waste acceptance in The landfill facility in IWMF has temporarily ceased waste acceptance for budgetary reasons in For a complete list of infrastructural developments that have taken place since 2006, please refer to the County Development Plans and the Regional Planning Guidelines. The implementation of the Joint Waste Management Plan for the South East Region is coordinated by an operational committee with each Local Authority having representatives on the committee. The evaluation of the Joint Waste Management Plan for the South East Region is prepared having regard to the Evaluation of Regional Waste Plan Technical Support Working Document prepared by the Department of the Environment, Community and Local Government (DoECLG). This evaluation report is up to date as of November Reasons for Evaluating the Plan It is a requirement of the Directive on Waste 2008/98/EC, commonly referred to as the Waste Framework Directive, that all waste management plans are evaluated to determine how the plans will support the implementation of the objectives and provisions of Directive. The Directive was transposed into Irish law with the passing of the European Communities (Waste Directive) Regulations The deadline for completion of evaluations is the 31 st December It is a requirement of the Waste Framework Directive (2008/98/EC)(WFD) that all waste management plans are evaluated. The WFD was transposed into Irish law with the adoption of the European Communities (Waste Directive) Regulations, S.I. No. 126 of J:/2012/LW12/024/04/Reports/Rpt002-1.doc Page 1 of 58

8 Section 1 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region Article 28 of the Directive requires Member States to include an evaluation of how the plan will support the implementation of the objectives and provisions of this Directive as part of the waste management plan process. Section (22) (2) (d) of the Act requires all evaluations of waste management plans to be completed by 31 st December The key provisions of the WFD that impact on waste management planning are the introduction of a five step waste hierarchy and the introduction of the self-sufficiency principle. Following the transposition of the European Communities (Waste Directive) Regulations into Irish law in 2011, the Department of Environment, Community and Local Government (DECLG) published A Resource Opportunity Waste Management Policy in Ireland in This is the first and only national waste policy that has been published since the existing Plan was adopted. Some of the objectives in this new waste policy will directly impact on waste management planning in Ireland. The European Communities (Waste Directive) Regulations and A Resource Opportunity Waste Management Policy in Ireland together mean that there are three topics for discussion; the new waste hierarchy, the self-sufficiency and proximity principles and the changes to the waste management planning regions in Ireland referred to as shared services The New Mandatory Waste Hierarchy The WFD, for the first time requires that member states include the waste hierarchy in national waste legislation. Before the WFD, there was no legislative requirement to abide to a waste hierarchy. There were slightly different interpretations of the waste hierarchy internationally. A six step waste hierarchy was included in the 1998 Irish national policy document, Changing Our Ways and the policy concept was strengthened in the two following policy documents, Preventing and Recycling Waste: Delivering Change (2002) and Taking Stock and Moving Forward (2004). The six steps were: Prevention, Minimisation, Reuse, Recycling, Energy Recovery and Disposal. The EU waste policy document, the 6 th Environmental Action Programme states that the EU s approach to waste management is based on 3 principles: 1. Waste Prevention 2. Recycling and Reuse (where recovery is included in the term recycling) 3. Improving Final Disposal and Monitoring The new waste hierarchy as laid down in the WFD is: Prevention; Preparing for reuse; Recycling; Other recovery, e.g. energy recovery; and Disposal. The differences between the old waste hierarchy and the new mandatory waste hierarchy are: A reduction from 6 to 5 steps, the introduction of a new concept preparing for reuse, removal of the individual steps of minimisation and reuse, these are now included in waste prevention; and a change from energy recovery to other recovery, e.g. energy recovery. 9 Section 1 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region Minimisation and reuse of products as a waste prevention practice is at the pinnacle of the waste hierarchy. Technically prevention is not a waste management measure because it pertains to substances or objects before they become waste. Second in priority is preparing for reuse, where products for which an owner has no further use are prepared for reuse by a new owner. The EU Waste Framework Directive (2008/98/EC) defines reuse and preparing for reuse. Reuse means any operation by which products or components that are not waste are used again for the same purpose for which they are conceived, and preparing for reuse means checking, cleaning or repairing recovery operations, by which products or components of products that have become waste are prepared so that they will be reused without any other pre-processing. The EU Commission published a draft document called, Guidance on the interpretation of key provisions of Directive 2008/98/EC on waste in It attributes the following meanings to the definitions of reuse and preparing for reuse. Reuse is a means of waste prevention; it is not a waste management measure. If a person is taking over a material directly from the current owner with the intention of reusing it either for the same or another purpose, this gives evidence that the material is not a waste. This may in certain cases even involve the necessity of performing some repair activities. The key difference between reuse and preparing for reuse is that in the former case the material or object has not become a waste, whereas in the case of preparing for reuse, the material in question has become waste in the meaning of the waste definition (EU Commission 2011) where waste is defined as any substance or object which the holder discards or intends or is required to discard. There is a new definition of recovery in the WFD, it is any operation the principal result of which is waste serving a useful purpose by replacing other materials which would otherwise have been used to fulfil a particular function, or waste being prepared to fulfil that function, in the plant or in the wider economy. It includes preparation for reuse and recycling so therefore other recovery is any operation meeting the above definition but failing to comply with the specific requirements for preparation for reuse or for recycling. Recycling is defined in the WFD as any recovery operation by which waste materials are reprocessed into products, materials or substances whether for the original or other purposes. It includes the reprocessing of organic material but does not include energy recovery and the reprocessing into materials that are to be used as fuels or for backfilling operations. The common idea behind recycling is that a material is processed in order to alter its physicochemical properties allowing it to be used again for the same or other applications. The EU Commission 2011 document states that composting is only defined as recycling if a product is created that meets the end-ofwaste criteria. If a product meeting approved standards is not produced, in the case of generation of a fertiliser or stabilisation of biowaste for landfilling, then the operation is defined as recovery Self-Sufficiency Principle The WFD introduced the self-sufficiency principle. A Resource Opportunity Waste Management Policy in Ireland, 2012 stated that all waste management plans will ensure compliance with the proximity and self sufficiency principles. Article 16 of the Waste Framework Directive (2008/98/EC) requires Member States to take appropriate measures, in cooperation with other Member States where this is necessary or advisable, to establish an integrated and adequate network of waste disposal installations and of installations for the recovery of mixed municipal waste collected from private households, including where such collection also covers such waste from other producers, taking into account best available techniques. The network shall be designed to enable the Community as a whole to become self-sufficient in waste disposal as well as in the recovery of waste, and to enable Member States to move towards that aim individually, taking into account geographical circumstances or the need for specialised installations for certain types of waste. A Resource Opportunity Waste Management Policy in Ireland, 2012 states that a key objective of the new waste management plans will be to ensure a sufficiency of waste management infrastructure within the State to manage municipal waste. 10 Section 1 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region 1.2 Structure of the Evaluation Report The structure of the evaluation report is a follows: Chapter 1: Chapter 2: Chapter 3: Chapter 4: Chapter 5: Chapter 6: This section is an introduction to the evaluation report and includes a brief introduction to the existing waste management plan, a summary of relevant changes in the Region over the lifetime of the Plan and explains the reasons for evaluating the Plan. The next section, Chapter 2 identifies all relevant EU Directives and Regulations, Statutory Instruments, National Waste Policy, County Development Plans and Regional Planning Guidelines which should be considered for the preparation of the next generation waste management plan. The third chapter outlines an evaluation of the current waste policies; lessons learned during the implementation period and identifies future recommendation for consideration for the preparation of the next generation of waste management plans. Chapter 4 reports the latest published key waste data which is for the year, This data was compiled on behalf of all waste management regions by the NCC. It is a standardised format so that regional data is comparable. This is a section on waste recovery and disposal infrastructure within the Region. It provides a summary of waste treatment and disposal infrastructure in the Region, including facilities permitted by the local authorities and licensed by the EPA. The infrastructure in the Region includes bring sites, recycling centres, waste transfer stations, materials recovery facilities, biological treatment facilities, landfills, authorised treatment facilities for end-oflife vehicles and closed historic landfills. A new regulation on household waste food waste is expected to be published before the end of National Policy A new national waste policy document was published by the Department of Environment, Community and Local Government (DECLG) in July 2012 called A Resource Opportunity Waste Management Policy in Ireland. The objectives of this policy are on increasing recycling, promoting resource efficiency and eliminating Ireland s over reliance on landfill. The policy document clearly sets out nine measures to achieve these objectives; a summary of which are given below: Planning for the Future Prevention Regulation of Household Waste Reuse Collection Recycling Compliance and Enforcement Recovery Prevention Disposal Planning for the Future To promote efficiency within Local Authorities, the number of waste management planning Regions will be reduced from ten to no more than three. To ensure efficiencies are achieved Local Authorities will adopt a shared services approach towards waste management planning by pooling existing experience, expertise and knowledge to implement future Regional Waste Management Plans. This approach, will in turn, allow for the redeployment of resources to focus on implementation and enforcement of the Plans. All future waste management plans will promote the waste hierarchy as revised by the Waste Framework Directive and ensure compliance with the proximity and self sufficiency principles. 14 Section 2 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region The evaluation of each of the existing ten waste management plans will be carried out to ensure compliance with the WFD by 31 December These plans will remain applicable until new plans have been put in place at the start of Regulation of Household Waste Collection Revisions to the waste collection permitting system aims to ensure that collected waste is managed in accordance with the waste hierarchy and that customers charters are adopted by all collectors outlining their commitment to deliver mandated levels of service and procedures for dealing with customer queries and complaints. For the first time, householders will be obliged to demonstrate that they are managing their waste in an approved and environmentally acceptable manner. To ensure that changes to the waste collection regime are effective, Local Authorities and waste collectors will work in partnership delivering awareness and education measures. Regulatory measures to support enforcement of the waste collection market will remain under review but enforcement initiatives will focus particularly on serious criminal offenders using a multi-agency approach, aimed at ensuring targeted, timely and effective enforcement outcomes Compliance and Enforcement The Network for Ireland s Environmental Compliance and Enforcement (NIECE) will support waste enforcement initiatives. The policy commits to providing training and up-skilling of Local Authority staff involved in waste enforcement Prevention Local Authorities will be required to place greater emphasis on waste prevention policy measures in future waste management plans and they will be expected to participate in Local Authority Waste Prevention Demonstration Programme. By participation in this programme Local Authorities will develop waste prevention guidelines to assist local communities, farmers, SME s etc improve their waste prevention measures Reuse The areas of reuse and preparation or reuse will be encouraged and promoted through the National Waste Prevention Programme, Local Authority, the PRI compliance team and the Enterprise Support Agencies. A Public Sector Reuse Policy will be developed in consultation with the National Procurement Service and other relevant bodies Recycling To increase Ireland s recycling rate, the introduction of food waste collections i.e. brown bin will be implemented over a 4 year period. The implementation of this collection regime will be supported by the introduction of Household Food Waste Regulations and strengthening of the waste collection permitting system and enforcement. The benefits of food waste recycling will be promoted to correspond with the roll out of the three-bin collection system. The Household Waste Regulations are expected to be published by year end Recovery Policy objectives of future waste management plans together with a reform of the waste collection permitting system will provide the necessary foundation to ensure the legal status of the waste hierarchy is preserved and that innovation in the development of recovery infrastructure is promoted. 15 Section 2 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region In order to promote recovery initiatives, the policy is committed to developing appropriate standards for the production of fuel from waste to ensure acceptances and marketability of such fuels Disposal To support the diversion of Biodegradable Municipal Waste (BMW) from landfill, the landfill levy is set to increase from 65 to 75 per tonne. In addition to the landfill levy, landfill bans are proposed to further encourage the diversion of waste. It is proposed to remove the landfill levy exemption for shredder residue from end of life vehicle processing to support the achievement of recovery and recycling targets. Additional legislative supports will be introduced as necessary to strengthen the EPA s enforcement powers to ensure that landfill gate fees and financial provision at licensed facilities are appropriate Implementation Each waste management region will be required to prepare an annual progress report on the implementation of the waste management plans. These reports will be assessed by the National Coordination Committee (NCC). Key Performance Indicators (KPI s) will be used to measure performance. 2.4 County Development Plans This section of the report examines provisions for waste management within the County Development Plans Carlow County Development Plan Chapter Six of the Carlow County Development Plan on Infrastructure, Environment and Energy addresses waste management. The development plan is deemed to contain the policies and objectives of the Joint Waste Management Plan for the South East Region. The following topics within the plan are relevant: Waste Infrastructure The Landfill and Civic Amenity site is located at Powerstown. This facility accepts all non-hazardous waste for disposal in addition to providing recycling facilities for hazardous and non-hazardous waste. It is expected that the landfill element will close during the lifetime of this plan, to be replaced by an integrated regional facility, as outlined in the JWMP. Under the JWMP, a 3-bin collection system will be mandatory from 2009 throughout urban areas greater than 1,000 persons for household, industrial and commercial waste or as otherwise determined by the Region. This third collection bin will be utilised to collect bio-waste. Development Assessment Criteria In assessing planning applications, regard will be had to the waste produced by proposed developments including the nature and amount of waste produced and proposed method of disposal. Proposed apartment and housing developments must be appropriately laid out to enable the implementation of three bin collection systems. The Council will ensure that proposed apartment, housing and commercial developments are either serviced by existing infrastructure or make appropriate provision for bring sites in their layout. Adequate access must be provided in developments to service proposed bring sites. In assessing significant construction/demolition projects, the Council will require that the developer shall include construction and demolition waste management plans, to be prepared in accordance with the Best Practice Guidelines on the Preparation of Waste Management Plans for Construction and Demolition Projects (2006) as published by the Department of the Environment, Heritage and Local Government. 16 Section 2 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region These plans should seek to focus on waste minimisation in general and optimise waste prevention, re-use and recycling opportunities, and shall provide for the segregation of all construction wastes into recyclable, biodegradable and residual wastes. For any development, the developer shall ensure that all operations at the site during the construction and demolition phase shall be managed and programmed in such a manner as to minimise waste production and that procedures are in place to deal with any litter arising. Implement the Joint Waste Management Plan for the South East Region. Fully participate in the preparation, adoption and implementation of future Joint Regional Waste Management Plans. Use its statutory powers to protect the environment from indiscriminate and unsightly dumping in order to protect the appearance of rural and urban areas, and in the interests of public health. Develop and implement education programmes that increase the awareness and understanding of local government decision makers, educators, business and industry personnel, general public and students of the need to effectively reduce and manage solid waste through the continued work of the Environmental Education and Awareness Officer. Encourage the provision of recycling facilities in appropriate quarry developments, construction sites and landfills for the recycling/recovery of construction & demolition waste, subject to normal planning and environmental sustainability considerations, and in accordance with the Joint Waste Management Plan. Require the provision of bring banks, bottle banks or other appropriate recycling facilities as part of the overall development, as deemed necessary. The sites shall be made available to the Council at the developer s own expense and will be maintained by the Council or its agents. Consider, when undertaking development or when authorising or permitting development, the provision of facilities within developments. Have regard to the Best Practice Guidelines on the Preparation of Waste Management Plans for Construction and Demolition Projects Priority Strategic Actions under the Environment and Renewable Energy Sector include: (1) Promote the development of a Green Business campaign where businesses in Carlow may be audited in accordance with green business requirements based on the company s commitment to renewable energy and efficiency options, waste management practices and procurement. It is envisaged that capital assistance would be a key element of this action. (3) Implement waste management initiatives aimed at community groups, households and schools throughout County Carlow. This action will build on work completed under the National Rural Development Programme (5) Develop and implement an environmental information and education campaign aimed at households, schools, enterprises and community groups. Agriculture Supporting improvements in farm waste management. Energy Recovery from Waste As our need for energy increases, the recovery of energy trapped in waste materials can benefit the environment by replacing energy from non-renewable sources. Even after extensive recycling, the residual waste stream still has a high combustible content available for energy recovery. The following topics in the development plan make reference to waste management. The County Council will support national policy for agriculture by supporting improvements in farm waste management. Energy Recovery from Waste As our need for energy increases, the recovery of energy trapped in waste materials can benefit the environment by replacing energy from non-renewable sources. IE33 Seek to respond positively to applications for waste to energy projects in the context of a sustainable energy policy and the Joint Waste Management Plan. IE34 Examine the feasibility of recovering energy from the landfill gas at Dunmore Landfill. IE77 to reduce to a minimum the cost of recycling to the consumer in County Kilkenny. Waste Infrastructure The Dunmore Landfill and Civic Amenity site is located in Dunmore on the Castlecomer Road approx 5km from Kilkenny city centre. 18 Section 2 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region South Tipperary Development Plan Specific policies with regard to waste management in the development plan are included below. Policy INF 14: Waste Management The Council will promote minimisation of waste through source reduction, producer responsibility and public awareness. The Council will implement the policies and objectives of the Joint Waste Management Plan for the South East Region. The Development Plan includes a list of the minimum standards for residential development. The following is of relevance to waste management: The provision of a waste management plan covering the construction phase of the development and the provision of adequate waste storage facilities to accommodate the 3 bin scheme for the proposed development. Construction and Demolition Waste Construction and demolition (C&D) waste is seen as a direct by-product of the building industry. The Council will seek to reduce the quantity of C&D waste that goes to landfill and will seek to ensure that such waste is reduced, reused and recycled in the proposed development where possible, especially on brownfield sites. Where significant C&D waste is envisaged arising from a proposed development, the Council will seek the submission of a waste management plan for the construction phase of the development for the written agreement of the Council, which shall be in compliance with the EPA Best Practice Guidelines on the Preparation of Waste Management Plans for Construction & Demolition Projects. Waste Maceration The use of maceration units increases the organic load discharged from residential development by up to 30%. For commercial developments such as restaurants, hotels, etc, this figure can exceed 50%. The Council will therefore discourage the use of under the sink and other waste maceration units for household and other organic waste where discharge to the public sewer is proposed. Where a private waste water system systems are proposed the developer should ensure that the system is designed to accommodate the additional load. Furthermore, where planning permission has been granted for development which does not propose the use of such maceration units and the units are subsequently installed, the council will consider their use to be unacceptable due to the additional unanticipated loading placed on the public sewer network on the basis that this gives rise to new or fresh planning issues. Taking cognisance of these factors the Council will take enforcement action against any development where the unauthorised use of maceration units has been established Waterford County Development Plan Waste Management Policies Policy INF 21 Policy INF 22 Policy INF 23 To implement the Polluter Pays principle with regard to the collection, treatment and disposal of waste. To implement the plans, policies and objectives as set out in the Joint Waste Management Plan for the South East Region 2006, the National Waste Prevention Programme and the EPA s National Hazardous Waste Management Plan at the Local Authority level. The Council will facilitate the provision of civic amenity and bring sites in selected towns and villages in co-operation with local communities as resources allow. 19 Section 2 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region Residential Developments Minimum standards for housing estate developments in urban areas include: Appropriately designated and screened refuse storage and collection points should be provided. Access to these areas and roads within the estate should be suitable for waste collection vehicles. A management plan for the reuse, recycling or disposal of Construction and Demolition waste will be required to be submitted as part of an application for permission (as per the Construction and Demolition Waste policy below).. Minimum standards for apartment developments include: Provision should be made for the storage and collection of waste to ensure: - Sufficient communal storage area to satisfy the 3-bin system for the collection of mixed dry recyclables, organic waste and residual waste; - Adequate ventilation of bin storage area which should be maintained odour free; - Communal bin storage areas should be suitably landscaped and screened, and located such that illegal dumping is deterred; - Appropriate signage; - Sufficient access for waste collectors to collection points; and - Waste storage shall not be permitted on the public street A management plan for the reuse, recycling or disposal of Construction and Demolition waste will be required to be submitted as part of an application for permission (as per the Construction and Demolition Waste policy below). Construction and Demolition Waste Policy Where it is anticipated that there may be a considerable amount of C&D waste arising from a proposed development, the Council will seek the submission of a Waste Management Plan for the construction phase of the development for written agreement by the Council. All waste management proposals shall be compliant with the EPA Best Practice Guidelines on the Preparation of Waste Management Plan for Construction and Demolition Projects. There is a landuse matrix in Section 10 of the Development Plan which sets out areas suitable for waste management activities Waterford City Development Plan and draft Waterford City Development Plan The 2007 City Development Plan incorporates the objectives of the Joint Waste Management Plan for the South East Region. A strategic policy of the development plan is to minimize adverse impacts on the environment through the implementation of policies on waste management, control of emissions and the promotion of energy efficiency; Waste Management Waste management is one of the most problematic and controversial environmental issues. The production of waste is a manifestation of inefficient use and management of natural resources. The internationally recognised hierarchy of waste management options is: - Prevention Minimisation Reuse/recycling Environmentally sustainable disposal of waste which cannot be prevented or recovered J:/2012/LW12/024/04/Reports/Rpt002-1.doc Page 13 of 58

20 Section 2 South Tipperary County Council Evaluation of the Joint Waste Management Plan for the South East Region The management of waste is not solely the responsibility of the Local Authority. Waste management is an issue which must be addressed nationally, regionally, on a city wide basis and by individual waste producers. Policy It is the policy of the City Council to implement the joint Regional Waste Management Plan. It is the policy of the City Council to fully participate in the preparation, adoption and implementation of future Joint Waste Management Plans. Objectives To continue and expand environmental awareness initiatives designed to create increased public awareness of waste prevention minimisation and reuse. To identify and promote further waste prevention and recycling initiatives. To provide for additional recycling, including composting facilities both on a city-wide basis and within the neighbourhoods. To consider, when undertaking development or when authorising or permitting development, the provision of a waste minimisation, prevention and reuse programmes and facilities including: - o the provision of recycling facilities within developments. o the imposition of conditions requiring the implementation of waste management programmes, including schemes for the management of construction and demolition waste, on development sites. Waste Collection A new separate collection wheeled bin system was introduced in 2003.This provides for the separate collection of dry recyclable waste, compostable waste and residual waste. The new service has delivered many benefits, including a substantial reduction in the volume of residual waste to be disposed of and a notable increase in public awareness of waste management issues. A municipal composting plant has been provided at Kilbarry and will be enlarged as required. The former landfill site at Kilbarry has been closed and is being remediated and will be developed as a public amenity. The City Council has promoted a range of initiatives to encourage the prevention, minimisation and reuse of waste. These include the provision of a Civic Amenity Site at Kilbarry, the provision of bring centres, the various anti-litter programmes and environmental awareness initiatives, and the enforcement of the Litter Pollution and Waste Management Acts. Draft Waterford City Development Pan The draft Waterford City Development Plan is due to be published in June The overall goal of the plan includes the commitment to minimize any adverse impacts on the environment through the implementation of policies on waste management, control of emissions and the promotion of energy efficiency and implementation of a climate change strategy for Waterford City. (POL ) Environmental Monitoring and Enforcement Local Authorities are required to prepare and implement enforcement policy in respect of unauthorised waste activities within their functional areas as per DOEHLG 2008 policy guidance. Waterford City Council s Enforcement Policy document is reviewed annually and outlines policies and procedures for dealing with and where appropriate prioritises environmental protection such as enforcing against unauthorised waste activities.
