PHILOSOPHY OF COUNSELOR EDUCATION 7 Within the Master of Education (M.Ed.) degree, there are two school counseling programs. One is Elementary School Counseling and the other is Secondary School Counseling. Both programs were designed to provide four basic elements of instruction to the counselor in training: a research emphasis to academic work; training for the development of the student s counseling skills; an integration of learning to the practical field setting; and a reshaping of conceptual thought according to a Christian world view. More specifically, the M.Ed. School Counseling programs encourage the professional development of its students by a comprehensive instruction in the practices and skills of professional school counseling. The department of Counseling and Social Work provides intensive advisement of students in their field experiences to ensure a rich, practical learning experience. The library resources and class instruction create an environment for students that stimulate the students critical thinking skills with an emphasis on students developing critical research capabilities. Above all, the professional school counseling programs endeavor to stimulate the student to have a passionate vision for the needs of and the concerns for children and adolescents.

FAQ S OF THE BS/MED PROGRAM 9 HOW IS THE WORK LOAD DIFFERENT IN GRADUATE SCHOOL? Undergraduate work tends to include reading and written assessment, whereas graduate work includes mostly reading and writing expression and application over written assessment. Class and study rations are consistent at 1:3. WHEN ARE THE CLASSES SCHEDULED IN THE GRADUATE PROGRAM? While undergraduate courses are 1-3 hours in length and scheduled as weekday and evening classes, graduate classes are 5-8 hours in length and scheduled for every other weekend or several times per semester. Summer and winter courses are single week long classes. Semesters typically begin a week before undergrad and conclude a week prior to undergrad courses. WHAT DO I NEED TO DO TO PREPARE FOR MY FIRST CLASS? Graduate school classes begin with the expectation that students have downloaded the syllabus from the website and have completed reading and writing assignments prior to the first class. IF I AM ACCEPTED AS AN UNDERGRATUATE SOPHOMORE, AM I CONSIDERED A CANDIDATE FOR THE DEGREE? Students who are accepted into the program will need to go through the MEd. Program Candidacy process which is detailed in this handbook. DO WE FOLLOW THE SAME MLA FORMAT IN GRADUATE SCHOOL? Graduate level writing format changes from MLA to APA standards. Students may purchase an APA Publication Manual or access APA writing standards online.

11 MED OF ELEMENTARY & SECONDARY SCHOOL COUNSELING MATRICULATION PHASES There are two main phases of your 48 credit program: Pre-Candidacy (0-18 program credits) and Candidacy (19-48 program credits). The following program information will be broken down into these two areas. Pre-Candidacy Phase (0-18 program credits) At this phase of the program you are officially accepted into the program, but you are not officially approved to be a candidate for the Master of Education degree. There are several preliminary steps that need to be taken to ensure that you are working to the level expected of a professional school counselor. This process ensures that you have completed all of the prerequisite requirements and met all of the LBC and Pennsylvania Department of Education (PDE) benchmarks necessary for certification. 1. Prerequisite Requirements a. GPA: PDE requires that students who are certified as professional educators attain and retain a GPA of 3.0 or higher. Consequently the program at LBC requires students entering the program to have an undergraduate GPA of 3.0 or the approval of the program director. Please note the section below that addresses Retention, Academic Probation and Dismissal policies. b. Bible Major / Bible Competency Courses: Students who enter the program and do not have an undergraduate major in Bible or 30 undergraduate or 9 graduate credits of Bible will be required to take four Bible courses. i. Old Testament Survey ii. New Testament Survey iii. Survey of Systematic Theology iv. Biblical Hermeneutics The purpose of these courses is to ensure that all students, regardless of background or training all have the same foundational knowledge and understanding of Scripture as it informs our lives and practice as professional school counselors. These courses can be taken as either one credit or three credit based on individual student need or interest. These courses can be taken concurrent with graduate program courses but must be completed before moving beyond the 18 th program credit. c. Math & English courses: PDE requires that students who seek public school certification have taken six (6) credits of undergraduate math at a 100 level or higher. In addition, students must also have an English Composition and an English or American Literature course at the undergraduate level. If needed, these courses can be taken concurrent with program courses, but the student cannot register for coursework beyond the 18 th credit until these are completed.
12 2. Personality and Career Assessment a. MMPI-2: Before completing 9 credits, including transfer credits, the student will need to obtain a personality evaluation, comprising of the Minnesota Multiphasic Personality Inventory (MMPI-2) and a minimum of 2 visits to a qualified clinician to discuss the results. The clinician will also present a written evaluation to the Counseling & Social Work office to be placed in the student s file. The results of the personality evaluation may verify the student s continuation within the program and/or evidence a need for additional counseling, or may show evidence that another area of pursuit would be in the student s best interest. Failure to complete this requirement will result in the student s inability to take additional courses. Please contact Susan Kirby in the Counseling and Social Work Department ( ) to schedule to take this assessment. There is a $20.00 fee for this assessment. b. 16-PF: The student must also take the 16-Personality Factors Assessment, which can be coordinated with Susan Kirby in the Counseling and Social Work Department office. There is a $20.00 fee for this assessment that will be reviewed with you during your candidacy interview. We utilize the Human Resource Development Report that will assess your personality and the associated relationship with common workplace factors, to ensure that your chosen career path correlates with common school counseling environments. 3. Praxis Exams: If the applicant is pursuing initial certification, the Pre-Service Academic Performance Assessment (PAPA) exams must be passed before the completion of 12 credits. PAPA passing scores may be achieved in either of two ways: a. Minimum passing scores in each test: i. Math 173 ii. Reading 172 iii. Writing 173 b. A composite total score with lower minimums i. Math 171 ii. Reading 171 = composite total 521 iii. Writing 170 Passing scores are determined by State regulations. Registration for the PAPA tests may be completed using the website All scores must be officially reported to Lancaster Bible College from the testing authority. The registration form includes the option to indicate where the scores should be reported, and the individual must list Lancaster Bible College as a recipient of all scores. If this is not requested, the individual will be required to request the scores and pay additional fees for this second option.
4. Clearances Three (3) background checks are required prior to candidacy approval and necessary for approval for field placement in an educational setting. PA Child Abuse Clearance PA Criminal History Check FBI Fingerprint Clearance The following website will assist you in the acquisition of these required clearances There are fees associated with each of these, currently ranging from $10.00 to $36.00 for which you will be responsible. Important note: Acquisition of these clearances can take several weeks. Do not delay in securing them whereas it may limit your ability to be approved for candidacy or begin your practicum or internship. 5. Faculty Recommendation Each of the professors whom you have had for class within the Counseling and Social Work Department will complete a recommendation form evaluating your performance within their class. This process will happen automatically when you submit your application for Candidacy to Susan Kirby in the Counseling and Social Work Department. 6. Candidacy Application The application for candidacy is available online as well as in this handbook. You must submit your completed application to the Counseling and Social Work Department. Upon receipt, a candidacy interview will be schedule where you will sit down with the program director and review the above noted materials, your transcript and program performance. In some cases candidacy approval may be provisional, such as for GPA concerns or a recommendation for additional personal counseling based on evaluations of faculty and advisors of the programs or it may be denied. The candidacy interview will consider these matters along with the future practicum site arrangement. The student s advisor will guide the student through their field experience after candidacy is approved.
Candidacy Phase (19-48 program credits) 14 At this phase in the program you are officially a candidate for the degree Master of Education. Congratulations! There are several important steps that need to be considered from this point through graduation, which are outlined below. 1. Field Placement a. Practicum: Within the candidacy interview and upon completion of 18 credits, the student will make arrangements and register for PSC 601 Counseling Practicum. The Advisor of Practicum/Internship will meet with the student in a manner prescribed in the syllabus to discuss his/her experiences in practicum as well as internship. A satisfactory practicum grade of B or higher is essential for retention in this field service program. A grade lower than a B will require that the student repeat PSC 601 Counseling Practicum. Practicum is limited to 2 semesters. If Practicum is not fulfilled in the allotted time frame the student will receive a failing grade and the student will have to retake the course. b. Internship: The student may apply for PSC 604/605 Elementary/Secondary School Counseling Internship after the completion of PSC 601 Counseling Practicum and a total of 30 credits are completed including the majority number of the student s respective program s general and professional core. The application for an internship is found within the PSC 604/605 El/Sec School Counseling Internship syllabus. A satisfactory internship grade of B or higher is essential for retention in this field service program. A grade lower than a B will require that the student repeat PSC 604/605 El/Sec School Counseling Internship. Internship is limited to 2 semesters. If Internship is not fulfilled in the allotted time frame the student will receive a failing grade and the student will have to retake the course. 2. Retention a. Students must maintain a GPA of 3.0 or higher to remain in the program. b. Academic probation students will be placed on academic probation whenever their GPA falls below 3.00 following either the fall, summer, or spring enrollment periods. c. Academic dismissal students will be academically dismissed after being on probation for two consecutive enrollment periods as a registered student. Students will be notified by letter from the Graduate School Dean. d. When students are academically dismissed, they have the right to appeal for reinstatement if they believe there were extenuating circumstances involved with their poor performance. The appeal must be written and submitted to the Graduate School Dean within 30 days of receiving the letter of dismissal. The appeal will be considered by the Graduate Student Appeals Committee. The decisions by the Committee are final.
15 3. Capstone Project a. Any time after the completion of Practicum, the student may submit the Capstone Project selection form found within the Capstone options section of this handbook. b. CPS 502 Research Statistics for the Social Sciences and CPS 504 Research Design and Methods for School Counselors are prerequisites to the registration for capstone. c. The student may opt to wait near the end of the academic program to complete this requirement in conjunction with the Internship. See Capstone section of this handbook. 4. Course Extension a. In the case that a course extension needs to be requested, the appropriate form is located on the LBC website; click on Graduate School, Student Portal, forms and Course Extension Form. Your student login and password will be needed to access the Student Portal. Forms are available at the graduate office as well. b. Course extensions are granted by the professor primarily responsible for instruction of the course and are granted at their discretion. 5. Completion of the Master s Degree a. The student must choose an academic program and fulfill the requirements of 48 academic credits. A program planning sheet for each of the two respective programs are found in the following pages. Each program involves candidacy approval, practicum, internship, and capstone project requirements. b. The student must complete the program within 5 years. If a student wishes to take a leave of absence from the program, the student must notify the program Director of the M.Ed. programs in writing. A student may take no more than 2 leave of absences not to exceed a total of two years; this would not count as part of the 5 year policy for program completion. c. A student is able to complete the program and earn the degree without seeking Pennsylvania Department of Education Certification as an Educational Specialist in School Counseling. Although, with this being said, it is the expectation that all students seeking the degree would also seek the certification whereas most educational settings would require this credential. Please speak with the program coordinator if you have questions regarding this issue. 6. Certification a. In order to be eligible for certification as a school counselor, the individual must have an earned master s degree. If the student already has an earned degree, certification work may be a possibility. b. During the final semester of the program the student should take the Praxis II exam in School Counseling. Students can register for the Praxis II at A score of 590 or higher is required to pass this assessment for certification.
