1 1 Western Kentucky University Department of Counseling and Student Affairs P-12 School Counseling Program Practicum and Internship Manual Introduction Practicum and Internship provide for the application of theory and the development of counseling skills under supervision. This professional practice allows students who are preparing to work as school counselors to demonstrate the professional knowledge, skills, and practices necessary to promote the academic, career, and personal/social development of all P-12 students. Practicum and Internship webpage The Practicum and Internship webpage has links to various files and forms: The School Counseling Manual identifies forms that must be completed and submitted at specific times. All forms are found at the above link. Instructions for forms are included at the bottom of the forms. Practicum Enrollment Process Practicum 1. Attend the Practicum/Internship Orientation. This mandatory meeting is scheduled early in the spring semester. Important department requirements and deadlines are introduced and discussed. Students will complete initial paperwork required in order to proceed with the Practicum enrollment process. Students who have further questions about Practicum or Internship should contact their program advisor. In addition, students applying for Practicum or Internship should also sign and electronically submit the Practicum and Internship Informed Consent Form to the P-12 School Counseling Program Coordinator. 2. Complete the Practicum application packet. The completion of this packet indicates that students understand and have met the academic and professional requirements for Practicum. Requirements for eligibility for Practicum and Internship for School Counseling students require acceptance into the School Counseling Program and successful completion of the Practice Preparation Sequence (See Appendix A). The following documents must be included in the Practicum application packet: a. Practicum Application Form b. Copy of unofficial graduate transcript

Proof of Professional Membership in the American Counseling Association (ACA), American School Counselor Association (ASCA), Kentucky Counseling Association (KCA), or Kentucky School Counselor Association (KSCA). See Appendix B. d. Copy of Malpractice Insurance unless employed full-time by a school system e. Students who are not certified teachers must document a TB test and a Physical Exam prior to beginning practicum /internship. (See linked form) Malpractice Insurance is necessary and must be maintained throughout the Practicum and Internship experience. Malpractice Insurance can be purchased through professional organizations (i.e., ACA, ASCA). Please note: Membership in ASCA provides free Malpractice Insurance for students enrolled in master s degree programs for school counseling. Individuals may only be eligible for student rate ($60.00) for two years. Practicum is offered during the summer semester. The Practicum application must be submitted no later than March 1 (of the given year) to the School Counseling Program Coordinator to be considered for Practicum. Incomplete applications will not be considered. Students who miss the deadline or submit incomplete applications must reapply by the deadline associated with the next semester the course is offered. Students with acceptable applications will be notified. 3. Finding and securing a Site Supervisor and Practicum site. Upon gaining approval from the Program Coordinator, students may contact and interview with certified school counselors in either public or nonpublic schools which meet the state performance standards as established in KRS or which have been accredited by a regional or national accrediting association. Counselors who serve as Site Supervisors for school counseling practicum students must meet the following qualifications: 1. A minimum of a master s degree in counseling or a related profession with equivalent qualifications, including appropriate certifications and/or licenses. 2. A minimum of two years of pertinent professional experience in the program area in which the student is enrolled. 3. Completion of the CNS Site Supervisor Orientation to facilitate their understanding of the program s expectations, requirements, and evaluation procedures for students. Site Supervisors are required to attend the annual CNS Site Supervisor Orientation. 4. Have received relevant training in counseling supervision. Site Supervisors must agree to and meet the following expectations:

3 3 1. Provide individual and/or triadic supervision for at least one (1) hour every week 2. Be involved in biweekly consultations with the Faculty Supervisor. 3. Sign and agree to Practicum/Internship Site and Supervision Contract 4. Sign and agree to Practicum Prospectus (statement of student s activities, responsibilities, and goals for the practicum experience) 4. Submit Practicum Site and Supervision Contract. Upon the approval of the Practicum site, a Practicum Site and Supervision Contract must be submitted to the School Counseling Program Coordinator and Practicum Faculty/Supervisor. This contract is developed to define the qualifications, roles, and responsibilities of the Department of Counseling and Student Affairs, the Faculty Supervisor, the Site Supervisor and the Practicum student. The Practicum Site and Supervision Contract must be received by both the School Counseling Program Coordinator and the Faculty Supervisor/Instructor no later than May 1 (of the given year). After this point, students will be enrolled in Practicum (CNS 590) by the School Counseling Program Coordinator. Supervised Practicum Experience Students must complete a supervised practicum experience that totals a minimum of 100 clock hours with at least 40 clock hours of direct service (individual and small group counseling). P-12 School Counselor Certification requires supervised experience at both elementary and secondary sites with at least 20 hours completed at each. Two weeks before the first meeting of the practicum class, each practicum student must develop a Prospectus outlining the student s major responsibilities and the time allotted to each. The Prospectus must be signed by the student, the site supervisor and the university supervisor. Students will develop program-appropriate video/audio recordings for use in supervision of their interactions with students at their practicum sites. Therefore, students are expected to use a video camera that allows playback through a computer in order to record necessary sessions. The practicum experience requirements may include individual counseling, small group counseling, consultations, referrals, guidance curriculum presentations, observations, scheduling, seminars, in-service workshops, the development of action plans for change, the development of program-appropriate video/audio recordings for use in individual and group supervision, on-site preparation, administrative meetings and attendance at conferences. Direct Service Hours are those hours completed with actual students present that contribute to the development of counseling skills. Examples of Direct Service Hours include individual counseling interviews, small group counseling sessions, guidance curriculum presentations, and individual student planning conferences. Indirect Service Hours are those hours completed on behalf of students and usually include consultations, referrals, observations, scheduling,

4 4 seminars, in-service workshops, on-site preparation, administrative meetings, attendance at conferences, and the development of Action Plans for change. Finally, students will be evaluated throughout the Practicum on their counseling performance and personal and professional dispositions. Course Requirements and Assignments There are specific requirements that must be met for students to complete Practicum and register for Internship. First, all course requirements listed below must be completed and submitted by the due dates established by the instructor. Secondly, students may earn either an A, B, or F in Practicum. A B average is considered successful completion of Practicum. Students must have received at least a B in Practicum in order to register for Internship. Students will take part in remediation plans if the above mentioned criteria have not been met. 1. Completion of Supervised Practicum Clock Hours a. A minimum of 100 clock hours logged b. At least 40 clock hours of direct service with students c. At least one (1) hour each week of individual supervision by Site Supervisor All clock hours, including direct service and non-direct hours must be logged weekly (Weekly Hours Log Form), as well as monthly (Monthly Hours Log Form). All hour log forms must be kept and maintained in the WKU Portfolio. 2. Attendance at all Group Supervision meetings (Practicum course) and Individual/Triadic Supervision meetings. Practicum students may not accumulate Practicum hours the week following an absence from a Group or Individual/Triadic Supervision. Upon prior faculty approval, students may attend another section of a school counseling program Practicum class for the week missed. Students are expected to bring a video/audio of their work with a student to every meeting. Three of these videos/audios will include the required graded videos/audios (course assignments) listed below. 3. Maintenance of WKU Portfolio. See Appendix C. 4. Graded Assignments. The following are graded course assignments. Students may earn either an A, B, of F in Practicum. A B average is considered successful completion of Practicum. Additional assignments may be required based upon individual needs. a. Two Counseling Interviews (each includes a video/audio) and Presentations (A transcript of one of the Counseling Interviews will be entered in the Electronic Portfolio). See Appendix D. b. Transcript of a third video/audio with Personal Reflection Paper (worth 30% of grade). The transcript must adhere to the format located at the link provided. See Appendix E. c. Create, implement, and evaluate an Action Plan to remove barriers to learning.

5 5 d. Develop a career activity aligned with Kentucky Standards for Guidance Counselor Programs. e. Complete a portfolio aligned with Kentucky Standards for Guidance Counselor Programs based on leadership, advocacy, counseling, teaming and collaboration. f. Write a growth paper of reflection on practicum experience. g. Submit written mid-term and final evaluations completed by site host, a site evaluation, and an instructor evaluation. 5. CSA Policy on Security of Media (Video and Audio) See Appendix F. Application Process Internship Please refer to the Practicum Enrollment Process and related requirements noted under the Practicum Section. In order to register for Internship, the Practicum course must have been successfully completed with a minimum grade of B. The following documents must be received by both the School Counseling Program Coordinator and the Faculty Supervisor/Instructor no later than two weeks prior to the conclusion of Practicum. After this point, students will be enrolled in Internship by the School Counseling Program Coordinator. 1. Updated Internship Site and Supervision Contract 2. Proof of current Professional Membership (KCA, ACA, KSCA, ASCA) 3. Copy of current Malpractice Insurance (if not employed full-time by a school system) Please note: Membership in ASCA provides free Malpractice Insurance for students. Individuals may only be eligible for student rate ($60.00) for two years. Supervised Internship Experience Students must complete 2 supervised internships, each including 300 clock hours, begun after the successful completion of the Practicum. The internship experience is intended to reflect the comprehensive work experience of a professional school counselor. At least 120 clock hours of direct service with students (including leading groups) is required for each 300 hour Internship course. Students will develop program-appropriate video/audio recordings for use in supervision of their interactions with students at their internship sites. Therefore, students are expected to use a video camera that allows playback through a computer in order to record necessary sessions. Internship students will have opportunities to become familiar with a variety of professional activities and resources in addition to direct service (e.g., record keeping, assessment instruments, supervision, information and referral, in-service and staff meetings). Finally,

6 6 students will be evaluated throughout the Internship on their counseling performance and personal and professional dispositions. Course Requirements and Assignments There are specific requirements that must be met in order for students to complete each Internship course. First, all of the course requirements listed below must be completed. Secondly, a B average is considered successful completion of each Internship course. Students must have received at least a B in the first semester of Internship in order to proceed into the second semester of Internship. Only one (300 hour) internship course may be taken per semester. That is, students will not be allowed to enroll in two (2) internship courses in any one semester. Students will be required to take part in remediation plans if the above mentioned criteria have not been met. 1. Completion of Supervised Internship Clock Hours a. A minimum of 300 clock hours for each Internship b. At least 120 clock hours of direct service with students (See explanation of direct and indirect hours in Practicum section.) c. At least one (1) hour each week of individual supervision by Site Supervisor All clock hours, including direct service and non-direct hours must be logged weekly (Weekly Hours Log Form), as well as monthly (Monthly Hours Log Form). All hour log forms must be kept and maintained in the WKU Portfolio. 2. Attendance at all Group Supervision Meetings (Internship course) 3. Maintenance of WKU Portfolio 4. Professional Development Students must document 10 hours of attendance at professional development activities or workshops. Some activities are offered by Internship sites. Students are encouraged to attend workshops sponsored by professional organizations. Conducting a presentation held at a state, national or international conference may count for 5 of the 10 required hours. See Appendix H. 5. Graded Assignments. The following are graded course assignments. Students may earn either an A, B, of F in Internship. A B average is considered successful completion of Internship. Additional assignments may be required based upon individual needs. a. 7 7 Incomplete Practicum or Internship Experiences Because of various circumstances students may not fulfill the required number of hours to satisfy their Practicum or Internship course requirements. In a very limited number of cases, students may negotiate an Incomplete for the semester. The following two steps are required for students to negotiate an Incomplete. 1. Complete and electronically submit a proposed Plan of Action for Course Completion form to the Faculty Supervisor/Instructor and School Counseling Program Coordinator. 2. Schedule and meet with the Faculty Supervisor/Instructor, Program Coordinator, and Department Head to discuss the Plan of Action for Course Completion. Pending their approval, this plan will be agreed to and signed. Faculty members are not required to accept the terms for an Incomplete. In such cases, a grade would be assigned based upon the completed work. Faculty Supervision Supervision Internship and Practicum students are required to attend all Group Supervision meetings (class sessions). Classes are held weekly or biweekly for an average of 90 minutes per week. Internship and Practicum students are required to attend all Individual/Triadic Supervision meetings. Individual/Triadic Supervision meetings are held once a week for at least an hour. Practicum and Internship students are expected to bring a video/audio of their work with students at their sites to every scheduled Group Supervision and Individual/Triadic Supervision meeting. Students may schedule additional individual supervision with their Faculty Supervisor at any time. Internship or Practicum students may not continue to accumulate Internship or Practicum hours the week following an absence from Group or Individual/Triadic Supervision. Upon prior faculty approval, students may attend another section of a school counseling program Internship or Practicum class for the week missed. A minimum of a master s degree in counseling or a related profession with equivalent qualifications, including appropriate certifications and/or licenses. 2. A minimum of two years of pertinent professional experience in the program area in which the student is enrolled.

Sign and agree to Internship Prospectus (statement of student s activities, responsibilities, and goals for the internship experience) Practicum and Internship Sites As previously mentioned, all Practicum and Internship sites must be approved by the School Counseling Program Coordinator. Site Requirements 1. Practicum and Internship sites for school counseling students must be either public or nonpublic schools which meet the state performance standards as established in KRS or which have been accredited by a regional or national accrediting association. 2. School Counseling Practicum and Internship students must be given the opportunity to demonstrate the professional knowledge, skills, and practices necessary to promote the academic, career, and personal/social development of all P-12 students. 3. Video/audio recordings of students must be allowed and also permitted to be shared with the Faculty Supervisor (and used in group supervision). Employment at Practicum and Internship Sites Practicum and Internship are typically not paid positions. Consequently, students are permitted to work while they are enrolled in Practicum and Internship. In some instances, school counseling students may complete a portion of their Practicum and/or Internship requirements at their specific job sites (public or nonpublic schools). Changing Practicum and Internship Sites and Supervisors Students who wish to change sites or Site Supervisors must consult with the Faculty Supervisor/Instructor prior to initiating any changes. Students must complete and submit a Petition for Change in Practicum or Internship form to both the Faculty Supervisor/Instructor and the School Counseling Program Coordinator. Approvals are not guaranteed.

9 9 In order to request a new Practicum or Internship site, students must refer to the directions noted under the Application Process section. Internship Sites Students in the P-12 School Counseling Program are required to secure appropriate Internship Sites (public or nonpublic schools which meet the state performance standards as established in KRS or which have been accredited by a regional or national accrediting association). School counselors who agree to serve as Site Supervisors for Internship students must meet the requirements set forth in this manual for Site Supervisors. P-12 School Counseling Program Certification The 48 hour School Counseling Program (which is the basic foundation for school counselor preparation) leads to the Master of Arts in Education Degree and provisional certification for school counselors in all grades (P-12). 10 10 APPENDIX A Practice Preparation Sequence and Departmental Approval for Practicum and Internship Placement Policies 1. To enroll in practicum and internship, all students must fulfill the requirements defined in the Practicum and Internship Manual for the program area specific to their placement. 2. Students must complete practice preparation courses* associated with their program areas with a grade of B or better in each course to establish eligibility for entry into Practicum (CNS 590 or CNS 591). Students must complete practice preparation courses associated with their program area to establish eligibility for entry into their first Internship (CNS 595 or CNS 596) AND have completed a Practicum (either CNS 590 or CNS 591) with a grade of B or better to be eligible to enroll in their first Internship. 4. Students must complete practice preparation courses associated with their program areas to establish eligibility for entry into their second internship (CNS 595 or CNS 596) as stated above AND have completed their first Internship with a grade of B or better to be eligible to enroll in their second Internship. 5. Finally, to enroll in a practicum or internship, students must have secured a placement site and have completed the forms identified in the practicum and internship manual specific to their program. When the forms and placement site is approved by the clinical coordinator for their

11 11 program, the clinical coordinator will then authorize enrollment in the appropriate practicum or internship section. *Practice preparation courses are those courses that provide skill, attitudinal, and ethical preparation necessary for placement in a mental health, marriage and family, school, or student affairs setting.

12 12 APPENDIX B MEMBERSHIP IN A PROFESSIONAL ORGANIZATION All Practicum and Internship students are required to join a professional organization related to their degree program prior to the start of the course. For example, prior to the start of the Practicum, P-12 School Counseling Program students must have joined the Kentucky Counseling Association, the Kentucky School Counselor Association, the American Counseling Association and/or the American School Counselor Association. Proof of membership is required to apply for Practicum, as well as to begin the course. Professional membership must be maintained throughout Practicum and Internship. The following organizations are appropriate for school counseling students: Kentucky Counseling Association Kentucky School Counselor Association American Counseling Association American School Counselor Association

13 13 APPENDIX C WKU PRACTICUM/INTERNSHIP PORTFOLIO A WKU Practicum/Internship Portfolio must be maintained throughout each semester of Practicum and Internship. The portfolio folder is provided at the beginning of each semester. Students are responsible for maintaining updated records and keeping them in respective sections of the portfolio. The portfolio must be organized and ordered as noted below. Students are responsible for printing the following documents, completing them, and maintaining them with current dates and signatures throughout the semester. Although there is not a grade associated with this WKU Practicum/Internship Portfolio, it must be completed and up to date at all times for the student to receive a passing grade for the course. The following documents are included in the portfolio and must be maintained in the following order. The following forms must also be submitted electronically to the School Counseling Program Coordinator prior to the conclusion of the semester: Midterm Evaluation of Student Counselor s Performance (Must be submitted by Midterm.), Final Evaluation of Student Counselor s Performance, Student Counselor s Evaluation of Supervisor, Student Counselor s Evaluation of Site. 14 14 APPENDIX D COUNSELING INTERVIEW AND PRESENTATION Recorded Counseling Interviews are required for both Practicum and Internship. Students are required to identity and use a personally congruent theory. This theory must be demonstrated by clinical application and supported within the professional literature. The theory may be used throughout Practicum and Internship or students may decide to change as a result of the content of their program of study and their practicum experience. Taped counseling interviews should be submitted by the due dates established by the instructor and should be submitted throughout the course so that skill progression can be monitored. Practicum and Internship students should video/audio record appropriate counseling sessions with P-12 school students (As previously mentioned, students should be prepared to show a video/audio at each Group and Individual/Triadic Supervision meeting.). Videos/audios should also be reviewed with the Site Supervisor at each scheduled meeting. Completed counseling interviews include the following: (a) a video/audio of a counseling session; (b) a 2-4 page written tape review, and (c) a client Permission to Video Form. All components of the counseling interview must consistently illustrate the chosen theory and will be graded accordingly. Counseling Interview The Counseling Interview should include the components listed below. A tape review of a Counseling Interview is typically 2 to 4 pages in length. Demographics 1. Student s Name 2. Grade Level 3. Date of Counseling Interview 4. Referral Source(s) (include title, position, address, and phone number, if applicable) Assessment (based in theoretical orientation) 5. Presenting Problem (client s report of reason for seeking or being referred for counseling; written in paragraph form) 6. Client's Stated Goal for Counseling 7. Client s Strengths/Resources (based on client report and/or clinical impressions; past accomplishments, motivational level, current sources of support) 8. Client s Liabilities (based on client report and/or clinical impressions; i.e., client characteristics and contextual factors that may prevent or impede the realization of client and/or counseling goals) 9. Assessment Summary (including report/results of any psychological tests administered and counselor impressions [including client stage of change]; written in paragraph form)

15 15 Action Plan for Change Evaluation of Action Plan Is it simple? Is it achievable? Is it measurable? Is it immediate? Is it consistent, controlled by the student, and committed to by the student? Follow-up What is your plan for following up with this student? Self-Evaluation What is your assessment of this counseling interview? What do you think you did really well? What do you think you could improve on? Is there anything you would do differently if you had the opportunity to do so?

16 16 APPENDIX E PERSONAL REFLECTION PAPER The Personal Reflection Paper is expected to represent the following items which should also be used as headings in the paper: (a) description of ongoing feedback from supervisors; (b) specific responses to the ongoing feedback; (c) plans for further development that are responsive to the feedback; (d) a characterization of personal experiences as a student counselor; and (e) what personal challenges need to be addressed to further develop as a counselor. Examples from the accompanying video/audio should be used to address the above mentioned. The paper should be between 4 and 6 pages (excluding the cover page). Correct grammar and APA formatting are required.

17 17 Video Media Format APPENDEX F CSA POLICY ON SECURITY OF MEDIA (VIDEO AND AUDIO) DEPARTMENT POLICIES Students must submit video assignments in a digital format (e.g., DVD or USB drive). Students are responsible to ensure that all videos they bring to supervision or submit to meet course requirements are compatible with the video playback equipment and software available to their course instructors or supervisors. No deadline or grade consequence will be waived for inability to provide an assignment in an appropriate format. Students should be certain that the videos they submit or bring to supervision are acceptable to their course instructors or supervisors in advance of course due dates and supervisory meetings. Audio If course instructors allow audio recordings for supervision or course requirements, students are responsible to ensure that the audio media they submit or bring to supervision can be played using equipment available to the instructor or supervisor. Video and Audio Security Videos or audio recordings of counseling sessions in CSA classes will meet HIPAA standards for security. This standard states that a video or audio recording must, at all times, be in a double lock security situation. For example, if you store a tape in a locked file cabinet (lock 1) in a room that has a locked door (lock 2), you have met the double lock requirement. Transporting a video to and from practicum, internship or other classroom sites represents a potentially challenging situation. For example, a video in a locked car (lock 1) does not constitute double lock security. Ways of creating a double lock security situation include storing the tape in a locked portable file cabinet or brief case within the car (lock 2). All students will be required to sign a statement acknowledging that they understand and agree to comply with this Audio and Video Security policy Video Lifetime and Destroying Procedures At the conclusion of each semester, all video and audio recordings will be erased.

18 18 APPENDIX G CERTIFICATION 16 KAR 3:060. Guidance counselor, provisional and standard certificates, all grades. Section 2. The provisional certificate for guidance counselor shall be issued to an applicant upon completion of an approved master s level program in guidance counseling. The provisional certificate for guidance counselor shall be issued for a period of five (5) years and may be renewed upon application to the board, using the Form TC-2, Application for Certificate Renewal Duplicate, incorporated by reference in 16 KAR 2:090, and submission of proof of the completion of a minimum of nine (9) semester hours of graduate credit in the areas of counseling or guidance counseling. Section 3. The standard certificate for guidance counselor shall be issued to an applicant who completes one (1) year of full time employment as a provisionally-certified guidance counselor in a public or nonpublic school which meets state performance standards or has been accredited by a regional or national accrediting association, one year of experience as a classroom teacher, and an additional six (6) credit hours from an approved graduate level counseling program (A candidate who has not completed one year of experience as a classroom teacher must complete two years of successful employment as a provisionally-certified guidance counselor.). The standard certificate for guidance counselor shall be issued for a period of five (5) years and shall be renewed subsequently for five (5) year periods upon completion of the Effective Instructional Leadership Act (EILA) hours as specified by the Kentucky Department of Education in KRS

19 19 APPENDIX H PROFESSIONAL DEVELOPMENT ACTIVITY In order to successfully complete each Internship course, students must document 10 hours of attendance at professional development activities or workshops. Some activities and workshops are offered by Internship sites. Students are encouraged to attend workshops sponsored by professional organizations. For example, the Kentucky Counseling Association, Kentucky School Counselor Association, American Counseling Association, and American School Counselor Association host conferences each year. Other examples would include attendance at a Reality Therapy Basic Training week or a Play Therapy conference.
