1 Charles E. Schlumberger Principal Air Transport Specialist The World Bank Charles E. Schlumberger, a Swiss national, is the Principal Air Transport Specialist of the World Bank in Washington DC. In this function he is responsible for the Bank s policy and development priorities in the field of air transport. He supervises or participates directly in several air transport projects globally, which range from air transport infrastructure financing, air carrier restructuring and/or privatization, air transport safety and security projects, and air transport policy advise to governments. Prior to his appointment to the World Bank in 1998, Mr. Schlumberger has held the position of Vice-President at Union Bank of Switzerland, responsible for international credit restructuring. Prior to his activities in financial institutions, he was the CEO of a Logistics and Transport Group in France, and worked as a lawyer on aviation related matters in Switzerland. Mr. Schlumberger graduated in 1986 with a Law Degree from Basel Law School, focusing on Aviation Law and Bankruptcy Procedures, and he received in 1989 a MBA from the Harvard Business School. He is also an active FAA and JAR certified pilot, and a flight instructor on multi-engine aircraft.

2 George Novak Lead Research Scientist The George Washington University Aviation Institute George Novak, J.D., serves as Lead Research Scientist at the George Washington University Aviation Institute and as Program Administrator of the International Summits on Aviation Safety & Security. He is also the Managing Director of the AeroAdvisor Group, LLC, a strategic and regulatory consulting firm. He has more than 16 years of experience in international aviation matters, beginning his career as a senior FAA attorney specializing in international aviation matters. Since 1993, Mr. Novak has been in private practice, both as an attorney and as a consultant to private sector and governmental clients.

3 Kenneth Button Professor George Mason University Kenneth Button has been Professor of Public Policy and Director of the Center for Transportation Policy, Operations and Logistics in the School of Public Policy, George Mason University since He is also currently a visiting professor in the Department of Economics at Bologna University and professor in the Department of Civil Engineering at the University of Porto. He is editor of the refereed academic journals Transportation Research D: Transport and the Environment and Journal of Air Transport Management. From 1994 to 1996 he was Conseiller in the Advisory Unit to the Secretary General of the Organisation for Economic Cooperation and Development, Paris where he headed work on international aviation policy. He was at that time on leave from being concurrently Professor of Applied Economics and Transport at Loughborough University, UK and VSB Visiting Professor of Transport and the Environment at the Tinbergen Institute, Amsterdam. He was also at the time Director of the Centre for Research in Economics and Finance at Loughborough University. He was the Special Advisor to the UK House of Common Transport Committee between 1993 and 1994.

4 John Strong Professor The College of William and Mary John Strong is Ryan Professor of Finance and Economics at The College of William and Mary (USA). He is the co-author of Why Airplanes Crash: Aviation Safety in a Changing World (Oxford) and Moving to Market: Restructuring Transport in the Former Soviet Union (Harvard), as well as two other books on airline liberalization. He also has published many articles on aviation infrastructure, safety, and competition policy. He has worked extensively as a consultant to multilateral organizations and governments, including aviation sector reviews in Latin America, Russia, Africa, India, and China. He has worked on a number of major infrastructure finance projects in airports and air traffic management. He currently is involved in major studies of aviation safety and airline networks.

5 John V. Wells Chief Economist U.S. Department of Transportation John V. ( Jack ) Wells has been the Chief Economist at the U.S. Department of Transportation since November He was previously ( ) Chief Economist at the Bureau of Transportation Statistics (BTS). Mr. Wells was formerly the Deputy Administrator of the Federal Railroad Administration ( ), Democratic Staff Director of the House Subcommittee on Railroads ( ), and Staff Director of the Subcommittee on Investigations and Oversight of the House Public Works and Transportation Committee ( ). From 1979 to 1993 he was an economist at the U.S. General Accounting Office, working on a wide range of issues in transportation, regulation, and science and technology. From 1975 to 1979 Mr. Wells was Assistant Professor of Economics at George Mason University. Mr. Wells has a B.A. from Harvard and a Ph.D. from Yale, both in Economics.

6 Dennis L. Jones Chief, Regional Operations and General Aviation Division National Transportation Safety Board Dennis Jones has been with the NTSB since September, 1979 when he was employed as an air safety investigator and after a training period at headquarters, Washington, D.C. assigned to the then New York Field Office. He was later assigned to the Washington, D.C field office in September 1986 where he eventually became the office chief in In late 1993 he was assigned to the NTSB Northeast Regional Office, Parsippany, NJ as the Regional Director. In May 1998, Mr. Jones was assigned his current position of Chief of the Regional Operation and General Aviation Division at NTSB headquarters. During his career with the NTSB, Mr. Jones has conducted a wide range of aircraft accident investigations, numbering over 500 accidents of which 250 involved fatalities. As a manager he has been responsible of administrative, budgetary, supervisory, and investigative functions of field and regional offices. He has also been involved with training of NTSB investigators and an instructor at the NTSB accident investigation school. Mr. Jones is a graduate of Embry-Riddle Aeronautical University, Daytona Beach, Florida where he received a bachelor degree in Aerospace Engineering. He is also an active pilot with commercial pilot with single/multi/instrument rating. He is a certificated airframe & powerplant mechanic, and certified as an avionics technician.

7 Heinrich C. Bofinger Air Transport Consultant The World Bank Heinrich ( Henry ) C. Bofinger has been a consultant with the World Bank and the IMF for seven years, in addition to having been in the private sector as an international management consultant with firms and clients such as AT Kearney and JP Morgan Chase. In addition to having broad experience in high technology, Mr. Bofinger became involved in aviation and air transport as a result of his experiences in leasing out aircraft for flight schools, personal transportation, and the transportation of goods. He is a licensed private pilot. Mr. Bofinger holds a BBA and an MBA in Finance from the George Washington University.

8 Stephan v. Klaudy Lead Infrastructure Specialist The World Bank Stephan von Klaudy is Lead Infrastructure Specialist with the Infrastructure Advisory Services group (formerly PPI group) in the Infrastructure Economics and Finance Department. He transferred to the department in September 2001 and since then has worked on various infrastructure finance-related topics and assignments. He is currently responsible for several PPIAF-funded activities including transport concessioning strategies for Guatemala, private participation in infrastructure in Angola and a study on the recent emergence of non-traditional local and regional investors in infrastructure. He will further be leading IAS work on the development of local capital markets for infrastructure financing, as well as for guarantee enhancement mechanisms for output based aid structures. He has also been providing regional cross-support on private involvement in the transport sector in Brazil and in the water sector in Mozambique, and is participating in the preparation of an infrastructure finance facility in Bangladesh and of an urban infrastructure fund in India. He has acted as peer reviewer on different infrastructure-finance related projects and studies. His experience with the department includes implementation completion reports on infrastructure finance projects in India and Sri Lanka; an IFC strategic options report on a mine/rail/port project in Mozambique; a mid-term review report for the National Water Development Project II in Mozambique; and transport reform related assignments in Brazil and Guatemala. Stephan has contributed to papers and publications on recent PPI trends and canceled concessions, and prepared notes on output-based aid. He also tracks infrastructure finance trends. Mr. von Klaudy attended university in Mannheim, Munich, and Göttingen, studying economics and econometrics.
