AKIRA OGAWA Mr. Ogawa is Deputy Director, International Affairs Division, General Affairs Department, Japan Patent Office (JPO). He is holding Master s Degree in Engineering, Graduate School of Tokyo University, March He joined the JPO in In 2004, he became Examiner, Nano-Physics Division, First Patent Examination Department of the JPO. He worked as Fellow at European Patent Office (EPO) under Overseas Fellowship Program in He also worked as Assistant Director, Administrative Affairs Division, First Patent Examination Department of the JPO in In 2008 and 2009, he worked for Nano-Physics Division, First Patent Examination Department of the JPO. HITOSHI AMANO Mr. Amano is Director of Intellectual Property Exploitation Policy Planning in the General Affairs Department of the Japan Patent Office (JPO). In 1991, after receiving his master s degree in Engineering from the Graduate School of Tohoku University, he joined the JPO. In 1995, he was Examiner in the Inorganic Chemistry Division. In 1996, he was Assistant Director of the International Affairs Division, and in 2008, he became Appeal Examiner in the Appeal Examination Department of the JPO. Besides the above career in the JPO, he was a visiting scholar at the New York University School of Law in 2000, and from 2005 to 2008, he was Director of the Intellectual Property Department of the Japan External Trade Organization (JETRO) in Bangkok.

3 page 3 HITOSHI WATANABE Mr. Watanabe is Dean, Executive Manager for Human Resources, National Center for Industrial Property Information and Training (INPIT), Tokyo He received his master degree at the Graduate School of Agriculture of the University of Tokyo. He joined the JPO in 1982 and promoted to Patent Examiner. After working at the International Affairs Division of the JPO, he was transferred to the Space Planning Division of the Science and Technology Agency. Later, he studied at George Washington University in the U.S.A. He served as First Secretary at the Permanent Mission of Japan to the United Nations and Other International Organizations in Geneva. He was subsequently appointed to the following positions: Patent Management Planning Officer, Director of the Appeals Planning Office, Director of the International Cooperation Office, Director of the Polymer Division of the Examination Department, Senior Director of the Medical Science Division of the Examination Department, and the Chief Appeal Examiner. He took up his current position in October He was appointed as a visiting professor at Waseda Law School in April IKUO TSUYUKI Mr. Tsuyuki is General Manager, Human Development & Training Course, Managing Division, Japan Intellectual Property Association (JIPA) in Tokyo since He joined Tokyo Shibaura Electric Corporation (present Toshiba Corporation) in April Since then he took charge of patent management of goods of Home electric appliances (refrigerators, air conditioners, washing machines and microwaves, etc.). He became Manager of the Patent Section of Home electric appliances in 1988 and became Senior Manager of the Intellectual Property Division of Home electric appliances in In March 2002, he was Senior Manager of Administrative Division of Toshiba subsidiary, Toshiba Life Engineering Company. MIGUEL CASTILLO PÉREZ Mr. Castillo is holding Law Degree, National Autonomous University of Mexico (UNAM). He worked as Deputy Director of Multilateral Affairs in the Mexican Industrial Property Institute for 16 years. His principled duties was to: (i) Promote international cooperation through the exchange of administrative and legal experience with institutions responsible for the registration and legal protection of industrial property; (ii)take part in international meetings or forums concerned with industrial property issues; (iii) Develop guidelines for Mexican delegation that participates in bilateral, regional or multilateral meetings or forums; (iv) Give assistance to internal or external requirements with regard to domestic and international framework. In addition to his duties he did Honorary Advisory Work: (i) Conference of the Parties of the Convention on Biological Diversity; (ii) Ad Hoc Open-Ended Working Group on Access and Benefit-Sharing; (iii) Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore; (iv) Committee on Development and Intellectual Property.

4 page 4 ROSE RAMLI (MS.) Ms. Rose Ramli is Deputy Director of IP Academy Singapore. She graduated from the National University of Singapore with an honors degree in Science. She then joined the university s Industry and Technology Relations Office (INTRO), (now the Industry Liaison Office ILO) to handle publicity and publications; essentially to bring the public and industry s attention to the research output of the University. Her scope expanded to include the administration of the University s invention disclosure process filtering invention disclosures for approval for patent filing, liasing with inventors, the review committee & patent agents. Her next position at the National Science and Technology Board allowed her the opportunity to get involved in IP-related work at a national level. She was actively involved in promoting technopreneurship, looking into the infrastructure changes that would support an innovative entrepreneurial culture. In 2001, she was awarded an M Sc. In Management of IP from Queen Mary College, University of London and thereafter joined the Intellectual Property Office of Singapore (IPOS) heading the Capability Development Department as its Director. The Department grew from looking after internal competencies & knowledge building to actively building IP competencies in all sectors and in partnership with international partners. A key achievement at the IP Office included the conceptualization and establishment of the IP Academy (Singapore). The past 3 years have seen her directly involved in the IP Academy (Singapore) as its Deputy Director. Key projects that have come to fruition under her care were the development of the IP Academy s profile of foundation programmes and core skills programmes in patent drafting, IP for the creative industry & government IP management. New directions going ahead are in creating new sector opportunities for the IP Academy and establishing standards for IP education and training. TAKAO OGIYA Mr. Ogiya is Director General, Asia-Pacific Industrial Property Center, Director General, Intellectual Property Research Center, Japan Institute of Invention and Innovation (JIII), Tokyo. He holds Bachelor s Degree in Engineering from Osaka University. He joined the Japan Patent Office (JPO) in 1978 and started his career from Metal Processing Division, 3rd Patent Examination Department. During the period from 1996 to 1999, he was a Director for Patent Management, and from 1998 to 1999, he was also a Director for Academic IP Advancement Office, General Affairs Division, General Affairs Department. In 1999, he became a Director for Examination Policy Planning, Administrative Affairs Division. From 2001 to 2004, he was Visiting Professor at Kyoto University. And from 2003 to 2005, he was Deputy Director General of Cabinet Office (Intellectual Property). He was Deputy Director General of the 3rd Patent Examination Department from 2005 to Subsequently, he was Executive Manager for Human Resources Development, National Center for Industrial Property Information and Training (INPIT) from 2006 to TSHIMANGA KONGOLO Mr. Kongolo is currently the Acting Deputy Director and Head of the Professional Development Program of the WIPO Academy, at the World Intellectual Property Organization (WIPO), Geneva, Switzerland. He is in charge of this Program since he joined WIPO in His main task is the training of intellectual property officials from intellectual

5 page 5 property offices of WIPO s Member States. He is also the Officer-in-Charge of the WIPO Summer Schools on IP. He is also involved in the teaching and research activities of the WIPO Academy. Prior to joining WIPO in 2001, he taught international intellectual property law, at the University He practiced law as a Lawyer in Kinshasa (Democratic Republic of Congo) till March 1991 before traveling to Japan for further study. He holds a Ph.D in Intellectual Property Law from the University of Osaka, Osaka, Japan. He also holds a Master of laws (LLM) (Intellectual Property Law) from the same university, and a Bachelor of laws from the University of Kinshasa (DRC). He spent seven months as a Research fellow (and as a staff of the University of Osaka) at Max Planck Institute for Foreign and International Patent, Copyright and Competition Law, Munich, Germany (April - November 2000). He has also undertaken fieldwork studies in India and elsewhere. He has published books and articles in the field of intellectual property in international journals, such as, the Journal of World Intellectual Property; the Journal of World Trade; the International Industrial Property Review and Copyright Law (IIC) (Max Planck Institute); the European Intellectual Property Review (EIPR); the IDEA the Journal of Law and Technology (Franklin Pierce Law Center); the Patent World; the African Yearbook of International Law; the Journal of World Affairs; the International Journal of Technology Transfer and Commercialisation and; the International Business Law Journal. His Recent book entitled, Unsettled International Intellectual Property Issues, published by Kluwer Law International in He is a former Associate Editor of the Journal of World Intellectual Property. He is also affiliated to the Japan Association of Industrial Property Law, and the Japan Association of International Economic Law. He is a Tutor of the WIPO Distance Learning Course on Intellectual Property since He is a Lecturer in joint Master courses offered by the Academy jointly with other academic institutions.
