Locate and communicate OHS policies which clearly express the organisation s commitment to implement relevant OHS legislation in the enterprise; 2. Define OHS responsibilities for all workplace personnel in accordance with OHS policies, procedures and programs; 3. Identify and approve financial and human resources for the effective operation of the OHS system. ACTIVITY 1 Consider the IT industry. Identify the key focus areas that your web development organisation or small business would need to be concerned with from an OHS perspective. ACTIVITY 2 Consider the TAFE college you are studying at. Identify policies and procedures (e.g. posters around the class rooms or in the corridors, SWSI websites, etc) that have been created by the college or institute the college belongs to, in order to demonstrate and fulfil their commitment to comply with OHS legislation. ACTIVITY 4 Consider your own workplace, or if you are not working, consider your current college of TAFE. Are there any health and safety representatives appointed to represent employees in this workplace? What do these persons focus on? ACTIVITY 5 The Scenario Morgansson Pty Ltd is a medium-sized enterprise that operates a constructionbased business. Their main business is concerned with the construction and installation of office workstations in an Australian capital city. The organisation recently employed a Health & Safety officer in their main office who reports to the chief of operations. The Health & Safety officer has established an OHS policy for the organisation and regularly attends
4 workgroup meetings to talk with employees about OHS. The Heath & safety officer writes updates that are ed to employees advising of any issues or changes that are related to OHS in the organisation. The OHS officer also attends OHS conferences and forums sponsored by the construction industry. Due to the fact that the organisation is based in an office environment, the need to perform audits and checks is minimal. The Health & Safety officer has advised the organisation that they do not need to be concerned with the activities of their employees when they are working at their customer s premises. One Tuesday afternoon, the Health & Safety officer takes a phone call from a general manager in the operation group. It appears that a new employee in the installation group has been electrocuted while working on a customer site. He was installing a workstation at a customer premises and may not have been using the regulation standard installation equipement as he had not completed the appropriate induction and orientation training for installation workers when he joined the company 8 weeks prior. The Problem Based on the practical example of Morgansson Pty Ltd, advise the organisation and the Health & Safety officer of the duties that would normally be expected of a Health & Safety officer in an organisation. How could the Health & Safety officer have acted to prevent an incident of this nature? ACTIVITY 6 The Scenario Nerida Morello is an owner/operator of medium-sized organisation. She employs people in her office to take care of customers orders, has sales staff that are mobile and work with customers face-to-face, and also has some administration activities done by home-based workers. Recently, a number of employees have expressed frustration that they do not review OHS information in a timely manner. Some do not get any information at all. Nerida considers the implications for her business not only from a legal risk perspective, but also because she knows that communication with all employees is important. The Problem Consider the information given about Nerida s organisation and recommend ways that she could address the issues that have been raised by the employees. What ways could Nerida communicate better with her employees and also ensure that OHS information is available to all employees, regardless of their workplace. Develop procedures for ongoing hazards identification, and assessment and control of associated risks; 2. Include hazard identification at the planning, design and evaluation stages of any change n the workplace to ensure that new hazards are not created by the proposed changes; 3. Develop and maintain procedures for selection and implementation of risk control measures in accordance with the hierarchy of control; 4. Identify inadequacies in existing risk control measures in accordance with the hierarchy of control, and promptly provide resources to enable implementation of new measures; 5. Identify intervention points for expert OHS advice. ACTIVITY 7 Please prepare your answer to this separately and attach the print- outs at the back of this exam paper. Last year, workers were provided with hearing protection in the factory because the packaging machinery produced excessive noise levels and the risk was determined as significant for the health of employees. At the time of the assessment of the risk, there were no other alternatives that could be implemented. Last month, the manufacturer of the packaging machine advised that the machinery may now be enclosed in a soundproof cabinet as these are now being manufactured and supplied to the machine manufacturer. Carlos undertakes a current review of the hazard and completes an updated assessment of the risk. The risk of harm to employees hearing remains significant; however the current assessment indicates that the introduction of the engineering control suggested by the manufacturer would significantly decrease the risk to employees in the factory. Carlos gains organisation approval to order a soundproof cabinet and it will be installed within 14 days. Carlos will oversee the installation and then complete another hazard review and risk assessment to ensure the risk to employee hearing has been minimised as a result. Your task: Identify the process that Carlos will need to use to complete a new hazard review and risk assessment of the packaging machine. Utilise system for OHS record keeping to allow identification of patterns of occupational injury and disease in the organisation; 3. Measure and evaluate the OHS system in line with the organisation s quality systems framework; 4. Develop and implement improvements to the OHS system to achieve organisational OHS objectives; 5. Ensure compliance with the OHS legislative framework so that legal OHS standards are maintained as a minimum. ACTIVITY 9 Case Study: Smerton Industries operates a large industrial facility. They employ 250 employees. The employee facilities in the workplace include a gym, an Internet café and a cafeteria. Over the past quarter, a number of employees have been absent from work with gastroenteritis. As the employees are not required to disclose the actual nature of their illness, the organisation is unaware that some of the food storage facilities in the cafeteria are below standard and are compromising the quality of some food. This may actually be the cause of some workers contracting gastroenteritis; however, the organisation will remain unaware of this unless one or more employees bring it to their attention. Your Task: Based on this practical example, consider the action needed if the prevalence of gastroenteritis was reported to the organisation. What OHS actions should be undertaken to investigate if the cause of the illness is actually within the workplace?
