1 Ethiopia 2015 MANDATE Handicap International s mission in Ethiopia includes: improving the quality of and access to physical rehabilitation and orthopaedic-fitting services, HIV/AIDS services and the case-management of women victims of violence, livelihoods facilities for families of children with disabilities, and assistance for refugees and displaced people. SITUATION Ethiopia has the eighteenth largest population in the world 1, with more than 96 million inhabitants. The population has been swollen by the arrival of refugees fleeing drought in the Horn of Africa, and refugee camps have sprung up across Ethiopia. The refugees are also fleeing the tensed contexts in neighbourhood countries as South Sudan and Somalia. Internal Displaced people are also moving to the camps, fleeing drought and clan conflicts. People with disabilities are the most vulnerable to poverty and different types of violence, particularly in emergency situations; it is therefore necessary to promote their access to services 2 and their inclusion in the social and economic life of the country. Since 2014, the county has become the Africa s largest refugee host, as South Sudan and Somalia crisis keeps growing. INITIAL ACTIONS Handicap International launched its operations in Ethiopia in 1986, when it set up community-based rehabilitation projects for people with disabilities and developed rehabilitation services for refugees (Somalis in the east and Sudanese in the west). This led to the setting up of rehabilitation units in eleven hospitals (1996 to 2000). Handicap International extended its activities in 1997 by launching a mine risk education project to support the repatriation of Somali refugees living in Ethiopia. The organisation also aims to improve living conditions of people with disability and vulnerable people affected by drought in refugee camps, and help people with disabilities combat HIV. 2 Current projects Improving living conditions in refugee camps (Gambella) Improving the protection and living conditions of people with disabilities and vulnerable people affected by conflicts in South Sudan and living in refugee camps in Ethiopia. Ensuring access to basic services (food, hygiene, health care, drinking water, etc.) and specific services for the most vulnerable populations. Supplying mobility aids (crutches, wheelchairs) to people with disabilities Training rehabilitation centre workers in refugee camps to prevent and case-manage disabilities Raising community awareness of disability issues Supplying emergency medical services (vaccinations, nutrition for malnourished children, hygiene, etc.) Distributing non-food packs Building rehabilitation centres 4,275 people with disabilities and other vulnerable people; 79,059 children under 12 years old. Rehabilitation and Development Organization (RaDO) Refugee camps in Gambella Education for children with disabilities To improve access of children with disability to primary education in six regions (Dire Dawa, Harar, Somali, Oromia, Amhara and Addis Ababa) based on the lesson learned and successful approaches tested during the pilot phase. Handicap International : Works in partnership with local authorities and regions Advices education actors and organizations of people with disabilities to improve inclusion of children with disabilities at school (improving quality of education and access of children at school). Contributes to adapt education tools and improve pedagogical methods to make school adapted to children with disabilities Contributes to improve school infrastructures to make them accessible to all children To encourage exchanges of best practices between teachers children (6 700 children with disabilities and children without disability families More than 1610 education staff members, 71 members of Regional Education Bureau (REB) 56 members of Bureau of labour and social affairs (BOLSA), in charge of questions linked to disability at regional level 500 members of organizations of people with disability Pedagogical offices in the areas of Dire Dawa, Harar and Somali 49 primary schools 6 regions : Dire Dawa, Harar, Somali, Oromia, Amhara and Addis Ababa 2
3 Resilience of communities faced with natural disasters To sustainably increase resilience and reduce long term vulnerability to current and future climate change and climate-related shocks and stresses in communities of East and West Hararghe (state of Oromia). Improving training and awareness over inclusion of people with disability for actors fighting against vulnerability of rural communities affected by climate changes. Informing people with disability over climate changes. Distributing mobility aids (crutches, wheelchair, etc.) to people with disability. Rural communities (and people with disability) in Eastern and Western Haraghe. Government of Ethiopia REAAP Project consortium members (Catholic Relief Services, Hararghe Catholic Secretariat, Cordaid) Eastern and western Harerge Enhance protection of children with disabilities against all forms of violence and abandonment To increase protection of children with disabilities from violence and abandon throughout the urban areas of Dire Dawa and Harar. Raising community awareness about violence against children and the importance of social inclusion of people with disabilities, including children with disabilities, through radio and print media; Identifying children with disabilities out of school and at risk of violence and abandonment, and identifying mothers with disabilities whose children may be having trouble coping with their situation due to having a single mother, and/or poverty, and/or violence/abuse; Referring identified out-of-school children to schools for enrollment 3 ; Referring identified individuals, and their family members, to relevant services such as health, rehabilitation and social support; Providing ongoing follow-up of the family through peer-educator visits; Training of service officers (staff from BoLSA, police officers ) on protection and referral. At least 300 children with disabilities and/or mothers with disabilities visited, identified, and receiving follow-up visits and information from the peer educators; 100 children with disabilities and/or mothers with disabilities referred to necessary services (e.g. health, rehabilitation, education, social support); 100 families (400 persons) with children with disabilities and mothers with disabilities at risk of violence and/or abandon supported with training and small grants; 2,000 people with disabilities and their communities (including staff of key community services, such as police, banks, and health services) sensitized on violence against children and social inclusion of people with disabilities through radio and print media.
