1 Annex of Country Policy Rolling Plan for the Republic of Djibouti April Basic policy of Support for regional stability and socio-economic development Priority Area 1 Building socio-economic infrastructures for sustainable development [Background and current situation] Djibouti is located in the Gulf of Aden, on major commercial corridors for the maritime transportation of goods between Asia and Europe. In addition, the instability in neighbouring coastal countries strengthens the country's position as the main entry point for goods, intended particulaly for the Ethiopia and South-Sudan. The autorites have taken advantage of this strategic position by encouraging the cuntry to become a hub for trade and services in the region. The Government of Japan will build industrial infrastructures indispensable for the Government of Djibouti to maintain economic growth 1-1 Summary The for Clean Energy Promotion using Solar Photovoltaic System e 6.10 Building industrial infrastructures s for industrial infrastructures building Support to build industrial infrastructures by expanding urban functions including electrical system and ports, in order to reinforce industrial base necessary for the Government of Djibouti to maintain economic growth. 2 [Background and Current Situation] In order to maintain sustainable development, building living environment underlying industrial infrastructres, is also important. In particular, living environment in rapidly urbanizing Djibouti city remains fragile, lacking basic social services such as access to water, waste management system and fire fighting. Also, Djibouti faces the risk of severe drought caused by climate change. However, the quality of education remains poor, marked by a low primary completion rate, high rates of absenteeism among teachers, and overcrowded classrooms. The low quality of education in many primary educational institutions hinders the higher education and of the vocational training, causing a vicious cycle. Health indicators remainlow: life exptectancy is limited, standing at 56 years in 2010; and the maternal mortality rate is high, with 300 cases per 100,000 births in Djibouti also suffers from a lack of medical workers, with only two doctors for 10,000 inhabitants. 4 [Background and current situation] The employment survey conducted in 2010 shows that unemployment remains high, affecting 54% of workforce and 70% of young people. Low economic diversification, combined with a low skill of labors, limits job opportunities in sectors with high potential for labor utilization. Faced with this situation, the Government of Djibouti prioritizes the development of resources in sectors which are deemed to be the core of the national economy (port, railroad, roadway, communication and renewable energy), and sectors which can lead to the economic diversification (agriculture and fishery). The Government of Japan supports resources development leading to job creation with the use of the private sector in mind. To this end, it supports empowerment of women and young population. Summary e Vocational Training Education Course 2-2 Developing resources leading to job creation resources development for the industrial diversifiction Support to develop resources in sectors which are deemed to be a core of the national economy (port, railroad, roadway, communication and renewable energy), to promote job creation. It also cooperates actively with the counter-piracy instability of neighboring countries such as Somalia. It also supports refugees and operations on the Coast of Somalia implemented by foreign forces, including Self-Defense Forces. migrants in cooperation with relevant international organizations. Created by the presidential decret of December 2010, the Djibouti Coast Guard conducts actively maritime law enforcement activities against illegal fisheries, trafficking or migration. However, this newly created institution still needs technical assistance to implement its ability in order to assure maritime security. Capacity building for maritime security at regional level, as represented by the Djibouti Code of Conduct, is also required. The Country is hosting a refugee population estimated in January 2011 at 16,520, mostly from Somalia and Ethiopia, according to the UNHCR. The country also faces a constant influx of people because Djibouti serves as a transit point for migration to the Middle East or other countries. This increases the pressure on basic social services to Djiboutien population and causes sometime frictions between refugee or migrant population and host community.
