2 EXPRESSION OF INTEREST FOR SUBJECT MATTER SPECIALISTS/ EXPERTS I. Introduction Maharashtra State Agricultural Marketing Board (MSAMB), Pune, an ISO certified organization established under section 39A of Maharashtra Agricultural Produce Marketing (Regulation) Act, MSAMB being an apex body has important role in developing, coordinating and promoting the activities of the agricultural marketing in Maharashtra, and shouldering the responsibility of planning for their growth and development. MSAMB is working as Nodal Agency for implementation of the Terminal Market Complex scheme of GoI. Also it is appraisal agency for the agro processing projects of the Co-operative sector under the Government of Maharashtra agro processing scheme. MSAMB has also developed various online software for implementation of the scheme of MSAMB. MSAMB has established export facility centres in the State for Fruits and vegetables. Objectives of MSAMB: As per the provision of Maharashtra Agricultural Produce Marketing (Development Regulation) Act, 1963 section 39(J), the Board shall perform the following functions and shall have power to do such things as may be necessary or expedient for carrying out these functions. a. To co-ordinate the functioning of the Market Committees including programs undertaken by such Market Committees for the development of markets and market areas. b. To undertake State level planning of the development of the agriculture produce markets. c. To maintain and administer the Agricultural Marketing Development Fund. d. To give advise to Market Committees in general or any Market Committee in particular with a view to ensuring improvement in the functioning thereof.

3 e. To supervise and guide the Market Committees in the preparation of plans and estimates of construction program undertaken by them. f. To make necessary arrangements for propaganda and publicity on matters relating to marketing of agricultural produce. g. To grant subventions or loans to Market Committees for the purposes of this Act on such terms and conditions as it may determine. h. To arrange or organize seminars, workshops, exhibitions on subject relating to agricultural marketing & giving training to members and employees of marketing committee. i. To do such other things as may be of general interest relating to marketing of agricultural produce. j. To carry out any other function specifically entrusted to it by this Act. k. To carry out such other functions of like nature as may be entrusted to it by the State Government. Functions of MSAMB: Presently MSAMB is functioning for; a. Creation of Infrastructural facilities - Creation of infrastructure facilities like G&P line, pre-cooling, cold storage, ripening chamber, packhouse, etc to minimize the post harvest losses and to increase the shelf life of the agri. produce. b. Coordinate working of APMCs - (i) for creation of basic marketing infrastructure, (ii) implementation of various schemes for APMCs, (iii) Financial Assistance to APMCs, (iv) Budget & Monitoring. c. Promoting domestic marketing (i) Implementation of MSAMB schemes like plastic crates subsidy schemes, (ii) organization of fruits festivals, (iii) provide sale-outlets for farmers. d. Export Promotion - (i) Implementation of MSAMB schemes like assistance for GlobalGAP Certification, (ii) Services for registration under APEDA & IEC, (iii) Undertaking trial shipments of Horticultural Products like kesar mango, alphonso mango (iv) Training for farmers for export quality production, (v) Issue NOC for Onion export. e. Consultancy in agricultural marketing & processing field for APMCs, co-operative societies & individual entrepreneurs - It deals with preparation of project report,

4 feasibility study. It also prepares DPR for projects to be establish by MSAMB. It appraises project proposals of the processing projects of the co-operative societies. f. Implementation of schemes (i) Pledge loan scheme, (ii) Onion storage structure, (iii) Freight subsidy for onion export, (iv) scheme for Hamal Bhavan & Shetkari Bhavan. g. Training to farmers & APMC Staff h. Development & Dissemination of Market Intelligence II. Requirement of Subject Matter Specialist/ experts MSAMB invites EOI from reputed agencies/experts with proven expertise and experience of concept to commissioning in the diverse field related to agricultural marketing & post harvest technology. MSAMB intends to select the subject matter specialist/ expert for the period of two years. The subject matter specialist/ expert will require in the filed mentioned below. 1. Agri business 2. Cold chain management 3. Agro processing 4. Protocol development for Export of agricultural commodity 5. Collateral Management. 6. Automation in System 7. Finance expert / PPP Specialist 8. Market Intelligence 9. Accreditation of warehouse 10. Brand development for agriculture commodity 11. Post-harvest Management expert. 12. Infrastructure expert 13. Monitoring & Evaluation Specialist 14. Retail Chain Management expert 15. Expert/specialist in tune with objectives of MSAMB not covered in above list

5 Subject Matter Specialist/ Expert: The subject Matter specialists/experts should meet following expectations. No. Designation Expectation 1 Agri business expert Should have knowledge of concern field. Working experience in agribusiness must be in agricultural marketing or supply chain management. Should have experience of assessment of Agriculture Marketing systems. work experience in Maharashtra is desirable. Should have experience of successful implementation of at least two projects in Fresh Fruits and Vegetables (FF&V) marketing or supply chain management or at least two success stories in this field. 2 Cold Chain expert Should have knowledge of concerned field. Preferably experience in civil engineering focusing on cold chain design and construction. Should have experience of establishment of at least two projects of cold chain and logistic for FF&V or at least two Success stories in this field. 3 Agro processing expert Should have knowledge of concerned field.. Preferably demonstrated experience in agro processing. Experience in fruits and Vegetable processing will be preferred. Should have experience of establishment of at least two F & V processing projects or at least two success stories in this field. 4 Protocol development for Export of agricultural commodity Should have knowledge of concerned field.. Preferably demonstrated experience of export of agro commodities especially commodities grown in Maharashtra State. Should have experience of development of protocol for at least two agro

6 commodities or at least two success stories in this field. 5 Collateral Management. Should have knowledge of concerned field.. Preferably demonstrated experience of collateral management for Agriculture commodities. Should have at least two success stories in this field. 6 Automation in System Should have knowledge of concerned field. Should have experience of assessment and automation in Agriculture Marketing field.. Should have experience of development of automation system and successful implementation. Should have at least two success stories in this field. 7 Finance Expert/ PPP Should have knowledge of concerned field. Should specialist have experience of finance in large company/organization. Should have experience of PPP projects in agribusiness. Should have experience of establishment of at least two ppp projects or at least two success stories in this field. 8 Market Intelligence Should have knowledge of concerned field. Should have experience of intelligence for agri business projects, cold chain, agro processing and agricultural marketing. Should have at least two success stories in this field. 9 Accreditation of Should have knowledge of concerned field.. Should warehouse have experience of accreditation of warehouses/godowns for storage of Agricultural produce. Should have accredited at least 25 warehouses/godowns for storage of Agricultural produce. 10 Brand development for agriculture commodity Should have knowledge of concerned field. Should have experience in branding of agricultural commodity. Experience should include projects involving approval for brand of agricultural commodity. Should have at

7 least two success stories in agriculture commodity branding. 11 Post-harvest Should have knowledge of concerned field.. Should Management Expert have experience of Post- harvest management. Experience in fruit and vegetable Post- harvest management will be preferred. Should have at least two success stories in this field. 12 Infrastructure Expert Should have knowledge of concerned field. Should have experience of infrastructure constructions for agribusiness, supply chain logistics. Should have at least two success stories in this field. 13 Monitoring & Should have knowledge of concerned field. Should Evaluation Specialist have experience of monitoring of agribusiness projects, activities of organizations related to agricultural marketing. Should have at least two success stories in this field. 14 Retail Chain Should have knowledge of concern field. Working Management expert experience in agriculture retail chain management. Should have experience of assessment of Agriculture Marketing systems. Work experience in Maharashtra is desirable. Should have experience of successful implementation of at least two projects in Fresh Fruits and Vegetables (FF&V) retailing and at least two success stories in this field. 15 Expert/specialist in Experts feel that they have expertise in tune with tune with objectives objective of MSAMB and not covered in above list may of MSAMB not apply. Proposal Submission The proposals shall be submitted as in three envelope system.

8 Envelope 1 - Technical Proposal and should have following details. 1. CV of the expert/agency (As per Form No 1) 2. Details of experience with documentary evidence (As per Form No 2) 3. Success stories of efforts in their own field (As per Form No 3) 4. Probable Deliverables (These deliverables should be measurable) (As per Form No 4) 5. Concept note (As per Form No 5) Envelope 2 Financial proposal (sealed) 1. The purpose of this assignment is to execute the project right from Concept to Commissioning. 2. The financial proposal should be on deliverables basis and it should be in percentage of the total assignment cost. 3. The financial proposal should be in measurable deliverables. 4. The selection will be done on scoring basis. No. of projects successful implementation in related field will be given more weightage.

9 Applicant's knowledge and experience in related field will be evaluated first and then financial proposal will be opened. The cost of the assignment will be negotiated and then it will be finalised. The selection will be done by the Selection Committee of the MSAMB. The right of acceptance and rejection of application is sole right of the MSAMB. MSAMB is not bound to select any of the Consultant submitting proposals.
