What are the pros and cons of negotiating an international convention compared to continuing with co-operation based on existing conventions, complemented by decisions and non-binding legal instruments? How might a Pan-European initiative of co-operation and harmonisation give rise to an international movement? SECOND PART: CURRENT POLITICAL ISSUES OF PAN-EUROPEAN SPORTS CO-OPERATION Inter-institutional co-operation between the Council of Europe and the European Union in the field of sport Introduction to the sub-theme by: - Mr Ralf-René WEINGÄRTNER, Director of Human Rights and Anti-Discrimination, Council of Europe - Ms Bente SKOVGAARD KRISTENSEN, Sports Director representing the Presidency of the Sports Council of the European Union (Denmark) The Ministers are invited to discuss the following issues related to co-operation between the Council of Europe and the European Union in the field of sport: In relation to the follow-up of the Baku Conference, have Ministers noted/are they satisfied with the progress made by the two institutions? From a pan-european perspective, what are the expectations arising from the entry into force of the EU's Lisbon Treaty? What are the expectations concerning co-operation in the fields of Sport policies, programmes of activities and Conventions (doping and violence) between the Council of Europe and the European Union? Strengthening the Monitoring Capacities of the Convention on Spectator Violence Introduction to the sub-theme by: - Mrs Snežana SAMARDŽIĆ-MARKOVIC - Mr Paolo Valente GOMES, Head of the Standing Committee of the European Convention on Spectator Violence, National Director of the Portuguese police

5 5 MSL12 (2012) 1 final The Ministers are invited to discuss the following issues related to improving monitoring of the European Convention against Spectator Violence: Do the Ministers generally agree that the issue of spectator safety and security and violence in sport is still topical and that further progress still needs to be made? Do the Ministers consider that recent developments since the Baku Conference meet their expectations? Do the Ministers believe that it would be appropriate to revise the content of the Convention and, if so, in which areas? Do the Ministers believe that it is important to improve the monitoring role of the Convention, in particular in the light of the increasingly international nature of competitions and the travel by large numbers of spectators throughout Europe?
