2 What is Response to Intervention? Response to Intervention (RTI) builds better students by using a multitiered approach to instruction in the general education classroom. Using the RTI model, all students receive high-quality instruction, and struggling students receive additional and increasingly more intense intervention. Funding In response to the 009 Stimulus Package, we ve identified solutions to meet your RTI needs using Title I and IDEA funds. The 004 amendments to IDEA [amended section 6(f)] allow local educational agencies (LEAs) to use up to 5 percent of their Part B funding for early intervention services to support students who struggle academically or behaviorally in a general education environment, but who have not been identified for special education.
