2 Springfield Land Corporation's (SLC) Vision is to deliver Greater Springfield, A world class City. SEQRP s purpose is to manage regional growth and change in the most sustainable stainable way to protect and enhance quality of life in the region The Greater Springfield project is Australia's largest master planned City and community development project in single private ownership. (ultimate planned population 105,000 by 2030) Currently positioned and performing as Australia s s fastest growing master planned city and community development project. (3.3 families a day moving to Greater Springfield) Greater Springfield is a city in the making and the SLC vision aligns with the SEQRP which identifies Springfield as a Principal Activity Centre

5 SEQ Regional Infrastructure Plan Population Growth Ipswich City ,000 pop The South East Queensland Infrastructure Plan and Program outlines the following projects to improve road and public transport links to service the growing population centre at Springfield and the Western Corridor: $800M a new passenger rail line from Darra to Springfield ,000 pop $700m to duplicate the Centenary Highway between the Ipswich Motorway and Springfield $270m Centenary Highway, Springfield to Cunningham Highway extension $3bil in surrounding transport and water infrastructure projects Federal Government $3.2b Ipswich Motorway Upgrade Project

7 Greater Springfield s Contribution ti Population Growth Ipswich City ,000 pop ,000 pop Springfield s contribution to managed growth: Current approved capacity of the Springfield project is 105,000 population over the next years accommodated in approximately 48,000 dwellings from single storey houses to 30 storey apartments across a range of price points from affordable to premium. This represents less than 25% of the projected growth to be accommodated in Ipswich City by 2031.

11 Greater Springfield - Fast Facts Largest (2,860ha) master planned city and community development under single ownership in Australia with development rights protected through legally binding statutory planning legislation such as the Springfield Structure Plan and Springfield Infrastructure Agreement. The vision for Springfield incorporates all the elements of an integrated sustainable urban community being a place where people can live, work, play, learn in a digitally connected and E enabled society. $450 million in development activity in 2006 increasing to $650 million from 2008 and continuing to grow for the next years. Designated as a Principal Regional Activity Centre in the Ipswich City Council Planning Scheme and SEQ Regional Plan and SEQ Infrastructure Plan with $1.2 billion committed in State Government infrastructure t for transport t, health care & social infrastructure t to be delivered d by ha central business district with approval for buildings over 20 storeys and 1 million m2 of approved commercial, retail floor space. Springfield Tower, a 10 storey commercial office building and Polaris (a 5 storey tier 3 data centre), are under construction with plans underway for future 10 and 20 story buildings. Employment base of 40,000 jobs in Greater Springfield by 2026.

12 New Planning and Development Models New Ways Old Ways Growth provides Choices and Opportunities. The Regional Plan presents choices about using land wisely and consolidation. It embraces opportunity and establishes Development Principles such as TODs. TODs should be located at regional activity centres Increasing residential densities and mix of uses around high capacity rail stations to create transit oriented communities Concentrating higher density development in greenfield areas designed around future public transport nodes Preparing master plans for activity centres and transit oriented communities Springfield s planning framework was developed based on a mix of COD and TOD principles. p The emphasis was on COD in the early stages with PT as future option. The delivery of rail by provided the emphasis to review the planning framework and apply mixed use, high density residential, TOD principles.

13 Managing Growth The SEQ Infrastructure Plan recognizes the need for investment in infrastructure to lead development as set out in the SEQ Regional Plan. The SEQIP complements the existing significant investment in infrastructure by ICC and SLC to service Springfield and surrounding growth areas of Redbank Plains. The SEQIP builds on existing investment in infrastructure by local government and private sector and takes advantage of infrastructure that has surplus capacity. State Government has also committed funding for infrastructure to support the increased population p in the Western Corridor. The Infrastructure Agreement between ICC and SLC ensure headworks paid on projects in the greater Springfield area are quarantined to be spent on projects within Greater Springfield.

19 Toward 2026 Greater Springfield is well positioned to capitalise on the significant planned growth in the SEQ Western Corridor. The key critical infrastructure required to lead and facilitate development of Greater Springfield is in the process of being delivered. SLC advocates infrastructure leading development.
