PURPOSE OF THE SUBMISSION To seek Board of Director s authorization for implementation of the Ceremonial Landing and Navy Wake. 3. AUTHORITY NCC By-laws, paragraph RECOMMENDATION That the Board of Directors authorize the implementation of the Ceremonial Landing and Navy Wake in the amount not exceeding $600,000 in order that they be constructed by July 1 st, BACKGROUND Project History The NCC 2007 Mill Site Concept Plan and Strategy (which is an initiative identified in the 2005 Core Area Sector Plan) articulates an overall vision, planning principles, objectives and site options and corresponding site interventions that support a comprehensive and phased redevelopment of the site, achieving the potential of the site s assets and location. The plan incorporates two views of preoccupations: the overall context of the site and the particular characteristics and needs of the Mill site itself. The Plan notes certain elements to be realized in the long term including pedestrian bridges across Richmond Landing from the Ottawa shore to Victoria Island. The project Statement of Requirements identified this as a need and opportunity. The goal of the project is to create linkages between Richmond Landing, the Islands, LeBreton Flats, and the shoreline in concurrence with highlighting the significance of this important military landing site in the heart of the Capital. The project involves the enhancement of the recreational pathway network and public access along the Ottawa River shoreline. This project will also improve way finding and interpretation through the area. The Ottawa River shoreline, Richmond Landing and Victoria Island will be linked by pedestrian bridges. A universally accessible pathway (land entry) will be implemented to link the newly constructed Portage-Wellington pedestrian crossings to Richmond Landing and the existing NCC recreational pathway network and to the recently completed Royal Canadian Navy Monument. The south-east tip of the landing will include a ceremonial landing, which was envisioned by the original designers of the Navy Monument (Dialog BC Architecture Engineering Design Planning Inc.) as a future addition to the monument site. The ceremonial landing will feature a functional dock as a water entry to the site to animate the shoreline. Please refer to Appendix 1 Site Plan and Design Drawings. 2 Included in the proposed development will be the Navy Monument wake bench, which was also envisioned in the original design of the Navy Monument, but never executed. The original designers of the Monument have been engaged to prepare construction contract documents for this proposed element. The original intent was to deliver both the Bronson Pulp Mill Ruins and the Richmond Landing projects in However, due to competing corporate priorities, our focus was shifted to deliver the ceremonial landing before the end of the fiscal year followed by the completion of the pedestrian bridges and land entry by the end of the fiscal year. At the request of Capital Stewardship, implementation of the ceremonial landing is being advanced in order to be completed before Canada s sesquicentennial anniversary (July 1 st, 2017). Approvals The project requires several external regulatory approvals: Transport Canada (Navigation Protection Act navigation, environmental assessment, First Nations) (require approval before spring 2017, awaiting final drawings) Rideau Valley Conservation Authority (application submitted, expect approval by end of August 2016) Ontario Ministry of Natural Resources and Forestry (application submitted, require approval before end of August 2016) The project may also require the following approvals: Department of Fisheries and Oceans (Fisheries Act) Ontario Ministry of the Environment Permit to take water City of Ottawa Sewer discharge agreement Financial Summary The detailed estimates for implementation for the Ceremonial Landing and Navy Wake are: Ceremonial Landing Pier, Dock and Gangway ( ) $200,000 Landscape architecture ( ) $200,000 $400,000 Navy Wake ( ) $100,000 Contingencies $100,000 Cinancial Summary Total: $600,000 Thousands Comments Funding requested: $600 Gate release Source of funding Total estimated project cost $600 Partial estimate Funding from partner(s): $0 NCC funding previously approved: $0 Reserved funding as per Corporate Plan $600 Impact on future NCC operating costs: Net savings (costs) $0 Internal Rate of Return (IRR) Project payback (in years) N/A N/A Submission: 2016-P71e Page 2 of 11

ANALYSIS OF OPTIONS AND RISK Submission Public document The implementation of the project is faced with many constraints and risks that will require effective and efficient management so that the schedule is not delayed or impeded. Vital to the advancement of the ceremonial landing are timely regulatory external and internal project approvals and strategic implementation of the various components of the proposed development. The project management office (PMO) has developed a strategy that will avoid many of the constraints and minimize risk to the scope of work, schedule and cost. In order to showcase the historic Ceremonial Landing for Canada s sesquicentennial anniversary (July 1 st, 2017), the NCC is recommending that the Richmond Landing Project Implementation take place in two phases: 1. Ceremonial Landing and Navy Wake completion in time for July 2017 (this Board Submission) 2. Land Entry and Bridges Installation construction over 2018 and (Board Submission target date of November 2016). To ensure that Phase 1 is completed in time for the sesquicentennial anniversary, it is imperative that the pier be constructed in fall 2016 when the river water is at its lowest level. The dock and gangway will be fabricated over the fall and winter to be ready for installation prior to July 1 st, The remainder of the ceremonial landing (pathways, stairs, lighting, plantings, etc.) will be constructed under separate contract in spring 2017 when the water level is appropriate for construction. The construction of the pier, dock and gangway will be tendered through Buy and Sell in September The remainder of the ceremonial landing will be tendered in early The remaining construction work (land entry, bridges) will be tendered during winter The pier, dock and gangway will be built on NCC and provincial land. Negotiations are underway with Ontario Ministry of Natural Resources and Forestry for purchase of provincial land related to the pier and for easements related to the dock and gangway. As a precaution in the event that negotiations cannot be completed prior to construction, the NCC plans to obtain authority from Ontario Ministry of Natural Resources and Forestry to occupy provincial land until negotiations are completed. Delays in obtaining the Canadian Environmental Assessment Act 2012 (CEAA) determination pose a significant risk to the project schedule. The determination of environmental effects for the project is ongoing. Given the advancement of the ceremonial landing, two determinations will be sought. The first determination is related to the pier, which requires approvals from Ontario Ministry of Natural Resources and Forestry and Rideau Valley Conservation Authority and conclusion of indigenous consultation. The second determination will be for the remainder of the proposed development including the dock and gangway and will occur during fall To complete this second determination, approvals will be required from Transport Canada, Rideau Valley Conservation Authority and conclusion of indigenous consultations. 7. STRATEGIC LINKS This project is identified as one of the key priorities in the NCC s 2016/17 to 2020/21 Corporate Plan: Priority 2: Offer public access and new connections for Canadians to discover the shorelines and waterways. The project will contribute to the efforts necessary to ensure that the public can access and discover the natural and historical features in the heart of Canada s Capital Region and to optimize public access and improve connectivity to destinations along the shorelines of the Ottawa River. 8. CONSULTATIONS AND COMMUNICATIONS Consultation A public consultation session was held in October 2014 to gather feedback on the proposed project and engage stakeholders and the public on ways to improve access to the site and the visitor experience. The project team of the NCC studied all the feedback received and in response will hold an open-house in fall 2016 to display the designs for public viewing. Submission: 2016-P71e Page 3 of 11

4 The project team also consulted the Royal Canadian Navy, Public Service and Procurement Canada, the City of Ottawa, the Ontario Ministry of Natural Resources and Forestry, the Ottawa River Runners Association, the Navy League of Canada, and Au Feel de l Eau. The main topics of interest to these organizations included: Ensuring access to the site, through drop-off points (land, water) and universal access; and Providing an improved experience of the site and facilitating the discovery of the rich cultural landscape including the Navy Monument, tail race, geology and amenities. In March 2016, the NCC consulted with Kitigan Zibi Anishinabeg and the Algonquins of Pikwàkanagàn to obtain their support for the project, including the Bronson Pulp Mill Ruins Public Access project. Furthermore, the NCC is seeking opportunities to engage Algonquin community based businesses and professionals to develop interpretation products relative to the heritage of their Nation and to work together on environmental and archaeological initiatives. As part of this initiative, two contracts will be sole sourced to registered Algonquin companies, which includes selective aggressive invasive alien species removal and indigenous/medicinal plants planting. Communication with both communities regarding the Ceremonial landing is ongoing. No issues or concerns were raised in regards to this particular element of the overall project. Throughout project planning and design, the following internal consultations were carried out: Advisory Committee on Planning, Design and Realty (ACPDR) Project introduction Landscape Architecture Master Plan, and Preliminary design for comment and feedback Advisory Committee on Universal Accessibility (ACUA) As part of the design development, the project management office consulted the original design team of the Navy Monument. Communications Communications activities: Web content with design drawings and social media messages will be prepared following the September 12, 2016 NCC Board of Directors meeting. Updated web content and proactive social media messages will also be prepared once the work begins to raise awareness of the new development, its key functions and the construction/pathway closures impacts. Communications products: Key Messages and Questions and Answers will be prepared. NCC Public Affairs and NCC Intergovernmental Relations will also inform community stakeholders and elected officials of the work to come. 9. NEXT STEPS Complete the construction contract documents. Obtain the following regulatory approvals: Pier Fisheries and Oceans Canada, Ontario Ministry of Natural Resources and Forestry, Rideau Valley Conservation Authority, Canadian Environmental Assessment Act 2012 determination Entire project Ontario Ministry of Natural Resources and Forestry, Transport Canada and the Rideau Valley Conservation Authority, Canadian Environmental Assessment Act 2012 determination Obtain the following internal approvals: Federal design approval: Pier Level 2 Entire project Level 3 NCC Board of Directors approval for implementation Submission: 2016-P71e Page 4 of 11

5 Proceed to tender for the pier, dock and gangway on the Buyandsell.gc.ca website. The contract for these elements must be awarded no later than the end of September 2016 in order to allow sufficient time for construction to avoid winter work. 10.
