2 History of the prize: The Peace Tour Award has been set up jointly by the Madariaga-College of Europe Foundation (MCF) and the Europe-China Cultural and Educational Foundation (ECCEF), the European branch of the Peace Tour Committee,in order to grant awards to outstanding Chinese students who study in the European Union. 1 During these past years, the Madariaga Foundation has been very active in promoting EU-China relations and has been well-recognised for its efforts in this field. Meanwhile, Peace Tour has been working for more than ten years on cultural exchanges and peace promotion between China and its Asian neighbours, and recently extended its activities to Europe through ECCEF. The Awards programme strives to promote EU-China relations, mutual understanding and people-topeople dialogue. The programme will focus on granting an award each year to ten Chinese students studying in Member States of the European Union. As more and more Chinese students study in the EU, such an event will have a positive long-term impact on EU-China relations and on the promotion of cultural and educational exchanges. These awards also intend to support promising young researchers, whose work will contribute to the body of existing research in their chosen fields. In addition they will act as bridges between the European and Chinese research communities and as academic ambassadors for China in the EU and for the EU in China. The Award: This year, ten awards will be presented to ten outstanding Chinese students or young researchers currently enrolled in a Master degree, PhD course or undertaking post-doctoral research, in a European university (Member States of the EU), in the field of physical sciences and engineering. There will be three categories of awards, according to the quality of the scientific work of the winners: First prize: three awards of 10,000 euros each Second prize: three of 8,000 euros each Third prize: four of 5,000 euros each Eligibility: The award is for any Master student, PhD student or post-doctoral researcher of Chinese nationality who is currently undertaking a research project/currently enrolled in a European university (Member States of the EU) and who is under 35 at the time of the awards ceremony. Awards Ceremony: The official Awards Ceremony, henceforth referred to as the ceremony, will take place in Beijing between the 26 th and the 30 th of May 2014 (date TBC), and will be held in parallel with the EU-China High Level People-to-People Dialogue, in the presence of the Chinese Vice-Premier, Liu Yandong and the EU Commissioner for Education, Culture, Multilingualism and Youth, Androulla Vassiliou. 1 World Famous Chinese Artists Global Painting Peace Tour Committee 2

3 Please note that the candidates must confirm their availability to attend the ceremony in person prior to application. Submission Process: Application forms must be downloaded, completed and returned via . All additional documents should also be sent electronically. Only upon receipt of a completed application file will candidates be considered. See the handbook and application form for more information. Confidentiality: Jury members (and all third parties involved in the administration of the selection process) agree to maintain strict confidentiality and are prohibited from disclosing any information while processing the application files. Jury and Evaluation Procedures: Applications will be examined by a jury of stakeholders composed of high-level academic experts from the specified field, as well as representatives of MCF and Peace Tour. Evaluation Criteria: An article published in an academic journal or a monograph published by a leading publisher in the scientific field together with the executive summary of the Master or PhD thesis or post doctoral research project and the CV and academic records of the candidate will form the basis of the selection. In that framework, the jury members (academics and stakeholders) will pay special attention to the following items: Originality of the thesis/article (subject and/or approach) Quality of the project Quality and rigor of the scientific reasoning Degree to which it is anchored in practice and relevance to practitioners Format, structure and fluency of the text The criteria might be changed or expanded by the jury if it jointly decides that other criteria are more relevant considering the number/quality of the applications. The list of criteria above is not presented in an order of importance or weighting. It is left to the jury to decide which criteria are most important when comparing the different applications. The jury s decision is final. Next steps: In the coming years the award will reward students in a different scientific field and involve a larger number of universities to make sure an increasing number of students can benefit. Each year, the jury will announce the topic of the next year s prize. 3

4 Rules and regulations: General: 1. The awards are open to Chinese citizens, defined as those who hold Chinese nationality. 2. The awards are open to Chinese citizens who 1) are undertaking a Master degree in a European university (Member States of the EU); 2) are undertaking a PhD and are currently enrolled in a European university (Member States of the EU) or 3) having completed a PhD are currently undertaking post-doctoral research in a European university (Member States of the EU). Candidates must be under 35 years old at the time of the ceremony (end of May 2014). 3. The awards are open to master students, PhD holders or students in the field of Physical Sciences and Engineering. 4. Only theses or articles published in English are accepted. 5. The application process opens for submissions on the 31 st of March 2014 and the closing date is midnight (CET) on the18 th of April All applications must be submitted by this time. 6. The thesis or article may have won previous awards. The jury: 1. The jury s decisions are final and irrevocable and the jury is sovereign in taking such decisions. 2. The judges will not enter into discussion with entrants who have submitted for the award nor have any correspondence with entrants regarding their decisions. 3. The jury reserves the right to not award the prize if, in the jury s opinion, such an action is justified. In the event that there is no candidate of sufficiently high calibre studying in one of the Member States, the jury reserves the right to not distribute any award to candidates of that Member State. 4. Jury members (and all third parties involved in the selection process) agree not to disclose any information and to ensure strict confidentiality while processing the application files. 5. The jury is composed of maximum 10 persons, including a Chair, Vice-Chair and a Secretary. The jury s secretary does not hold a voting right. 4

5 The winners: 1. The Award Winners will be notified on the 9 th of May The Award Winners will be required to provide a biography and photograph. 3. The copyright of the thesis or article submitted remains with the author. 4. The Award Winners are required to be present at the awarding ceremony as the prize is only awarded in person. Excluding extenuating circumstances (illness or injury), if the student cannot be present, the award cannot be granted. 5. The organisers will cover all costs associated with the Award Winners' travel and participation in the awards ceremony. 6. The Award Winners may use the prize money at their own discretion. However, the award cannot be used to serve political purposes. 5
