2 SPECIAL INSTRUCTIONS TO BIDDER Please read following instructions carefully before submitting your bid. 1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., in AutoCAD format and manuals in PDF format, for offered item shall be submitted. Also the hard copies as per specification shall be submitted. 2. The bidder shall submit Quality Assurance Plan for manufacturing process and Field Quality Plan with the technical bid. 3. The bidder shall have to submit all the required type test reports for the offered item. In absence of this, the evaluation shall be carried out accordingly as non-submission of type test reports. 4. The bidder must fill up all the point of GTP for offered item/s. Instead of indicating refer drawing, or as per IS/IEC, the exact value/s must be filled in. 5. All the points other than GTP, which are asked to confirm in technical specifications must be submitted separately with the bid. 6. The bidder is required to impart training in view of manufacture, assembly, erection, operation and maintenance for offered item, at his works, to the person/s identified by GETCO, in the event of an order, free of cost. The cost of logistics will be borne by GETCO. 7. Please note that the evaluation will be carried out on the strength of content of bid only. No further correspondence will be made. 8. The bidder shall bring out all the technical deviation/s only at the specified annexure. 9. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE). Seal and Sign of Bidder Page 2 of 8

3 QUALIFYING REQUIREMENT DATA (For Supply) Bidder should satisfy the following requirements. 1) The bidder shall be Original Equipment Manufacturer (OEM). The offered equipment have to be designed, manufactured and tested as per relevant IS/IEC with latest amendments. 2) The minimum requirement of manufacturing capacity of offered type, size and rating of equipment shall be 7 times tender / bid quantity. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE). 3) Equipment proposed shall be of similar or higher rating and in service for a minimum period of THREE (3) years and satisfactory performance certificate in respect of this is to be available and submitted. 4) The bidder should clearly indicate the quantity and Single Value Contract executed during last FIVE (5) years, for the offered equipment. Bidder should have executed one single contract during last five years for the quantity equivalent to tender / bid. 4 TECHNICAL SPECIFICATION OF NiCad BATTERY FOR SUB-STATION 1. SCOPE: This specification covers the requirements and tests for vented type 220/110V Nickel-Cadmium batteries for use in 400/220/66 KV sub-stations and provides for design manufacture, testing at works and supply of 220V,110V, 100/250 Amperes hour Nickel Cadmium Alkaline Battery. 2. APPLICABLE STANDARDS: Unless otherwise modified in this specification, the NICAD Batteries shall comply with IS: of the latest version. 3. STANDARD RATING: The standard rating for 110V NICAD sub-station battery shall be 100 AH and 250AH for 220V set. 4. CELL VOLTAGE: The nominal voltage of a single cell shall be 1.2 V and accordingly the set shall comprise the number of cells. 5. CAPACITY AT ROOM TEMPERATURE (NOT EXCEEDING 32 0 C): a) 20 Amps. For 5 hours to and voltage of not less than 1.0 V per cell. 6. CONSTRUCTION: The cells shall have prismatic (rectangular), spill-proof and vented type of construction and shall be made of non-porous plastic or Alkali-proof mild steel. Battery shall be equipped with nickel plated copper inter-cell connectors and terminals. The cells shall be housed in high strength, alkali resistant containers. 7. TERMINALS: Separate terminals shall be provided for connecting load and charger loads to the battery terminals. All terminals shall be of suitable size nickel-plated copper. Suitable nickel-plated copper lugs shall be provided connecting up the load wiring. A typical arrangement of terminals is to be shown in the sketch. 8. TEMPERATURE RANGE: Battery must be capable of operation at temperatures up to 55 0 C for prolonged periods. Minimum capacity at this temperature should not be less than specified in the IS: Seal and Sign of Bidder Page 4 of 8

5 9. ACCESSORIES: The following accessories shall be supplied with each set of battery: i) Cell testing volt meter, volt scale conforming to IS: 1248 (Part-I) ii) iii) iv) Pair of gloves. Insulated spanner for opening terminals nuts. Plastic / glass syringe. v) Inter cell and tyre connectors. vi) vii) viii) ix) Stand insulators and cell insulators (if required). Cell no. plates and fixing pins (if required). FRP Battery stand and suitably painted. Other items not specified but which is needed for efficient working of batteries may be quoted separately as optional / extra. 10. CHARGE RATE: Fully discharged batteries should get recharged at 3 Amps. for 7 hours at room temperature. At high temperature, the recharging time will be more. The trickle charge rate shall be ma. 11. CELL DESIGNATION: The practice indicated in IS: or latest version thereof shall be followed. 12. MANUAL OF INSTRUCTIONS: A copy of instructions of IS: and initial treatment of the battery and maintenance during service shall be supplied by the manufacturer with every battery ordered. 13. POLARITY MARKING: The polarity of the terminals shall be marked for identification. The positive terminals may be identified by P or (+) sign or red colour mark and the negative terminal may be identified by N or (-) sign or blue colour mark. Marking shall be permanent and non-deteriorating. 14. WARNING MARKING: The battery shall be furnished with a warning plate located at conspicuous place specifying the use of ALKAIINE ELECTROLYTE ONLY (in block letters) and specifying the proper filling level of the electrolyte. 6 15. PACKING: The batteries shall be suitably packed securely in wooden crates suitable for handling during transit by Rail / Road and secured to avoid any loss or damage during transmit. 16. TESTS: The following tests shall be carried out in accordance with IS: or the latest version thereof, if so desired by GEB. However, bidder has to submit the complete type test report as stated hereunder of the offered item along with the bid. These tests must have been conducted within last 5 years from the date of submission of bid. Type Tests: a) Physical examination b) Dimensions weight and lay out. c) Marking d) Polarity and absence of short circuit. e) Air pressure test. f) Ampere-hour capacity. g) Retention of charge h) Discharge performance at 55 0 C i) Life cycle test (for atleast 350 cycles) j) Insulation resistance k) Dielectric test. NOTE: As the life cycle test takes very long time (2-3 years), this is not insisted upon for the NICAD of the specific rating to be ordered. However, satisfactory evidence shall be furnished for having made this test on battery of any other Ah capacity voltage rating, manufactured by some suppliers. ACCEPTANCE TESTS: The following shall constitute acceptance test and shall have to be preferred at Manufacturer s works prior to dispatch of the batteries. a) Physical examination. b) Dimension, weight and lay out. c) Marking d) Polarity and absence of short circuit e) Ampere-hour capacity f) Insulation resistance g) Air pressure test.
