4 PAGE 4 OF 28 INTRODUCTION To achieve standardisation and rationalisation for the securing and accessibly of City Power s electrical infrastructure, cylinder locks and colour coded padlocks shall be introduced. 1 SCOPE This specification covers City Power s requirements for colour coded padlocks, cylinder locks and keys. 2 NORMATIVE REFERENCES The following documents contain provisions that through reference in the text constitute requirements of this standard. At the time of publication the editions indicated were valid. All standards and specifications are subject to revision and parties to agreements based on this specification are encouraged to investigate the possibility of applying the most recent editions of the documents listed below. SABS 1533: SABS 155: Standard specification for padlocks. Resistance to salt fog of paint films (method). 3 DEFINITIONS For the purpose of this specification, the definitions of SABS 1533 shall apply. 4 PADLOCK 4.1 General The padlock shall be suitable for master keying and have key-alike facilities The padlock shall have spring opening, self-locking shackles The key shall be removable in the unlocked position of the shackle The padlock shall have a low cost scrap value. 4.2 Type The padlock shall be Type CP, as per SABS Category The padlock shall be category 2, as per SABS 1533.

5 PAGE 5 OF Case The case shall be either solid, laminated steel or formed The laminated steel shall have quality zinc plating where each laminate is 2 thick The case shall be covered with an ABS plastic, which shall be individually coloured, that is UV stable and weatherproof. 4.3 Colour The padlock case shall be colour coded as follows: PADLOCK COLOUR MARKING / FUNCTION A BLUE OPERATION B BLACK MEDIUM VOLTAGE C YELLOW LOW VOLTAGE D GREEN GENERAL E ORANGE METER READING 4.4 Shackle Table 1: Padlock colours and marking / function The shackle shall be 6 2 boron steel or case hardened chromium plated steel All steel shall be grade 303 stainless The surface of the shackles shall have been case-hardened to a Rockwell hardness in the range 695 HRC 20 to 739 HRC 30 and have been case-hardened to a depth of between 0, 25 and 0, Keys (five hundred) keys shall be supplied once off for each series of padlock. The keys shall be compatible with existing keys in use by City Power The keys shall be constructed from high quality brass The key shall be a snake key way profile A supplier agreement shall be signed between City Power and the successful tenderer The key shall be clearly stamped alphabetically A to E, according to the level of access, A being the highest access level, as shown in Table The identification characters shall be at least 2,5 high The key shall be removable in the unlocked position of the shackle.

6 PAGE 6 OF Keyway The keyway design shall be registered to City Power and City Power shall be allowed to provide the design to any manufacturer to duplicate should they so desire. The successful supplier shall not be allowed to supply the padlocks, keys or keyway design to anyone else except City Power for a period of not less than 25 years coencing from the first date of purchase. 4.7 Dimensions The dimensions include the ABS plastic cover and as shown in figure 2: The nominal width of the padlock case, excluding the outer coloured casing, shall be The padlock shall have a nominal height of The nominal thickness of the padlock case shall be The nominal width across the shackle shall be at least The shackle length shall be 43, in the locked position. 7 PAGE 7 OF The mechanism shall be pre-lubricated with graphite paste. 5 MECHANICAL STRENGTH 5.1 The padlock shall comply with the mechanical tests outlined in SANS Section Tension test shall be carried out and City Power reserve the right to request a practical demonstration of the products ability to withstand the test. 5.2 The mechanism shall be of a robust construction and shall not be prone to mechanical breakage. 6 CYLINDER LOCK 6.1 Requirements The cylinder lock shall: Manufactured out of solid brass; Be suitable for master keying and have key-alike facilities; Be supplied with 5 pin tumblers; Be supplied with re-tailoring cylinder screws and fixing plate, and The key shall be removable in the unlocked position of the cylinder.

KEYS A B C D E PADLOCK BLUE BLACK YELLOW GREEN ORANGE Figure 4: Level of access 8 TESTS The padlocks shall be type tested as per SABS Test reports shall be provided Type tests shall be performed by an accredited laboratory. 9 MARKING, PACKING AND DOCUMENTATION 9.1 Marking Each padlock shall be clearly and indelibly marked with the following: a) Brand name or trade mark. b) City Power s name. c) Each coloured padlock shall be engraved as Operation, MV, LV, General or Meter reading as per Table 1.

10 PAGE 10 OF 28 d) The cylinder lock shall be clearly stamped alphabetically B or C, according to the level of access, A being the highest access level, as shown in figure Packing The padlocks or cylinder locks shall be so packed, in acceptable containers, that they are adequately protected from damage during normal transit, and from deterioration due to dust, light and normal atmospheric moisture Preferably, the packaging to be colour coded as per the padlocks. 9.3 Documentation Documentation shall be submitted in a technical catalogue format The technical catalogue shall specify the sizes, dimensions, reference numbers, and if applicable, the complete range of other products and accessories available. 9.4 Samples City Power reserve the right to request samples prior to purchase, or as part of the tender process. 10 QUALITY ASSURANCE A quality management system shall be set up in order to assure the quality of the master padlocks during development, production, and installation. Guidance on the requirements for a quality management system may be found in the following standards: SABS ISO 9000, SABS ISO 9001, SABS ISO 9002, SABS ISO 9003 and SABS ISO The details shall be subject to agreement between the purchaser and supplier.
