3 + 3D Elevation Program (3DEP) 3 A new initiative to implement an operational program by 2014 with a goal to acquire national coverage of enhanced elevation data. The 3DEP initiative implements recommendations resulting from the National Enhanced Elevation Assessment (NEEA) study. Key 3DEP objectives: LiDAR data over the conterminous United States, Hawaii, and the territories on an eight-year cycle, IfSAR data over Alaska Source data and derivative products available as services All source data to be publically accessible without use restrictions

5 + 3DEP Transition 5 The 3D Elevation Program will result from a planned transition of the National Digital Elevation Program (NDEP) with the following characteristics: Managed nationwide point cloud dataset and product services Quality Level 2 or better LiDAR data for 49 states and IfSAR in Alaska Large area data acquisition projects (5,000 square miles and larger) Achieve nationwide coverage in 8 years Significant growth in the partnership base with greater representation from Federal agencies, state governments and the private sector
6 + 3DEP Tiered Governance Structure 6 Currently assessing options for implementation 3DEP Executive Steering Council Develop pprogram guidance, increase support within their respective organizations and expand program partnerships 3DEP Member Organization Committee (former National Digital Elevation Program Committee) - Identify 3D elevation data requirements, prioritize annual acquisition plan, advise 3DEP manager on product needs 3DEP Management, under USGS leadership executes operational objectives Outreach and Coordination Acquisition and Production Management Data Services Provider
7 + 3DEP Growth Strategies 7 Grow overall investments in elevation data Facilitate cooperation through improved resources Update the data acquisition specification to include a QL2 base specification Share best practices to promote compatible data collection across all organizations Develop model budget and authorizing language for use by others Expand partnerships with Federal agencies that benefit from 3DEP. As appropriate, increase coordination at the regional and state office levels. NRCS, USACE, DISDI, USGS, NOAA, FEMA, EPA, USFS, FAA, and NGA Target (and promote) statewide acquisition programs. Rely more heavily on states to coordinate with local governments Pursue public-private partnerships with select industries to include precision agriculture, vehicle navigation, energy, and forest products.

Dire Need: Accurate elevation data do not exist over the majority of the State Alaska Mapping Roundtable DOI led discussion on the issue among more than 20 Federal agencies on June 28 Consensus was quickly reached to accelerate data acquisition DOI Deputy Secretary established the Alaska Mapping Executive Committee first meeting August 14 Committee actively seeking funding to complete IfSAR coverage of Alaska in 3 years as a first step toward 3DEP goals
9 + NGAC Elevation Subcommittee 9 NGAC has endorsed the 3DEP recommendation and is now reviewing key components of the proposed program. Their report will be presented at the next NGAC meeting. USGS and partner acquisition funds are insufficient to move the community toward larger projects. Technology infrastructure modernization or operational improvements are too slow (or costly) to meet immediate needs. State government or private sector inclusion in the governance of 3DEP becomes too limited under existing regulations.
