4 Missed Opportunity: Transit and Jobs in Metropolitan America In May 2011, the Brookings Institute conducted an analysis of 371 transit providers in the nation s largest metropolitan areas. An overall implication from the trends found in the study is that transportation leaders should make access to jobs an explicit priority in spending and service decisions, especially given the budget pressures they face. 4
