1 DEPARTMENT OF GENERAL SERVICES STATEWIDE TRAVEL MANAGEMENT PROGRAM TRAVEL BULLETIN Effective: July 1, 2009 Travel Bulletin # Expiration: June 30, 2010 SUBJECT: DGS Travel Bulletin PURPOSE: Discount Airfare for Official State Business REFERENCE: Supersedes MM Discount Airfares The purpose of this Travel Bulletin is to announce the discount airfare contracts executed between the State of California and the following airlines: Alaska s JetBlue Southwest s United s Virgin America The contracts are effective July 1, 2009 through June 30, These discount airfares are set for use by employees of state departments, universities, local government and K-12 public school districts for travel on official government or school business. The contracted rate includes airfare for origination and destination points known as city pairs for intra-california, out-of-state, and international destinations and are listed at Contracted airfares will be used by all State departments unless a lower airfare can be obtained that is in the best interest of the State. Departments may impose more restrictive travel rules as determined by their operational need. Reference your individual departmental travel policy for specific limitations and guidelines. Please note, Alaska, United, and Virgin America may assess a baggage fee which could require payment by the traveler at the ticket counter. Using the Discount Airfares The State of California has three types of discount airfares (), Restricted (-) and Internet (Variable) fares. fares are fully-refundable unrestricted airfares that offer last seat availability and they are for travel in either direction of the city pair. fares are restricted meaning that airlines set aside a limited number of seats on each flight for the State of California. These airfares are also fully refundable and they are for travel in either direction of the city pair. They are less expensive than the unrestricted fares. fares are typically available when a traveler is able to make travel arrangements early.

2 Internet fares are fully refundable unrestricted airfares that offer last seat availability and are for travel in either direction of the city pair. These variable fares can decrease or increase during the contract cycle. Travelers are encouraged to check swabiz.com for the lowest fares. The discount and fares are only available through Alaska, JetBlue, United, and Virgin America and can only be booked through an authorized travel agency of the State of California. A list of authorized State of California travel agencies may be found at The internet fares are only available through SWABIZ ( the business portal of Southwest s. Internet fares are unrestricted, offer last seat availability and are for travel in either direction of the city pair. Internet Airfares Southwest s State departments that make their reservations directly through Southwest s SWABIZ portal incur no booking service fees. As part of Governor Schwarzenegger s direction to obtain transparent, cost-effective travel, all departments are required to have an established Business Travel Account and to use to eliminate the travel agency service fee. A quarterly report will be submitted to each Agency Secretary to ensure compliance. Departments without an established Business Travel Account must complete the enrollment process by September 1, Enrollment instructions are available on the State of California Travel Portal at or contact Lori Wasson, dedicated State Department/Agency Travel Program Specialist at lori.wasson@dgs.ca.gov or for assistance. Authorized Forms of Payment The authorized forms of payment for the discounted airfares are: American Express Statewide Travel Program Business Travel Account for Southwest s SWABIZ. American Express Statewide Travel Program Business Travel Account utilizing an authorized State of California travel agency. An American Express Government Charge Card that is clearly marked with the State of California, California State University Campus name or California Kindergarten through Grade Twelve Public School District/Campus name. Additional Information Per Executive Order S-09-09, issued on June 8, 2009 additional discounts have been requested from our airline partners. A new Travel Bulletin will be issued should a reduction in fares occur.
