National Creativity Network s Creative Economy Coalition Fall 2012 to end June 2013
PARTICIPANT PROFILE 27 total participants: 2 multi-state federations, 10 states, 9 multi-counties, 5 single county, 1 city
OVERALL FINDINGS 26 participants using NAICS (North American Industry Classification System) and SOC (Standard Occupational Classification System) codes 264 NAICS codes; with 39 codes used by 75% + of the participants 187 SOC codes; with 34 codes used by 75% + of the participants
NAICS CODE CATEGORIES NAICS Codes Used by 75% + 5% 2% 2% 8% Printing and Related Support Activities Miscellaneous store retailers Publishing industries 18% Motion picture and sound recording industries 3% 20% Broadcasting, except internet Other information services Professional, scientific and technical services 31% 3% 8% Educational services Performing arts, spectator sports and related industries Museums, historical sites and similar institutions
SOC CODE CATEGORIES SOC Codes Used by 75% + 3% 5% 10% Advertising and promotions managers Architecture and engineering occupations Education, training and library occupations Arts, design, entertainment, sports and media occupations 82%
STATE ANALYSIS Profile Montana 2003 Arkansas 2007 Maine 2006 North Carolina Alaska Hawaii 2012 Colorado 2008 Oklahoma 2011 Louisiana 2005, 2007, 2010 Mississippi 2010 Department of Cultural Resources 2007, 2009 State Institute for Emerging Issues 2009
STATE ANALYSIS Structure All were commissioned by a state government department, often Commerce 4 of the 9 states were partnered with their state arts commission 6 of the 10 reports hired outside consultants to research the data All included nonprofit arts/culture, for profit creative businesses, independent creatives in the definition
STATE ANALYSIS Why do it? Changing economic base First to market benefits Attracting and retaining talent in a global economy Better leveraging of indigenous cultural and other creative resources Desire to assess the scale and value of this economic cluster Opportunity for cultural tourism
STATE ANALYSIS Purpose To understand the breadth and value of the state s creative economy and determine where it fits within an overall state economic development strategy
STATE ANALSIS - CHALLENGES Sector is undercounted due to self-employment and not recording rapidly emerging creative businesses Figuring out which NAICS and SOC codes are right for the state Lack of recognition of the creative industry sector as an equally valuable economic contributor
STATE ANALYSIS Codes Used by All Newspaper publishers Interior design services Industrial design services Graphic design services Theatre companies and dinner theatres Musical groups and artists Independent artists, performers, and writers
STATE ANALYSIS Then what? Louisiana cultural economy initiative; continue to measure progress; Dept of Culture, Recreation and Tourism Colorado merged Council on the Arts, Office Film/Television and Media, and Art in Public Places program into Creative Industries Division; strategic plan for the next four years. Mission: to promote, support and expand the creative industries to drive Colorado s economy, grow jobs and enhance the quality of life.
Review: what s been done by other states Starting point: what should be included in Illinois creative economy? Determine what you want to measure: jobs, businesses, wages? Why? Run the numbers: find out what you have, where it is, what it s worth Building the narrative: what is your mission, your end game
Thank you!
