2 State Enterprise SEA COMMERCIAL PORT OF ILLICHIVSK General layout Location of a cargo handling complex (berths Nos. 7, 8, 9)
3 Berths Nos. 7, 8 and 9 which are included into the Terminal No. 2 of the Port, built in , actually had been the first berths, when the Port construction was started. Over the past 50 years the berths were intensively used for handling general cargoes, mainly iron and rolled metal products in bulk. At present the berths Nos. 7, 8 and 9 are physically out of date and have insufficient depth (9,75-11,5 m) and taking into account that the berth No. 8 is in dangerous structure and completely taken out of operation, the planned reconstruction of cargo handling complex with the above berths is extremely necessary and important matter.
4 Scheme of the present location of the Second terminals objects
5 Current situation: - Project for reconstruction of berths Nos. 7,8 and 9 worked out by SE ChernomoNIIproekt ; - An open international tender for selection of General Contractor for civil works for reconstruction of berths Nos.7,8 and 9 will be held (negotiations on signing the contract with a successful tenderer are being proceeded) on February 2011; - Pre-Project proposals for reconstruction of existing facilities and building new ones at coast (storage) area of the complex worked out by SE ChernomoNIIproekt. It is expected that the volume of capital investments in reconstruction of coast (storage) area of the complex and purchasing of cargo handling equipment will amount approximately 100 mln.us dollars.
6 To bring the complex into compliance with modern requirements it is planned to carry out the following: - Reconstruction of the berths Nos. 7, 8 and 9 with rendering the boundary line of the berth for 4 m towards harbour area, reaching the depth at the berths up to 14,5 m and 16 m in the future, and creating conditions for using gantry cranes on the bertys to handle large capacity vessels of dwt t and more; - Reconstruction of the coast (storage) area of the complex with the increase of allowable loads on the storage area up to 20 t/m2. - Outfit the coastal part of the complex with cargo handling equipment to provide high-intensity handling of wagons and / or vehicles.
7 Reconstruction of port berths will be carried out by the Port within the framework of joint with the European Bank for Reconstruction and Development Loan Project Sea Commercial Port of Illichivsk, Port Infrastructure Development Project "according to the signed Loan and Guarantee Agreements of November 28, 2007 and the Law of Ukraine On ratification of the Guarantee Agreement of 28 November, 2007 between Ukraine (Guarantor) and the European Bank for Reconstruction and Development (Bank) of September 24, 2008, under the No For the reconstruction of coastal (storage) area of the complex and further operation of the cargo complex with the berths Nos.7, 8 and 9, participation of the operator-investor is envisaged by the Loan Agreement. Selection of the operator-investor will be carried out by the Port according to Methodology for selection and monitoring of operator-investor worked out by the experts of the European Union and which is approved by the European Bank for Reconstruction and Development. Operator-investor: is a legal entity or a physical person-private entrepreneur. The purpose of cooperation with operator-investor is to provide higher technical and economical indexes of operating activity than in case of implementation of such activity by the state enterprise without the involvement of a private partner and transfer to the private partner the part of the risks in the process of public-private partnership.
8 Sea part of the Complex: - Reconstruction of berths Nos.7,8,9; - Execution of dredging; Components of the project: Coast section of the Complex: - Development of storage area at the maximum depth to the rear area; - Renewal of open storage area covering; - Construction of new crane tracks; - Outfit of the berths, storage area and rear front line with cargo handling equipment, including machines; - Reconstruction of electric supply system for the serviceability of modern cargo handling equipment; - Reconstruction of water supply system, waste water treatment and sewage system, communications system ; - Creation of the computerization system of the complex;

11 Transport scheme: - Delivery of cargoes to the port by railway - 100% - Departure from the port - by vessels - 100% Specialization: The issue of future specialization of cargo handling complex with berths Nos. 7,8,9 will be considered jointly with the Port of Illichivsk and future operator-investor through tender procedure and award of the contract. Cargo handling equipment: The berths are capable to carry crane loads with 8 rollers on each leg of the gantry with maximum pressure on the roller 26,5 t. The crane track on the berth: 10,5 m In accordance with the adopted technical decision, the power supply of the gantry cranes is 10kV. Ownership: Reconstruction of the berths Nos. 7,8,9 is being carried out using the Port of Illichivsk own funds and the loan of the European Bank for Reconstruction and Development. In accordance with the legislation of Ukraine these berths are the state property and they can not be sold, privatized and have limits for lease holding.
12 Mutual payments: After finishing the reconstruction of the berths Nos. 7,8,9, adjacent rear territory and outfit of appropriate cargo handling equipment, the operator-investor shall start an operation of cargo handling complex according to the signed agreements between him and the port and make payments to the port: - payment for use of the berth and the territory of the port (according to the item of the tariff catalogue, approved by the Ministry of Transport and Communications); - the rate from the blanket rate during cargo handling works on the berths Nos. 7,8,9 of cargo handling complex. Liabilities of operator-investor: In accordance with the Contracts for civil works construction and operation of cargo handling complex with the berths Nos.7,8 and 9, the operator-investor will be liable for the following: - financing of the project works on reconstruction and construction of the shore (storage) part of the complex; - reconstruction and construction of the coast (storage) part of the complex; - fitting the berths, warehouses and rare areas with the cargo handling equipment; - creation of computerized system of the complex; - complex operation; - required cargo handling of the complex up to the level, which shall provide the proper and accepted by the port level of its profitability for the Port and operator-investor.
13 Expected results: Reconstruction of the cargo handling complex with the berths Nos. 7, 8 and 9 of the Port of Illichivsk in association with operator-investor will lead to the competitiveness of the port, guarantee stable cargo traffic and considerably increase the efficiency of state property using. All this will increase the profit of state enterprise, private operator-investor and revenues to the state budget. The number of the operating personal of cargo handling complex shall not be changed after reconstruction. It will provide high qualified personnel of Terminal No. 2 with jobs and essentially increase the wages of the staff. Thus, the reconstruction of the berths will promote the stable cargo handling of the port and safe conditions of work with modern technological equipment for port personnel. As the planned reconstruction does not include a new construction or handling of dangerous cargoes, the Project will not adversely affect to the environmental and social (public) objects.
