1 HELSINKI COMMISSION HELCOM AIS EWG 9/2005 Expert Working Group for Mutual Exchange and Deliveries of AIS data Ninth Meeting Hamburg, Germany, 9 February 2005 Agenda Item 5 Short status reports from participating countries and EMSA Document code: 5/2 Date: Submitted by: Norway STATUS FOR THE NORWEGIAN NATIONAL AIS NETWORK (Presented by Tom Braute, Norwegian Coastal Administration) All planned 35 Physical Shore Stations () have been installed and are put into operation. Today, 34 are connected to the IP-network and are supplying AIS data into the network. The last will be connected to the IP-network by February (this happened on 15 February). Both Logical Shore Station (LSS) centres have been installed. There will be one LSS for northern Norway and one LSS for southern Norway for redundancy purposes. Both LSS centres will provide AIS data from all 35. Connection to HELCOM server will be by the LSS for southern Norway. An Overall Site Acceptance Test for the entire AIS network is planned for in week 10. Thereafter an operational test will be conducted from mid March with duration 2 months. An operational service is hence expected from mid May. Today, a temporary AIS router provides access to data from the 34 in operation. In addition 2 offshore AIS base station and 1 AIS base station located at a VTS is connected to the temporary AIS router for demonstration purposes. The temporary AIS router will be used for HELCOM phase 1. The national AIS network will be used for HELCOM phase 2. The temporary AIS router will be discontinued from mid May. USE OF DATA FROM THE NATIONAL AIS-CHAIN FOR VTS AND FOR GENERAL COASTAL TRAFFIC MONITORING (Presented by Terje Alling, Norwegian Coastal Administration) I. Implementation into existing VTS. The AIS-data will be used to improve the efficiency of the present service, giving improved accuracy on target-tracking, more secure identification of the participating vessels and reduced need for voice communication. II. Traffic monitoring outside VTS-areas. Based on data from the AIS-chain the VTS will be tasked to monitor traffic along the coast aiming to reduce risk primarily focusing on ships carrying pollutive or dangerous cargo. This task will be introduced during 2005 and should be fully operational with the introduction of Vardø VTS from A few key elements have been identified to enable few operators to work on complex traffic in large areas; Note by Secretariat: FOR REASONS OF ECONOMY, THE DELEGATES ARE KINDLY REQUESTED TO BRING THEIR OWN COPIES OF THE DOCUMENTS TO THE MEETING Page 1 of 2
2 HELCOM AIS EWG 9/2005, Document 5/2 a. Routing of risk-traffic. Pr today routes have been put into force for ships sailing inside the territorial waters. Routes outside the territorial waters will be assessed and proposed to IMO if deemed appropriate. b. Combining surveillance-data from AIS with administrative data sources, i.e. Safe Sea Net. This will support automatically identification of risk-tonnage, thus revealing the operators from manually operations. c. Suppression / colour-symboling of different categories of ships based on AISsignal. d. The above mentioned measures enable alarm-criteria to be set realistically. e. Combining dynamic picture of tugboats with database containing necessary information on capacities, owner, operator, contact points with phone, fax, mail etc enables rapid response to incidents and accidents.
