2 2 The Policy Context The European Economic Recovery Plan EC COM(2008)800 - Launch of three research Public-Private-Partnerships (PPPs) in manufacturing, construction and automotive industry; - all 3 sectors experienced demand plummet as a result of the financial crisis - also face significant challenges in the transition to the green economy PPPs were seen as an effective way of mobilising public and private resources for research activitites To stimulate strong resurgence of these sectors from the crisis

3 3 Europe 2020 A strategy for smart, sustainable and inclusive growth COM (2010)2020 Smart growth: developing an economy based on knowledge and innovation. Sustainable growth: promoting a more resource efficient, greener and more competitive economy. -Reduce greenhouse gas emissions by at least 20% compared to 1990 levels. -Increase the share of renewable energy sources in our final energy consumption to 20%. -20% increase in energy efficiency; Inclusive growth: fostering a high-employment economy delivering social and territorial cohesion.

4 4 EUROPE 2020 and the PPPs Among 7 flagship initiatives, PPPs may play a strategic role in Innovation Union, Resource-efficient Europe and Industrial policy Innovation Partnerships will build on initiatives such as the PPPs Focus on facing the Grand Challenges: - Recovery, Employment, Ageing, Environment, Energy 3% for R&D and 20/20/20 climate targets should be met Support to PPPs as a tool to combine public and private funding Acting efficiently together as in the Recovery Plan

5 5 Double approach for the PPPs Involvement of industry as a partner to the Commission Quick response needed: use of existing instruments - 7th Framework Programme - Dialogue with existing industrial platforms and associations Double approach for implementation: - Fast start with cross-thematic calls for proposals under FP7 - In parallel, exploration of strategy for the longer term

6 6 Advantages of a PPP Industry has a leading role in defining research priorities Ad-hoc Industrial Advisory Group advises on implementation Multi-annual Roadmap allows long-term investment plans Pre-defined budget ensures continuity More emphasis on relevance of industry and impact Focused on enabling industrial technologies Increased use of SME-friendly instruments and demonstration

7 7 Multi-annual Roadmap Strategy document of the Ad-hoc Industrial Advisory Group Time focused on the period 2010 to 2013 Challenge and target oriented: leading to the needed impacts Consensus-based to generate wide stakeholders support Not so extremely detailed as to define the specific call topics Process concluded for FoF and EeB: Drafted by AIAG and sub-groups until June 2009; First Open consultation from July to September 2009; New version in October 2009; Second Open consultation in November - December 2009; Final version in January 2010

9 9 Longer-term outlook Continued dialogue under FP7 via the Advisory Groups New articles related to PPPs in the Commission proposal for revision of the Financial Regulation Plans to explore possible new bodies for research PPPs EU ministers recognised the progress of PPPs and gave continued support in the Competitiveness Council meeting of May 2010 PPPs are crucial to face the Grand Challenges Common framework and clear roles are proposed Long-term stability proposed for the PPPs

12 12 Energy-efficient Buildings PPP Construction sector ( 1 billion in 4 years) 10% of the EU s GDP and 32 million jobs before the crisis Building activity dropped by 8% in 2009 and declines further 40% of energy use and 33% of GHG emissions in Europe Themes: NMP, ENERGY, ICT, ENVIRONMENT Goal: New concepts for energy-efficient construction Energy-efficient refurbishment of existing buildings Neutral/energy-positive new buildings Energy-efficient districts/communities

13 13 Green Cars PPP Automotive sector ( 1 billion for research in 4 years) 11% of the EU s GDP and 14 million jobs before the crisis Total vehicle production decreased by 23% in 2 years In Europe, 73% of oil is used in transport Themes: TRANSPORT, NMP, ENERGY, ICT, ENVIRONMENT Goal: New and sustainable forms of land transport Electrification of road & urban transport Energy efficiency for heavy duty vehicles Logistics and co-modality
