27 The last power master plan study was prepared for whole Sudan by PB Power UK for NEC Utility in Khartoum in 2007 The Study had no demand survey work undertaken in Southern Sudan, hence conclusions on electrification plan require revision The World Bank has agreed with GOSS to undertake Electricity Sector Strategy Note for South Sudan. Implement recommended least cost central power stations and transmission systems to major load centers Promote application and use of appropriate technologies such as solar, wind or mini hydro and co-generation where economically viable Prioritize energy and electricity as a critical input to the country s recovery program and attract more donor participation in this capital intensive sector. 35
36 Implement technical assistance programs to support GOSS and State Ministries responsible for electricity sector, SSEC, Yei, Kapoeta and Maridi utilities as well as emerging entities so as to help them execute their respective mandates. Promote and support capacity building of local Sudanese electrical contractors Establish technical training institution(s) in the country to supplement training offered within the region 36
37 South Sudan has abundant energy resources waiting to be harnessed for development to uplift the standard of living of its people. This requires investment of massive resources in electricity sector infrastructure so as to reach all parts of the country. The legal framework and appropriate electricity pricing must be put into place if private sector is to be a partner in this development Promote appropriate renewable technologies to supplement conventional power sources The expectations of the economy and the people of South Sudan are great and will require participation of government, development partners and private sector 37
