3 Structure of İŞKUR Institution for Providing Jobs and Employees was founded in 1946.(Turkish Job Placement Agency) As a result of emerging needs and changing circumstances, in 2003, it is reorganized as İŞKUR (Turkish Employment Agency) and new services are rendered: Unemployment Insurance Fund Vocational Training Courses (Developed) Sustainability Policies for the Crisis Period In 2011, Job and Vocational Counselling Service is enlarged and the staff of İŞKUR is increased from to

5 Provincial Employment and Vocational Training Boards Boards are composed of representatives from different public agencies, universities, employee and employer organisations and chambers of commerce and industry. İŞKUR is one of the important members. The president of the Board is the Governor. The Board is the major decision maker in terms of vocational training courses and policies at local level. The Boards decisions are binding. The Boards reunion in every three months. 5

6 Provincial Employment and Vocational Training Boards The Board; Decides about execution of labour market demand survey at the province, to learn labor force, employment and vocational training needs of province, Approves vocational training programmes, Expresses its opinion of vocational and technical training plans made by the Ministry of National Education in line with the needs revealed in the scope of labour market demand research. 6

7 Provincial Employment and Vocational Training Boards The Boards are composed of under the Presidency of Governer, the other members are: Mayor Secretary General of Special Provincial Administration Provincial Director of National Education Provincial Director of Science, Industry and Technology Provincial Director of Turkish Employment Agency Provincial Chairman of Chamber of Commerce or Industry One representative from Worker s, Employer s and Turkish Disabled Confederation Union of Chamber of Merchants and Craftsmen One academic member from university Provincial Director of Customs and Trade One representative from Development Agency 7

8 Provincial Employment and Vocational Training Boards According to decisions and instructions that have been taken at the Provincial Boards every provincial directorate plans their activities. In line with the plans; Labor market demand surveys Active labor market policies Company visit School visit 8

9 LABOR MARKET DEMAND SURVEY (LMDS) Labor market demand survey are periodically conducted since 2006 by İŞKUR for purpose of determination of needs and trends of the provincal and national labor markets. Conducted once a year until 2009, these surveys are being made twice a year since Demand survey is being made once a year and job vacancy survey is being made four times a year since

10 Main Goals The main goals of this survey are; to obtain periodical information on the local and national labor market, to monitor the occupational changes and developments occured in the past, to create a database over the results for the active labor market policies, to identify short term trends of local labor demands. 10

11 Services of İŞKUR Job and Vocational Counselling JVCs work all over Turkey Target Groups: Students Unemployed People Employees Employers Average number of registered labour force per JVC is Average number of unemployed per JVC is 519. Average number of workplace per JVC is

12 Services of İŞKUR Job and Vocational Counselling Within the scope of Job and Vocational Counselling those below are provided; Vocational guidance Job Placement Work adaptation Counseling to employers By this way; Unemployment period will be shorter. Employment and productivity rate will increase. Sustainable employment will be ensured

13 Services of İŞKUR Active Labour Market Policies Vocational Training Courses It is determined according to labour market analysis. Outsources are used with tenders. Daily allowance of 8$ for each attender. On-the-job Training Programmes To increase employability through making people gain vocational experience. Max. 12 months of duration (from 2016) for each attender. Minimum wage is paid by İŞKUR. Entrepreneurship Business plan Certificate Access to $ Grant which is provided by KOSGEB* 13

14 School and Company Visits School visits: A magazine for secondary school students with the title Support for Choice of Profession has been prepared in every year. To increase awareness of students about choice of profession and JVCs visit schools for introducing and informing students about the magazine, job searching skills, importance of choice of profession etc. Company visits: Companies have been visited and informed by JVCs periodically, If you know the company needs, you are able to offer services in line with their needs 14

20 University Contact Points There are 178 universities all over the country and in 82 of them İŞKUR has service points and it s called University Contact Point (UCP). In these university contact points some basic activities have been offered; to increase effectiveness guidance universities, and counselling services in to help students for making career planning and to prepare them for labour market, to increase skill levels of students with active labour market policies, to inform and to make them ready for labor market before their graduation with counselling activities 20

21 Employment Fairs and Career Days Employment Fairs are organized in collaboration with local agencies and institutes for gathering both labor demand and supply sides in one specific city or region. Career Days are organized especially in collaboration with universities and any other local educational institutions, for the purposes of giving guidance and informing activity to particularly university students about job searching process, job searching and interview technics, vocational guidance, working life, career planning etc. 21

22 Promotion Days To help students, who are the potential jobseekers in the future, when they make a choice of university, Professions are promoted by profession experts to students (doctor, lawyer, engineer etc. this lists of professions are determined by university preferences, generally the most ten popular professions selected by students), To prevent negative effects of mismatch, between the students and professions, on individual and society level, To promote and increase awareness of our services and thanks to this support young people in their career paths, In 2015, in 19 provinces promotion days activities about professions offered to nearly students. We aim to spread this initiative to whole country 22
