1 ACTIVITIES OF THE CROATIAN EMPLOYMENT SERVICE AIMED AT ROMA INCLUSION IN THE LABOUR MARKET Skopje, December 2011.
2 National Programme for Roma/Action plan for the Decade of Roma Inclusion The CES has been implementing the activities aimed at preparing and including unemployed Roma into the labour market ever since the Government of Croatia adopted the National Programme for Roma and the Action plan for the Decade of Roma Inclusion (November 2003)
3 Data on the number of unemployed Roma are continuously collected by the CES counsellors based on the statements made by unemployed persons By June 30th 2011, there were 4,227 Roma registered at the CES, i.e. 1.3% of the total unemployment The CES does not keep records on the nationality of unemployed persons, so, for the purpose of implementing the mentioned programme, the CES counsellors inform unemployed persons about the Programme and the opportunities for including unemployed Roma in the Programme

7 Activities aimed at the preparation for employment The Roma are included in regular activities of the Croatian Employment Service, such as: Group informing informing unemployed persons about labour market trends, about role and tasks of CES, rights and obligations of the unemployed, about the need for active job search Individual counselling - individual work of the CES counsellors with the unemployed with the goal of collecting information necessary for estimating professional, working and personal potential of an unemployed person
8 Activities aimed at the preparation for employment Workshops The strengthening of an individual and motivating for active job search, developing skills and abilities to perform a realistic self-assessment, learning how to write a curriculum vitae and the way of introducing yourself to an employer The CES organizes and implements three types of workshops How to search for a job How to introduce yourself to the employer Self-assessment workshop
9 Activities aimed at the preparation for employment Professional informing and counseling - consists of the assessment of capabilities, interests and motivation of unemployed Roma for education, training and employment Assessment of remaining work capability is aimed at defining jobs a person can do, especially for persons older than 45. Roma older than 45 have very low levels of education and are not motivated enough Targeted visits to the employers - aimed at improving their attitude towards the employment of the Roma and informing on possibilities of co-financed employment of Roma Meetings with employers` associations, union representatives, Roma associations at the local level Group informing on self-employment and possibilities of starting their own enterprises and informing and counseling on the possibilities of self-employment.

11 Main characteristics of measures Co-financing the employment of the Roma -100% of the minimum gross salary for the first 3 months, 70% for the next 9 months and 50% for the final 12 months Labour market training persons receive financial aid, travel expenses and accidents or professional illness insurance is paid the cost of training is paid to the training institution Occupational training without commencing employment persons receive financial aid the employer receives the reimbursement of the obligatory pension insurance contributions Public works persons employed in public works programs receive minimum wage
