1 REQUEST FOR PROPOSALS FOR TECHNICAL AND FINANCIAL ASSESSMENT OF SOLAR + STORAGE SYSTEMS FOR MANUFACTURING FACILITIES IN MASSACHUSETTS () Funding Available: $150,000 Deadline for Applications: July 10, 2016 OPPORTUNITY SUMMARY Through this Request for Proposals ( RFP ), MassCEC seeks qualified firms to perform site assessments and evaluate the financial benefits that can accrue to owners of manufacturing facilities in Massachusetts that install solar photovoltaic systems combined with energy storage systems (herein after referred to as solar plus energy storage systems ). Solar plus energy storage systems reduce energy costs for manufacturers while preserving high power quality and business continuity, while also helping manufacturers meet greenhouse gas reduction or corporate sustainability goals. MassCEC expects to retain 1-4 firms to conduct evaluation projects. DESCRIPTION OF SERVICES Through this RFP, MassCEC seeks to retain a qualified firm (or firms) to perform site assessments 1 that evaluate and quantify the technical and financial viability of installing solar plus energy storage systems OR energy storage systems only in small-to-medium manufacturing/industrial facilities in Massachusetts. The selected firm(s) (the Consultant ) will produce a report quantifying the estimated potential benefits of such systems in the aggregate, anonymized as necessary, to MassCEC. Given the uncertainty around solar policy in the state, the Consultant would be asked to complete analyses on a range of potential installation configurations at manufacturing facilities (ie: with existing solar arrays, added storage only, or new solar plus storage). MassCEC will coordinate access to the MassCEC-selected manufacturing facilities on behalf of selected Consultants. The Consultant selected in response to this RFP will be responsible for tasks including: 1. Provide an intake process for interested manufacturers (identified by MassCEC and by other means) to express interest in having a storage only or solar PV plus energy storage analysis completed at their facility(ies), 2. Coordinate the request and receipt of utility-provided interval meter data, and manage any related utility fees, 3. Through desktop analysis, evaluate the feasibility, cost and potential cost savings of solar PV plus energy storage systems at participating manufacturing/industrial facilities, 1 MassCEC currently estimates completing a minimum of site assessments under this program.

Produce short individual manufacturing facility assessments that outline why a site may or may not be a viable candidate for storage or solar PV plus storage systems, which would be shared with the facility owner, and 5. Develop a report outlining key findings for MassCEC. MassCEC currently estimated completing a minimum of site assessments. Reponses to this RFP will be assessed on the value of services offered, along with other criteria as described below under Response Requirements. ANTICIPATED NEEDS AND DATA The selected firm(s) will be required to conduct a desktop analysis of interested manufacturers. It is anticipated that the Consultant will access, collect, manage and analyze information including, but not limited to: 15 minute interval data for at least one previous year, Rate tariff information, Copies of electricity bills and/or other electricity consumption data, Existing solar PV production and configuration data, where applicable, and Details on special site considerations as applicable (e.g., space constraints, zoning, atypical facilities, other needs or limitations) Respondents are encouraged to suggest and justify additional data that would be useful for the undertaking described and additional outputs that might help inform broader adoption of solar plus energy storage systems in this market segment. Suggested additions should be attached in an appendix, which will not be counted toward the application page limit. PROJECT DELIVERABLES For each selected manufacturing site study, the Consultant should be prepared to provide the following information to MassCEC: For each designated site, a written assessment of the estimated potential financial costs and benefits of: o Storage only, and o Solar PV plus energy storage. Such economic assessment should analyze: o Optimal system configuration for each potential system, o Estimated Year 1 potential financial benefits for each system, including all applicable state and federal incentives, o Expected lifetime financial benefits for each system, including all applicable state and federal incentives, o To the extent necessary, the level and type of additional incentive that would be needed to make such a system a financially viable investment for the specific manufacturer, and o Other considerations discovered, as appropriate.

3 RESPONSE REQUIREMENTS To respond to this RFP, applicants must submit: A summary of no more than four pages stating their qualifications to provide the required services. Respondents will be assessed on demonstrated Qualifications and experience in managing the necessary data Capacity to gather and analyze the necessary data as outlined in this RFP Experience in solar PV, and solar PV and energy storage project analysis or development Familiarity and successful track record of engaging with utilities and businesses, particularly manufacturers and/or in the commercial and industrial sectors Familiarity with Massachusetts clean energy markets and incentives Relevant financial modeling expertise The ability of a respondent to provide his own pipeline for project sites will be viewed favorably. Brief (100 words each) bios for qualified project lead and critical staff only A price proposal listing pricing for each completed site evaluation as well as a price for a final program results report. o Proposals should provide separate pricing indicating the proposed price for each delivered site analysis and for a final report detailing aggregated results. o Respondents should budget on the assumption that each selected firm will conduct multiple (10-30) assessments. o Awards will be paid on a milestone-deliverable basis, to be negotiated after selection of contractors. PROPOSAL EVALUATION Responses to this RFP must be complete and received by the due date, July 10, Proposals will be evaluated on the basis of a firm s demonstrated competencies, past performance, relevant qualifications in the technologies, budget competitiveness, and good standing with any previous MassCEC awards. Preference will be given to proposal teams based in Massachusetts. Applications will be reviewed initially by MassCEC staff. Firms whose applications meet all criteria and have been deemed most competitive may be invited for an interview with program staff. Please note that an invitation for an interview does not guarantee that the applicant will be selected for an award.

CONTRACTUAL REQUIREMENTS Upon MassCEC authorization to proceed with the proposal, MassCEC and the selected Consultant will execute a contract which will set forth the respective roles and responsibilities of parties. 5 MassCEC reserves the right, at its sole discretion, to waive minor irregularities in submittal requirements, to request modifications of the application, to accept or reject any or all applications received, and/or to cancel all or part of this Solicitation at any time prior to awards. DISCLAIMER This RFP does not commit MassCEC to award any funds, pay any costs incurred in preparing an application, or procure or contract for services or supplies. MassCEC reserves the right to accept or reject any or all applications received, negotiate with all qualified respondent, cancel or modify the RFP in part or in its entirety, or change the application guidelines, when it is in its best interests.
