2 Creating a Mobile Virtual Network Operator Once a regulatory framework governing mobile virtual network operators (MVNOs) is in place, more and more companies get involved in the MVNO business and set about to recruit new customers. This brings along a whole range of new challenges, the critical one being the need to find a flexible, scalable, feature-rich billing solution capable of ensuring maximum performance at minimum cost. MVNO is an integrated platform providing the highest level of security and control. We offer a comprehensive carrier-grade solution that includes software and, if required, hardware components designed to create a virtual operator from scratch based on the core network of a mobile network operator (MNO) so as to meet the specific demands of this line of business and ensure seamless alignment with your needs. 5 MVNO ARCHITECTURE HIGHLIGHTS: An open data model allows the solution to evolve with the growing needs of the operator Maximum portability and scalability are ensured by the use of Oracle s relational database management system as the database server A three-tier architecture allows for a great number of users, high performance and high availability in dealing with big data volumes A BUSINESS CASE A big Russian holding company decided to reorganize its corporate telephone service. The provider of the holding used an outdated billing system that could not support complex settlement models in relationships with mobile and fixed communications providers. Peter-Service offered a solution specifically developed for inter-partner settlement (interconnect). At some point in the course of the project, the customer decided to change the strategy and set new goals, asking to install a set of BSS products that would allow the holding to deploy a full-scale MVNO and set up roaming-free zones for corporate subscribers all across the country. To achieve those goals, a line of specialized products was deployed, and PETER-SERVICE BSS, a convergent billing solution, was launched, allowing the customer to maintain full control over personal data and guarantee the security of corporate communications.
