Although additional items not listed on the agenda are sometimes discussed, no formal action is taken. Items that require formal action are placed on a regular City Council and/or Borough Assembly meeting agenda. Public comments at committee meetings are NOT considered part of the official record. Kodiak Fisheries Work Group Community Roundtable Forum Gulf Trawl Bycatch Management May 12, 2015 Key Issues The following are key issues identified by the public, grouped into three broad categories (with some overlap), and adopted for discussion at this forum. Each issue is stated as the opinion of the original proposer/s, but various points of view on each issue will be brought out in roundtable discussion. A. Reduction of bycatch, and accountability End the race for fish, and use the tool of cooperative management to reduce bycatch Halibut, salmon and crab bycatch reduction; pollock, cod, sole and flatfish bycatch reduction; separate salmon PSC allocations for the Western Gulf and the Central Gulf Require 100% observer coverage Require cooperative contracts that include individual accountability Protect habitats, reduce trawling footprint B. Additional program design elements Allocate both target and PSC species to historic harvesters/co-ops Recognize the global nature of the seafood industry Maintain the control date of 12/31/12 Include processors in the management program Learn lessons from the results of the Pacific Council trawl management program C. 7 AGENDA ITEM #2.c. Kodiak Fisheries Work Group Draft outline for RFP for economic analysis April 8, 2015 The City of Kodiak and the Kodiak Island Borough are seeking proposals to provide an analysis that meets the two goals listed below, using information provided by the community as well as information from other sources, including NPFMC documents and data from State and Federal agencies. The results of the analysis will be in a format usable for presentation. The contractor may be asked to provide presentations to the community and to the NPFMC. Goals of the proposed analysis 1) Provide an overview of how the Gulf of Alaska fisheries, particularly the groundfish fisheries that are the subject of North Pacific Council action, contribute to the Kodiak community economy. 2) Provide an overview of what the community contributes to the operation of the GOA fisheries and associated industries. A) The information to be provided by the community will include: 1) Contribution by fishery to community tax revenues, for the last five years 2) Community infrastructure capital investments and operational costs, and use of community infrastructure, including boatlift, harbor, electricity, water and sewer, and roads. B) The information to be collected by the contractor will include: 1) Fisheries harvest information for the most recent five years, in state and federal waters, by fishery, gear type, volume, value, landings by month; NOTE: Much of this information is in analysis produced by the NPFMC. Landings by month may need to be determined by the contractor. 2) Information regarding trawl vessel owner residency, crew and skipper residency and payment, use and costs of leasing in current management programs, number of active vessels, number of active LLP s; NOTE: The number of active trawl groundfish vessels and LLP s is available from the NPFMC. Some information about crew is available from the State of Alaska Dept. of Labor. Economic Analysis Update Page 7 of 13
8 AGENDA ITEM #2.c. 3) By fishery, use of and impacts on support businesses, including gear and equipment suppliers, food providers, repair and machinery shops, fuel suppliers, freight and shipping companies; NOTE: Some of this information is available in a general way in the economic study presented at the October Council meeting by Alaska Fisheries Science Center economists. The contractor may be able to work with AFSC economists to break out the pertinent information from that study. 4) Processing sector information, aggregated by a third party as needed, including employment numbers by month, residency of processing employees, operational timing and interaction of various fisheries; NOTE: Some of this information is available from Chamber of Commerce studies, and from State of Alaska employment records. Other information, such as operational timing and interaction of fisheries, and use of overtime, may be obtained through interviews with key processing representatives. Using the data collected, the contractor will be able to illustrate the economic effect of fishing industry activity in the community. The contractor will also be able to show the potential effects of proposed changes in fishery management, either State or Federal. In particular, the information could be used to determine the potential effects of options and alternatives in the pending Council action on GOA Trawl Bycatch Management. For example, one could potentially determine the distributive impacts of different levels of consolidation of the harvesting sector or the processing sector. Economic Analysis Update Page 8 of 13

McCarty will come up with solicitation verbiage for clerks to: 1. Borough Clerks and McCarty to Create a form on the website to solicit for 3-5 issues as possible part of discussion (content). iv. When and Where 1.
