1 Northeast Groundfish Interim Findings: Social Indicators Version: February 2014 Fishing Support Service Employment This indicator measures changes in employment in fishing support services, as a component of local community effects of the catch share program (Local Community Effects: Introduction). 2 Overview Data from two different datasets show that most fishery support service businesses are present in New York and New Jersey. Other states in the northeast also demonstrate large employment in ocean-related economic sectors that include key support service categories like marine construction (e.g., dredging and wharf maintenance services) and ship and boat building. Data from 2005 through 2010 are available for one dataset. This provides some information for a portion of the baseline period and during the first year of the catch share program. Other data provide information at the community level for 2011, but they lack any comparable baseline information. Overall, however, the data are too aggregated to determine which support service entities are directly associated with the groundfish fishery and these data are not detailed enough to show specifically how the shift to catch shares may be affecting particular businesses. Baseline Period During the baseline period (2005 through 2009), the employment associated with the ocean economy as a whole was highest in New York, despite the groundfish fishery being concentrated in Massachusetts, New Hampshire, and Maine. For the Northeast as a whole, employment increased from 2005 through 2008 before declining in 2009, likely as a result of the nationwide recession. Marine construction employment was highest in New York, increasing substantially between 2005 and 2009 from about 3,553 employees to an estimated 5,094 employees. Marine construction in New Jersey, however, decreased from 2008 to 2009, likely in a response to the recession. Ship and boat building employment was highest in Maine and Connecticut over the baseline years, with relatively constant rates of employment across all states other than New Jersey. At the county level, New York had the highest employment within the ocean economy by a substantial margin. Within the marine construction sector, New York County also had the highest employment level over the baseline years, having increased sharply from 2006 to Self-employed workers were not as concentrated in New York as wage employees, and are distributed throughout counties in New York, New Jersey and Massachusetts. This increase in marine construction employment was completely attributable to an increase in wage employees, as the number of self-employed persons in marine construction dropped in 2010 from higher levels in 2009 and Ship and boat-building employment decreased slightly across the Northeast in 2010, continuing an overall downward trend seen across all years in the data. 3 At the county level, New York County continued to have the largest number of employees associated with the ocean economy. Marine construction employment continued to be greatest in New York County, increasing in 2010 to approximately 1,505 employees. Kings County, New York, also experienced an increase in 2010 to a total of 672 estimated employees. Other counties generally experienced relatively constant employment within the marine construction sector or relatively sharp increases (see Bronx County). Total employment within the ship and boat-building sector increased in York County, Maine in 2010, with self-employment within the sector decreasing from 222 people in 2009 to 175 people in Data for more specific business establishments associated with supporting commercial fishing are presently only available by state for The total number of businesses for the Northeast is close to 1,000. New York, New Jersey, and Maryland had the greatest number of establishments. Marine equipment and supply retailers comprise the majority of businesses in all states, with marine electronic equipment and supply wholesale establishments comprising the second-largest type of businesses. Marine hardware retail establishments are more prevalent in Virginia (e.g., Sperry Marine) and Connecticut that in other states. Data Gaps and Limitations The dataset with values for the years 2005 through 2010 is based on economic census data from the Bureau of Labor Statistics, Bureau of Economic Analysis and NOAA Coastal Services Center. These data are limited in that they do not go back to The data are updated by NOAA on a continuing basis, however, and they provide a good indication as to the ocean-related employment in coastal states and counties. The economic data are not fine-grained enough to identify those support service businesses and employees directly associated with the groundfish fishery. And it is likely that businesses that provide services to the groundfish fleet also provide services to other fleets. It is assumed here that the sectors most associated with the groundfish fishery include marine construction and ship and boat building, although living resources would include the fishermen themselves. The data presented for 2011 are based on North American Industry Classification System (NAICS) and Standard Industrial Classification (SIC) codes for those industries most closely associated with marine equipment and marine electronics sales and repairs. NAICS and SIC codes are somewhat broad, however, and include a wide range of businesses. These businesses undoubtedly provide services for vessels inside and outside the multispecies groundfish fishery, including recreational marine vessels. For example, Northrop Grumman Sperry Marine (in Virginia) provides defense contractor services for the military, as well as outfitting large commercial vessels with navigation systems. Thus, it is difficult to determine which establishments are closely tied to the multispecies groundfish fishery without additional data. Information Sources ESRI Business Analyst Dataset.
