Implemented major improvements to the operations of the Atlantic Fisheries Licence Appeal Board including its administration, advanced training for Board members, computerized record-keeping and output analysis, revised terms of reference and conflict of interest guidelines. Undertook a comprehensive analysis of the external consultative process in Eastern Canada (ministerial directive) with recommendations for improvement. Successfully led several Canadian delegations at international technical meetings (NAFO) on surveillance and control (A-J): DIRECTOR, ATLANTIC FISHERIES LICENCE APPEAL BOARD, OTTAWA The administration and coordinated operation of the Atlantic Fisheries Licence Appeal Board in its provision of advice to the Minister on all matters which might be brought to the Minister's attention arising from the licensing process (A-D): ACTING SENIOR STAFF OFFICER, FISHERIES DEVELOPMENT AND CORPORATE AFFAIRS, OTTAWA 1989 (J-M): The provision of subject-matter advice and expertise in respect of the sector's objectives and mandate for fish habitat management, federal-provincial relations, aquaculture, freshwater fisheries and environmental issues. Concluded the negotiations and development of two Canada-Prince Edward Island Freshwater Agreements. This was a ministerial priority and federal government commitment. Coordinated regional views and provided sectoral advice in respect of the fish habitat management strategic operational plan, the departmental aquaculture strategy, and national freshwater fisheries policy. Developed the framework for a successful Atlantic Fisheries workshop in regard to aquaculture, fish habitat management and fisheries development issues. 1988: AREA MANAGER, CHARLOTTETOWN, PRINCE EDWARD ISLAND The administration and coordinated operations of the Department's fisheries management programs and services in respect of conservation and protection, fishermen's vessel insurance services, industry/client relations, licensing, resource allocation, personnel, financial and systems management, and federal-provincial agreements. Maintained harmonious government-industry relations through existing consultative processes. Developed enhanced shellfish enforcement plan to address the concerns of the Prince Edward Island Shellfish Association without the need for increased program resources. Coordinated a successful visit by the Minister and his staff (during the height of the shellfish poisonings incident). 3

4 1987: ACTING CHIEF, RESOURCE MANAGEMENT, OTTAWA, ON Coordinating the development of the 1988 Atlantic Groundfish Management Plan (fleet/sector allocations, statistical analyses, consultations, and information sessions). Directing the work of the AGAC Working Group and chairing a government-industry committee on the re-allocation of surplus quotas. Liaising with departmental corporate and regional personnel, provincial governments, fishing industry representatives, and, occasionally, elected officials, on matters related to the Atlantic groundfish fishery. Coordinated the development of the 1988 Atlantic Groundfish Management Plan including related inputs. Directed the work of the AGAC Working Group and chaired a government-industry committee on the re-allocation of Atlantic surplus quotas. Maintained effective liaison with departmental personnel, provincial governments, fishing industry, media and elected officials (J-J): ACTING DIRECTOR, OPERATIONS AND CORPORATE AFFAIRS BRANCH, OTTAWA, ON Organizing, coordinating and evaluating departmental initiatives related to fisheries and habitat conservation and protection programs, policies and activities for Atlantic fisheries including inter-sector impacting initiatives related to the Arctic, natives, and the environment. Liaising with departmental corporate and regional personnel, fishing industry representatives, provincial and other federal officials, medias, legal profession, foreign fisheries representatives and the general public on a variety of activities and issues related to the conservation and protection of Atlantic fish stocks and their habitats, native fisheries. Developing the organizational framework for the new Branch, preparing job descriptions and arranging for temporary personnel assignments, administering the financial resources assigned to the Branch, preparing and delivering the priorities established for the Branch as well as coordinating certain others as established for the Directorate and the Sector. Established the new Operations and Corporate Affairs Branch of the Operations Directorate as detailed above. Provided the required professional, logistical and administrative support for the plans, priorities, objectives and activities of the Sector in relation to: Surveillance and Enforcement, Fish Habitat Management, Federal-Provincial Fisheries Agreements, Regulatory Action Plan. 1986: SENIOR ADVISOR, RESOURCE MANAGEMENT, OTTAWA, ON Organizing, directing and participating in initiatives related to program resource management, program planning, and organization development. Ensuring commonality of sector-wide management systems, processes, practices and improvement plans. Liaising with corporate and regional personnel during program development phases to ensure program co-ordination, and determining impacts on existing and new programs. 4

5 Resolution of sectoral responsibilities respecting fish habitat, commercial aquaculture, resource enhancement, and regulations and enforcement. Developing a framework (accountability accords) for the identification and reporting of sector priorities and plans, and monitoring regional compliance there under : DIRECTOR, PROTECTION AND REGULATIONS, MEMRAMCOOK, NB Exercising functional direction and control over the work and performance of the region's uniformed personnel (210 fishery officers and ships' crews) with a program expenditure level of $1.5 million. Developing and monitoring policies and operating procedures, standards, and practices related to resource conservation, protection, and fish habitat management programs. Liaising with fishing industry, media, provincial and other federal departments, peer regions, legal profession, foreign fisheries representatives, private sector, and the general public. Administering a headquarters program consisting of regulatory development, special enforcement programs, air/sea surveillance, training and professional development, assets management. Developed a successful plan to combat illegal lobster fishing with no incremental resource adjustments, resulting in better resource conservation and a more credible working relationship with the industry. Developed a management information system to track regional enforcement outputs, providing local managers with real-time information upon which to plan and assess their programs. Strengthened the level of interaction and communication between regional and headquarters administrations through the creation of committees and working groups which facilitated the exercising of functional authority over programs and personnel. Compiled a fisheries case law compendium to assist the legal profession and enforcement officers in the preparation of court actions : ACTING MANAGER, INTERNATIONAL SURVEILLANCE, HALIFAX, NS Planning and coordinating the delivery of an integrated fisheries surveillance program within a controlled area by means of aircraft, patrol vessels, fishery officers and fisheries observers. Communicating with, directing and controlling the work of a staff complement of 28 PYs and $3 million in program funds distributed across six organizational units. Liaising extensively with foreign fisheries representatives on routine and politically-sensitive matters, other federal departments, media, fishing industry and legal profession. Ensuring that foreign fishing nations and Canadian fishermen complied with established fishing plans and departmental regulations and policies. Providing advice and recommendations on a varied cross-section of issues - resource allocation, licensing, fisheries negotiations, pollution control, agreements of assistance : CO-ORDINATOR, OBSERVER PROGRAM, HALIFAX, NS Developing, directing and controlling a wide range of activities associated with the deployment of Canadian observers to foreign and domestic fishing fleets in a controlled area. Designing training modules, operating procedures and practices in support of the recruitment, training and logistical support needs of the program; supervising 95 observers and managing $1.0 million in allotted 5

6 funds. Raising personal service contracts, coordinating the financial remuneration process, terminating employees, securing health and compensation benefits. Participating in the government contracting-out process including the development of statements of work, contract evaluations, and contract management. 1977: FISHERY OFFICER - SURVEILLANCE, HALIFAX, NS Conducting air surveillance and an at-sea inspection program of foreign and domestic fishing activity both within and beyond the 200-mile fishing zone. Initiating legal action against delinquent vessels in accordance with established practices; attendance at court. Liaising with clients and the general public. INTERNATIONAL FISHERIES EXPERIENCE On behalf of various national (CIDA, ICOD) and international (UN, World Bank) organizations with specific mandates for the advancement of fisheries management and conservation in developing coastal states: evaluated the effectiveness of national monitoring, control and surveillance (MCS) programs of several West African (CECAF) coastal states; studied opportunities for inter-regional cooperation, and prepared comprehensive conceptual reports for improving the organization and delivery of MCS programs. evaluated the strengths and weaknesses of national fisheries legislation in respect of foreign and domestic fisheries licensing and revenue systems, enforcement responses and effectiveness, penalties and the conservation of marine species. co-evaluated the training and professional development needs of fisheries inspectors, fisheries observers and administrators. designed organizational models (bureaucratic structures and systems) to improve the coordination and delivery of fisheries policies and programs across various ministries.
