8 Solution enhance interoperability One concept Interoperability = The ability of the trans-european rail system to allow the safe and uninterrupted movement of trains which accomplish the required levels of performance for these lines several intentions Common market for rail transport services Facilitate, improve and develop international rail transport services within the European Union and with third countries; Common market for railways supplies Contribute to the progressive creation of the internal market in equipment and services for the construction, renewal, upgrading and operation of the trans-european conventional rail system 8
9 Directives Directive 96/48: Interoperability on the High Speed TEN Directive 2001/16: Interoperability on the Conventional TEN Directive 2004/49 (Safety Directive) establishing the NSAs and shared responsibilities RU/IM Directive 2004/50 modifying 96/48 and 2001/16 Directive 2008/57/EC on the Interoperability of the Rail System within the Community (covering both HS and CR and extended to the whole of the European Network) 9
10 TSI Technical Specification for Interoperability Technical specifications for interoperability (TSIs) are European legislative documents, superseding national legislation on the topics they address. TSIs set out requirements to subsystems (e.g. Train) and interoperability constituents (e.g. Pantograph). TSIs define the interfaces between the different subsystems to ensure their compatibility. TSIs apply to new subsystems and conditionally to the upgrade and renewal of existing subsystems. 10

12 Safety in Railway Tunnels (SRT) TSI - purpose The objective of the SRT TSI is to harmonise the basic parameters for safety in railway tunnels, whilst maintaining the current levels of safety to define a coherent set of tunnel specific measures for the infrastructure, energy, rolling stock, control-command and signalling and operation subsystems, thus delivering an optimal level of safety in tunnels in the most cost-efficient way It shall permit free movement of vehicles which are in compliance with this TSI to run under harmonised safety conditions in railway tunnels 12

Risks for people in the neighbourhood of a tunnel where collapse of the structure could have catastrophic consequences Trans-European conventional rail system network; Trans-European highspeed rail system network; Other parts of the network of the whole rail system following the extension of scope TSI will not apply to: metros, trams and other light rail systems; networks that are functionally separate from the rest of the network; privately owned infrastructure + vehicles solely for the use of the owner; infrastructure and vehicles reserved for a strictly local, historical or 13 touristic use

Characterisation of subsystem: functional and technical specifications of the subsystems, functional and technical specifications of the interfaces, operating rules, maintenance rules, professional qualifications, health and safety conditions, registers 5. Interoperability constituents: None 6. Assessment of conformity and/or suitability for use of the constituents and verification of the subsystem 7. Implementation: Application of this TSI to new subsystems, application of this TSI to subsystems already in service, specific cases 15

17 The revised SRT TSI (main changes) Extends its scope to the Off-TEN network + the revised SRT TSI is applicable to tunnels from 0.1km with no upper limit. Clarifies the case of very long tunnels with the introduction of the fire fighting points, and clarifies the operational rules for the circulation of rolling stock in tunnels Revises basic parameters with the purpose of clarifying the corresponding requirements and the method for their assessment, using recent standardisation developments such as EN series and EN Focusses on tunnel requirements. All requirements related to Rolling Stock have been agreed in SRT TSI Working Party and then integrated into the revised LOC&PAS TSI (though with precise references retained in the SRT TSI) 17
18 Main expected impacts Reduced administrative burden linked to conformity assessment and authorisation for placing in service of subsystems Possible benefits linked to scope extension: dual processes for assessment and approval being gradually replaced by a single process Interoperability benefits linked to the formalisation that all TSI-compliant rolling stock (Category B) should be accepted in any tunnel. Similar benefits could emerge for Category A rolling (though with limit of tunnels up to 5 km) Economies of scale benefits created by moving to a single standard with respect to fire safety for rolling stock materials rather than 5 different standards Short term implementation costs: The main aspect is linked to dual processes for off-ten tunnel projects (prior to be phased out) 18

21 Way ahead Monitoring arrangements put forward in the impact assessment reporting Return of experience of SRT TSI applications Identification of eventual problem areas Consideration to revision need, incl. follow-up on outcome of new research: Virtual simulation of the evacuation process (in tunnels and RST). Assessment of the fire resistance in Rock tunnels. Tunnel ventilation control (in order to minimise the effects of fire in tunnels). Early impact assessment Work on revision would commence depending on the EIA outcome / prioritisation 21
