2 The objectives of the European transport policy White paper 2001 Quality of services = satisfaction of customers Optimisation of the use of infrastructure Rebalancing of transport modes in favour of more environmental friendly modes of transport, in particularly rail Fair and efficient charges for the use of infrastructure 2

3 The objectives of the rail policy (1) The creation of an integrated European railway area means : A fair & non discriminatory access to the infrastructure by all licensed railway undertakings (RUs) The clarification of the roles of infra managers and RUs The full transparency of accounts The realisation of an integrated trans-european network through the interoperability of the national networks (high speed and conventional) 3

4 The objectives of the rail policy (2) The creation of an integrated European railway area means : The harmonisation of safety requirements (common safety indicators, methods and targets) The improvement of the quality of services and particularly cross-border services The full opening of the railfreight market by 1 January

5 The tools of the rail policy The tools of the railway policy : The TEN guidelines and the Structural and Cohesion Policies to promote the completion of the rail network and its financing The European Railway Agency (ERA) to stimulate the creation of technical specifications for interoperability and safety instruments The EU instruments to create a level playing field : state aids, competition rules, etc 5

6 The state of play The state of play today : First package almost fully transposed by all Member States Second package to be transposed by 1 May 2006 but already anticipated by some Member States ERA to start operation in January under the leadership of Mr Verslype Third package under negotiation : agreement of the Council on the certification of train drivers 6

7 ERTMS The result of a long collective effort : It started in 1990 It is the first example of a close cooperation of all stakeholders within the railway industry at European level Commission supported with circa 300 million from R&D and TEN funds Industry invested circa 400 Millions These efforts must be successful 7

8 Time to decide A consolidated baseline and a structured process forward now ensured with the Committee Art. 21 opinion on 23 Nov on the CR TSI The Memorandum of Understanding between the Commission and the railway industry to prepare the national ERTMS deployment plans and the EU Master plan The Communication of the Commission to the EU Parliament and Council to advocate the financing of the ERTMS Master Plan The newly proposed TEN Regulation to enable ERTMS funding up to 50 % of total project costs (on-board and trackside components) ERA to play the role of ERTMS System Authority 8

9 Time to act The Commission to adopt the TSI and to convince the Parliament and the Council of its ERTMS funding strategy The Member States to prepare their national ERTMS deployment plans in 2006 The railway industry to perform the corridor analyses of the ETCS-Net to support the Member States in the elaboration of their national plans The Commission to consolidate the national plans within a EU Master Plan. The ERTMS Coordinator to ensure the pace and visibility of the process 9

10 Conclusions ERTMS is a venture comparable to Airbus, GSM, Ariane or Galileo A showcase of European innovation capability Whilst GSM-R is now well established, ERTMS/ETCS is still in its launch pad All the actors to mobilise to make it a European success Key for the credibility of the railway industry towards the creation of a true European railway area supporting a single market for railway products and services 10
